Measuring core reduction using 3D flake scar density: a test case of changing core reduction at Klasies River Mouth,South Africa

A new core reduction index is presented, calculated as the ratio of flake scar number to 3D surface area (SDI). The index is tested experimentally on five types of core (blade, discoid, Levallois, biface and multiplatform cores) and then applied to the core assemblages from five sub-stages of the Middle Stone Age at Klasies River Mouth, South Africa. Preliminary results indicate that the SDI possesses the desirable attributes of a successful reduction index and is a significant improvement on traditional proxy measures of core reduction. The results of the archaeological case study confirm previous untested observations that cores from the Howiesons Poort and MSAIII sub-stages are more heavily reduced than preceding and following stages, and that local and exotic raw materials as well as different types of cores are all more heavily reduced during these periods. The SDI fills a significant lacuna in available core reduction measures.     

The Politics of Empire: Douglas Hailsham and the Imperial Policy of the National Government, 1931–38

While the majority of high-profile imperialists were excluded from Britain's National Government during the 1930s, at least one leading imperialist of the era, Douglas Hogg, first Viscount Hailsham (1872–1950), was at the heart of British policy-making. Although historians have largely overlooked the multifaceted contribution of this leading Conservative to inter-imperial affairs, as a senior cabinet minister he made significant interventions in Britain's policy towards both India and Ireland. He was, both publicly and privately, at the forefront of attempts to resist Irish violations of the 1921 Anglo-Irish Treaty and, at the same time, became one of the government's leading advocates of a progressive solution to India's constitutional development. The article demonstrates that the simplistic image of Hailsham as a diehard reactionary requires significant modification. His approach was characteristically underpinned by a belief in the sanctity of existing agreements and pledges—whether or not he intrinsically approved of them.     

A Framework for Sustainable Heritage Management: A Study of UK Industrial Heritage Sites

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.     

Modernization, welfare and 'third way' politics: limits to theorizing in 'thirds'?

The current period of welfare reform in British politics is taking place within a discourse of modernization described in terms of a 'third way'. The ideas which constitute this discourse resonate with recent developments within human geography, namely a movement to theorizing 'in-between' spaces, a turn to culture and to issues of globalization. This paper suggests that welfare reform is a restructuring project which allows the nature of thinking and acting 'in thirds' to be questioned. It problematizes the 'third way' approach to cultural modernization and economic globalization as a de-politicized discourse, and argues for the cultural politics and political economics which underpin welfare reform to be foregrounded. As a form of political discourse analysis, it points to the developing need for a welfare geography that is attuned to the languages and practices through which dominant systems of social and economic distribution are constituted.
