Renewable energy policy has far‐reaching implications for national and international economic, environmental, and political sustainability, but thus far within the United States it has been almost entirely the province of state governments. This article examines the factors motivating state‐level policymakers to adopt different forms of a renewable portfolio standard (RPS), highlighting the distinction between degrees of policy stringency, ranging from entirely voluntary participation to rigorous and strictly enforced targets. In the process we introduce a new metric for assessing stringency, more precise and reliable than the various proxies used previously, and analyze its relationship to drivers of policy adoption. We find that policies of different stringencies are motivated by systematically different underlying factors. State‐level citizen political ideology is a significant predictor of RPS policy adoption, particularly for “voluntary” and “weak” policy designs. “Strong” policy designs, on the other hand, are best predicted by ideology at the government level, i.e., the degree of institutional liberalism. These findings may inform current implementation and program evaluation efforts, and potentially point the way toward more effective policy choices if and when an RPS moves forward on the national policy agenda, while the stringency metric central to this analysis can be of use to other policy scholars concerned with topics both within and beyond the realm of energy policy. 相似文献

In the context of a research project concerned with contemporary cafés, the authors have revisited Habermas's famous 1962/1989 work on the transformation of the ‘public sphere’, wherein the figure of the early-modern English coffee-house holds considerable significance. The outlines of Habermas's claims are inspected, and three lines of critique—to do with spatiality, sociability and practices—are held up against his depiction of coffee-houses as contained and egalitarian spaces of calm rational-critical debate. Theoretical work is combined with a re-reading of Habermas's fragmentary notes on the coffee-house, together with borrowings from both secondary texts and republished primary sources. The chief aim is to develop critical materials to inform further inquiry into coffee-houses and similar establishments, past and present, as sites for the practical conduct of public life. 相似文献

In October 2012 the sixth and last volume of the graphic novel Il était une fois en France [Once upon a time in France] was released. The six volumes, published at the rate of one per year since September 2007, cover the 60 years of the Jewish protagonist's life. It spans the time from Joseph Joanovici's birth in Kechinev [today's Moldavia] in 1905 to his death, alone and ruined, in Paris in 1965, and covers his four years of collaboration and resistance in Occupied France that saw him become a multi-millionnaire. The series is acclaimed by the public and critics alike. My article demonstrates that this graphic novel cannot belong to what Henry Rousso, in his book Le Syndrome de Vichy, called ‘the French Obsession’, but rather, its narrative qualities, which emphasize the protagonist's ambivalence by using techniques similar to those used in movies like Once upon a time in America and Miller's crossing [both of which are cited by the series' authors in several interviews and are obvious in the visual and narrative style of the series], place this graphic novel in what I see as a new period of infotainment that is closer to the new generation of readers who are immersed in globalization and the spectacularization of history. 相似文献

This article explores how older visitors use meanings created through encounters with contemporary visual art in art galleries for identity maintenance and revision processes. The analysis is based on the results of a 28-month study of the responses of older people to contemporary visual art in art galleries in north-east England, UK. The identity processes used in this study are those defined as maintenance and revision as understood by Kroger (2002) Identity processes and contents through the years of late adulthood. Respondents who did not have an existing identity-defining commitment towards art and who had less ability to decode the art works used the art to make symbolic links to aspects of their identity. The meanings created were then used to help satisfy current identity needs. In contrast, those with an existing commitment to art used the experience of the visits to deepen their current knowledge. Engaging with contemporary visual art facilitated identity processes that contributed to participants’ well-being. This study contributes to studies on identity by exploring how content and identity processes interact and provides new perspectives on the role of art in identity formation for older people. Government policies aimed at the alleviation of poverty and social exclusion have been moving toward a multi-faceted approach that includes community capacity building and collaborative partnerships. This implies greater community consultation and the involvement of public and private institutions and the voluntary sector in the democratic management of local affairs. While these are established theoretical concepts, implementing localised social policy and measuring the outcomes are notoriously difficult, particularly in historic urban areas where democratic decision making has the potential to conflict with the management of heritage value. Drawing on recent policy and academic literature, this paper explores the concept of social sustainability and the characteristics of its evaluation. The paper illustrates how social sustainability indicators favour multi-dimensional themes that support national political agendas. The tension between this and the rise of participatory governance is highlighted. This paper critically examines local reactions and responses to the design and implementation of the buffer zone for a World Heritage property held under customary tenure, Chief Roi Mata's Domain (CRMD) in the Republic of Vanuatu. The primary goal is to consider the apparent contradictions and ambiguities inherent in the highly dynamic and contested process of rendering the globalised theory and praxis of buffering in a local context. Our case study brings to light some of the ways in which this process has enabled the landowning community of CRMD to rethink, and begin to remake, the buffer zone as an entity that incorporates both development and conservation concepts under the terms of the local idiom of bafa zon. Internal and external voices compete for influence in determining the local form and further evolution of the bafa zon at CRMD, and the first phases of this contested process are charted here. By supporting locally valued and accepted buffering measures, it may prove possible to realise simultaneously the objectives of World Heritage conservation and local economic development. 相似文献
