This article explores the actions taken to address the issue of covert Chinese activities in India during the Second World War identified by Force 136, the Far East incarnation of the Special Operations Executive (SOE), which resulted in the creation of the Chinese Intelligence Section (CIS) in early 1945. It considers this development within the wider context of security intelligence in relation to British India, which has been the subject of increased academic study in recent years as a result of the increased availability of relevant archival material. The need for CIS to be established draws attention to the parameters within which the various intelligence and security agencies operated, their attention focused primarily upon clearly identifiable threats to British rule, particularly nationalism and communism. The issue of covert Chinese activity in India did not fit easily within this framework; the manner in which SOE’s concerns were ultimately addressed illustrates how the prevailing colonial security mindset shaped the conceptual horizons of security intelligence activity.  相似文献

A set of ethical issues—tensions between democratization and globalization, about some ways in which the global inequalities have increased, and about gross failures of contemporary international cooperation—provide reason to consider our understanding of global governance and the political forces organized to support or transform it. Many scholars agree on the existence of a global polity characterized by the dominance of neo-liberalism, the growing network of both public and private regimes that extend across the world's largest regions, the system of global intergovernmental organizations, and transnational organizations both carrying out some of the traditional service functions of global public agencies and working to create regimes and new systems of international integration. Scholars who emphasize the historically contingent social construction of human institutions and who focus on the transformative potential of transnational social movements have provided the greatest insight into what can be done to confront the ethical issues raised by contemporary global governance. Almost all analysts agree that the current great powers cannot be relied upon to facilitate progressive change, although that is only one reason why global governance is likely to remain inefficient and incapable of shifting resources from the world's rich to the poor, even though it may continue to play a role in promoting liberal democracy and the empowering of women.  相似文献

In their provocatively titled book, Living Together Separately, Michael Romann and Alex Weingrod argue that the shared terrain of Jerusalem obscures deep divisions in the physical and social lives of its Arab and Jewish ethnic communities (Romann & Weingrod, 1991). Multiple divisions exist not only among peoples sharing a common space; they are also found among communities of scholars sharing common intellectual interests. This has certainly been the case of Political Science and Political Geography during much of the twentieth century. Members of both disciplinary communities seek insights into the role of politics and political structures in human society, yet until recently they have pursued their work within orbits that only rarely intersected. They attended different conferences and symposia, they employed different methodological tools, and they did not draw heavily on each others published work.Recent theoretical and empirical developments have begun to erode the barriers separating Political Science and Political Geography, and a discussion of the relationship between the disciplines is thus both timely and welcome. Professor Elazar is an appropriate person to place at the center of this discussion, for his work as a political scientist is unusual sensitivity to geography. Professor Elazar's comments about research orientations and career constraints provide an interesting point of departure for such a discussion, but to understand the nature and depth of the divide between the disciplines it is important to consider the core intellectual constructs and practices that have characterized Political Science and Political Geography during the twentieth century. These have fostered theoretical orientations and research approaches that are sufficiently different from one another to create significant barriers to interdisciplinary contact.  相似文献

Governmental institutions increasingly use consultation procedures in an attempt to augment legitimacy and improve the quality of democratic decision making. However, there has been little systematic academic consideration of the ways in which the different consultation methods relate to democratic decision making. This article examines who is invited to participate in the consultative procedures and the role they are expected to play. Differences between the general public, community of fate and associations or groups are discussed, as are the methods of deciding which person will speak for the group. Three different roles of group representatives are discussed: information provision, contestation, and synthesis. The conclusions are illustrated in a matrix which allows a closer consideration of consultation procedures in relation to various aspects of democracy.  相似文献

ABSTRACT We examine the impact of the political trade‐off between rural economic development and environmental quality on the determination of environmental regulations in the U.S. intensive livestock industry. The political economy model, adapted from Fredriksson (1997) , is tested empirically, using state‐level data on environmental regulation of the U.S. livestock sector. We find that state governments respond to greater potential for water pollution with more stringent environmental regulations. Consistent with our political economy model, we also find that states with lower recent growth in per capita income implement less stringent environmental regulations.  相似文献

In 1894 at St. Vincent's Hospital Melbourne, George Adlington Syme removed a meningioma from a patient with symptomatic focal epilepsy. The operation stands as the first surgery based on seizure localization in Australia. It is also the country's first documented successful resection of an intracranial meningioma. It followed William Macewen's landmark cerebral localization case on the boy John McKinley by 18 years and Victor Horsley's first epilepsy case on Hughlings Jackson's patient James B. by a mere 8 years. Syme's patient, Constable John G., survived the operation by some 23 years, dying from a gunshot wound to the head in 1917. Newly discovered inquest papers reveal that the coroner's judgment that the death was accidental completely fails to address the more credible scenario of suicide. The story makes for a fascinating epilogue to an important landmark in Australia's neurosurgical history.  相似文献
