POETIC PRISM: THE CANADIAN FORUM IN THE GREAT DEPRESSION

This article ponders the quest for a new Quebec constitution. It critically analyzes a proposed Quebec constitution introduced as a bill in Quebec's National Assembly in 2007 ¹ 1. It makes some comparisons of Quebec's current constitution with those of other provinces and concludes by reflecting on the political prospects and legal effects of such a proposed new constitution. The adoption of a new Quebec constitution, along the lines proposed in 2007 and 2008, should not significantly alter Canada's constitutional order under Canadian law or affect Quebec's current constitutional arrangements with Ottawa and the other provinces. Such a new constitution might, however, come to prevail over other Quebec laws. The objectives of the proposed new constitution are to forge and reinforce Quebecers' sense of a common political identity. The project, however, is not currently at the forefront of discussion.     

Early Aptian (Early Cretaceous) freshwater bivalves from the Australian–Antarctic rift,southeast Victoria

The brissid echinoid Schizobrissus insignis (Duncan &; Sladen, 1883) is described from the Fulra Limestone (late middle Eocene), in Kachchh, India. Formerly assigned to Peripneustes or to Meoma it is shown that the species possesses a complete subanal fasciole throughout ontogeny, a characteristic feature of Schizobrissus. Eocene species of Schizobrissus and Meoma show several morphological similarities, but diverged during the late Paleogene and early Neogene.     

The role of the museum in interpretation: The problem of context

The key questions in interpreting objects in museums are: What are they doing there? and Where did they come from? National and local importance are not mutually exclusive: the critical difference is between intrinsic value, and value through context or association. Context is an integral part of interpretation. Experts can visualise an original location or environment; ordinary museum visitors need the context of people, or place, or familiar activities, to be able to relate to unfamiliar objects. Is seeing a good replica as good as seeing the original?     

International prototypes and local identity: The walled garden of Scotland as heritage landscape

Abstract

The distinctiveness of place is a central, and often unquestioned, tenet of landscape heritage studies and the landscape design and conservation which may accompany them. In learning from history and other comparative studies, one of the many challenges is to discern what determines diversity in the landscape. At what point does the local expression of an international prototype become a local and unique landscape type, a local landscape heritage, in its own right? This paper takes the walled garden of Scotland as an example to explore issues of national, regional and local landscape identities. It examines cultural traditions, biophysical constraints and stylistic responses to availability and command of materials and technologies. It explores some of the origins of the walled garden, the way the landscape type was developed and refined in response to the Scottish context, and the way this element is treated as landscape heritage today.     

A Critique in Search of a Corpus: Re-visiting Governance and Re-interpreting Urban Politics

One of the most profound changes of the last two decades has been in the form and the function of local government. Its role as part of the local state has been challenged through the re-scaling and re-configuration of many of its aims. This paper examines the growth of business sector involvement and the ascendancy of the partnership model in urban development, as part of an analysis of the changes and the continuities that stretch across the local government – local governance conceptualization of political relations. I start the paper with a discussion of the main issues in the local governance literature as a precursor to a commentary onImrie and Raco's (1999) recent paper, 'How New is the New Local Governance? Lessons from the United Kingdom'. The wider literature is drawn upon to discuss some of the theoretical approaches used to analyse this much-vaunted transformation and three key themes are used to structure the remainder of the paper. I argue that Imrie and Raco caricature the work of other academics in order to make their claims over omissions from the literature. In doing so, they ignore or under-play how state restructuring and the logic of capital has often been the object of analysis, rather that the voluntarist incorporation of business élites into the local governing apparatus. Using empirical examples from three English cities I argue that while, on the one hand, their examples are revealing and serve to sensitize current debates around governance, the state and regulation, on the other hand, there is still a need to interpret these 'local' politics within a broader and more scale-sensitive framework and in more abstract terms. This demands a clear distinction between local governance as a concept, and its investigation in an empirical way.     

Introduction and Overview

In her introduction to the themed articles in this special biodiversity issue of International Affairs, Halina Ward highlights the relevance of the Convention on Biological Diversity and of a rapidly evolving 'corporate citizenship' agenda to an understanding of the relationship between business and biodiversity. She asks whether a distinctive 'pro-biodiversity' business agenda has already emerged and highlights the relevance of the issues at stake to governments.     

Design thinking for city dashboard development: Recommendations from a study of smart asset management in Sydney,Australia

The city dashboard has become an integral component of smart city asset management systems. It leverages data collected from multiple sources to monitor performance and enable evidence-based decision making. This article investigates the use of a design thinking framework to develop a functional and easy to understand city dashboard. The Smart Social Spaces project is used as a case study to illustrate how design thinking can be employed to develop an asset management dashboard, enabling efficient management of public space and infrastructure. The article profiles the unique collaboration between a local government, a multi-disciplinary team of university academics, and a street furniture designer and manufacturer, all located in Sydney, Australia. We unpack some of the design practice nuances that led this project to receive national awards and international recognition, and most importantly, created a user-friendly system to track and maintain public micro assets. We conclude with lessons learnt and recommendations for dashboard development through a design thinking process.
