Quality promotion as a means of improving competitiveness is a major objective in many countries. This paper examines successful practices in the Basque Country over an 11-year period, with a view to shedding light on the theoretical literature. Research on policy networks has produced useful results but we are still some way from a plausible, consensus-based theory of policy networks. Based on experience in the Basque Country, an integrated approach to understanding the antecedents and consequences of a regional knowledge-driven network for quality promotion is offered. Other regions in developing countries could use this approach to achieve successful policy networks. Although Total Quality Management implementation in public sector entities has been studied before, evidence about Regional Quality Promotion experiences is scarce.  相似文献

Lime is a fundamental component in many industrial, agricultural and chemical processes, and is itself produced by an industrial process, namely, the heating in kilns (calcining, or more colloquially ‘burning’) of calcium carbonate rock or other carbonate material. Research and literature on lime burning in Scotland, based largely on lime production in Scotland's eastern Central Belt, are dominated by the view that lime burning in draw kilns is the paradigm for Scottish lime production. Other parts of Scotland, however, largely or completely ignored, draw kilns in favour of simpler clamp kilns, even in major industrial sites of lime production. This paper reports our map- and field-based surveys in Scotland's western Central Belt, which clearly point to the enduring importance and almost exclusive use of clamp kilns in that area's historical lime-burning industry.  相似文献

Sardinia has played a vital integrative role in the Holocene Mediterranean, most notably—although not only—as a key locus in emergent maritime “Mediterraneanization” and as an object of contestation among mainland polities over the last three millennia. Yet, despite the florescence of Mediterranean survey archaeology, this standard method has only been sparsely employed in Sardinia, with a pronounced focus on large, urban, coastal sites. Accordingly, we have little understanding of the ebb and flow of human settlement in the Sardinian interior. This represents a significant lacuna in the study of Mediterranean archaeology and history. Here, we report data from the first two seasons of the Landscape Archaeology of Southwest Sardinia (LASS) Project, a multidisciplinary project designed to correct this bias and to investigate how episodic integration into—but also disintegration from—larger economic and political structures drove sociocultural and socioeconomic change in southwestern Sardinia over the Mid-Late Holocene.  相似文献

Since 2005 we have been utilizing accelerator mass spectrometry (AMS) 14C dating in research on calcium oxalate crusts associated with open air rock art of the Iberian Peninsula. In this paper we present two dates linked with three eye-idol pictographs at Abrigo de los Oculados (Henarejos, Cuenca, Spain). Radiocarbon ages for these motifs agree with the expected iconography-based archaeological chronology. Such oxalate dates could provide an independent basis for evaluating chronological theories for post-Palaeolithic sites, designated in the UNESCO World Heritage List as Rock Art of the Mediterranean Basin on the Iberian Peninsula.  相似文献

In the last half of the nineteenth century, Victorians grappled with welfare issues regarding the aged poor as social investigators sought to explain their dependency and poverty. Elderly men and women who were unable to care for themselves, and without a family or community to attend to their needs, had few alternatives outside the workhouse in nineteenth-century England and Wales. Catholic homes for the elderly managed by communities of women religious such as the Sisters of Nazareth provided an important option to the aged poor who often needed both accommodation and medical care. These homes provided a unique form of social welfare which attracted the attention of Protestants as well as Catholics as benefactors. Protestant reformers, looking for different approaches to maintaining the aged poor, inspected these Catholic homes in order to develop their own institutional solutions. Perhaps more pointedly, this interaction between Protestants and Catholics offers a counter narrative to the usual histories that emphasise anti-Catholicism, sectarianism and conflict. Despite the anti-Catholic tenor of the times, the homes for the aged of the Sisters of Nazareth were recognized and funded by both Catholics and Protestants as they were seen as providing a much needed form of charitable aid for the aged poor. As an alternative to poor law workhouses, the institutions created and managed by Catholic women religious formed an integral part of the mixed economy of welfare in the nineteenth century.  相似文献

The extraction of silver has traditionally been considered as one of the main incentives for the Phoenician expansion throughout the Mediterranean and their settlement in Iberia. In this paper, we approach the organization of silver production in Iberia during the Early Iron Age through the study of the evidence of production currently available and the development of Lead Isotope Analysis (LIA). Previous results (Hunt 2003; Stos Gale 2001; Kassianidou 1992) are considered in the light of new data. The extraction of silver from complex minerals noticeably intensifies in south‐west Iberia. Imports of exogenous lead, needed for the extraction of silver from these complex minerals, are evident. Supplies of lead come in from other regions of Iberia, such as Gádor, Cartagena/Mazarrón, Linares or even the mining district of Molar‐Belmunt‐Falset (MBF) in Catalonia. This picture reveals that the organization of silver production was much more complex than initially thought, with the articulation of an exchange network of raw materials at a macro‐territorial scale embracing almost all Iberia. The socioeconomic implications that control of these networks of lead distribution could have had are also discussed.  相似文献

This study applies an intra-skeletal sampling strategy to examine post-mortem alteration of archaeological human bone from west Mexico, and to reconstruct ancient diet. Human bone from the Chupicuaro culture (Mexico, Preclassic period) constitutes an ideal material with which to examine subsistence strategies because the specific hydrothermal environment in which the population lived would have provided certain food components (hydrothermal waters and carbonates) with distinct signature in Ca, Mg, F, Li, Sr, Mn, V and U values. Four to ten samples were taken from the long bones of six skeletons. Bone trace element content (Ca, P, F, Mn, Mg, Na, Li, V, Zn, Rb, Sr, Ba, Y, La, Ce, Nd, Th, U) and bone alteration parameters (crystallinity, organic matter and secondary calcite content) were analysed at the intra-skeletal level. Stable isotopic signatures (bone δ13C and δ18Ocarbonate) and histological analyses were also performed on a single bone from each individual. Results indicate that all of the skeletons were affected by post-mortem mineralogical, structural and geochemical transformations. Biological bone δ13C values seem preserved for most of the individuals but an increase in crystallinity accompanies depletion in bone δ18O values. The combination of bone alteration parameters with bone elemental content shows that in this very specific context, a widespread dissolution-recrystallisation is unlikely. Of the hydrothermal tracers, Sr, F and Li were of particular interest because their retention in living tissues is related to the amount ingested. The intra-skeletal Li content does not reveal any pattern but Li depletion is not excluded. In contrast, Sr and F show a progressive intra-skeletal diagenetic enrichment likely due to gradual diffusion–adsorption processes. The bones with the lowest concentrations in these elements are assumed to yield the best representative ante-mortem values. The signal extracted from each skeleton, a very unusually high bone Sr, F and Li content, is interpreted as reflecting the consumption of the local hydrothermal products, which are also enriched in these elements.  相似文献

In a village of the Equatorial Andes, a woman tells of the sudden death of her epileptic husband in disturbing circumstances. The study of the Manuel case through his wife's account shows the essential role of the aetiology of a morbid phenomenon in understanding its fatal outcome, as well as the subordination of nosology — shared by all the members of the collectivity — to a personal interpretation by the victim — or his spokesman. Finally, when the victim can no longer describe his illness following the loss of the vernacular language — in this case Quechua — the language of the body can fill this silence.  相似文献
