Unstable properties: British Columbia,aboriginal title,and the “new relationship”

In the span of a few years, Premier Gordon Campbell transformed himself from a strong political critic of Aboriginal peoples in British Columbia to their apparent champion within a “new relationship.” The subsequent sudden collapse of Campbell's alliance with First Nations is a window into federal‐provincial relations, constitutional change, Aboriginal political organization, and the consequences of decisions made more than a century ago. Drawing on Nietzsche, we argue that Campbell's intentions, either to control or support Aboriginal peoples, were almost irrelevant; our focus should be on the “will to power” and efforts to stabilize power through territory. As a result of the collision of Aboriginal political mobilization, the expansion of natural resource development, and a series of court decisions, the unresolved nature of Canada's territorial claim to most of the land that is now British Columbia has finally reached a point where it can no longer be ignored, either politically or legally. However, the province lacks the legal authority to recognize or deny Aboriginal title, leaving the provincial government and indigenous peoples in British Columbia equally held hostage by the federal government.     

The Protohistoric Time Period in Northwest Ohio: Perspectives from the XRF Analysis of Metallic Trade Materials

This paper presents the results of an experimental study into the usefulness of X-ray florescence (XRF) in identifying the composition of metal artifacts found at aboriginal sites in northwestern Ohio. In the late 1990s, we subjected 96 samples to XRF and documented our results. We then compared our data to that collected by more precise spectrographic methods to assess the effectiveness of the XRF method for this application. While not precise enough to source native coppers, we conclude that XRF is a cheap, nondestructive method for differentiating native copper from its European counterparts at sixteenth- and seventeenth-century Late Woodland sites.     

The marriage plot and the plot against the Union: Irish Home Rule and endangered alliances in Henry James's “The Modern Warning”

By the period of the Irish Home Rule crisis – in which Catholics and liberal Anglicans lobbied for limited self-government while northern Presbyterians campaigned to keep Ulster wholly within the Union between Ireland and Great Britain of 1800 – certain of those of pre-Famine northern Irish Protestant origins (the “Scots-” or “Scotch-Irish”) identified with the position of their Presbyterian brethren in Ulster. This identifiably Ulster Protestant engagement with the Home Rule debate is detectable (and generally overlooked) in the Scots-Irish Henry James story “The Modern Warning”. Moreover, equally discounted is the fact that James's story deploys the Irish literary convention of the marriage plot as metaphor for political union in order to grapple with a moment in which that alliance is – in the unionists' view – in danger. This article concludes that the political-union-as-marriage trope still sporadically returns at moments of political crisis in the British Isles, as occurred during the 2014 Scottish independence referendum debate.     

Catastrophic Limestone Decay at the Central Sanctuary of Iupiter Dolichenus at Dülük Baba Tepesi in Southern Turkey: Causes and Implications for Future Conservation

Dramatic deterioration of Hellenistic-Roman limestone remains recently excavated at Dülük Baba Tepesi (Southern Turkey) has been observed following the cold, wet winter of 2011/2012. A conceptual model is presented to explain the dramatic deterioration in which case hardening develops and initially strengthens the stone against deterioration, but then makes it more prone to exfoliation and blistering. Data collected using non-destructive techniques (Equotip surface hardness tester and Karsten tube for water uptake) on F?rat and Gaziantep formation limestone time series excavated in 2005, 2007, and 2013 demonstrates the progress of case hardening and deterioration after excavation. In combination with meteorological data from Gaziantep weather station the results are used to test and revise the model taking into account non-linear and threshold effects. Future excavation and conservation efforts should take into account the often-complex interactions between post-excavation case hardening and extreme winter conditions which can cause catastrophic deterioration.     

A matter of privilege: infant mortality in the Garrison Town of Gibraltar, 1870-1899

The British colony of Gibraltar offers an opportunity to compare the infant mortality rates of the civilian and military populations inhabiting a small-scale urban setting from 1870 to 1899. Both groups shared the same poor-quality housing, the same sanitary infrastructure, and the same environmental inseparability. Sufficient water supply, in particular, proved to be a daily struggle for the families living on the Rock. Privilege for the military meant that service families had preferential access to a pure water supply after the installation of a water-condensing plant as well as to a better quality supply of water and milk. The availability of these privileges to one group, and not the other, is associated with a marked decline in infant mortality in the second half of the study period.
