This article proposes the concept of policy blending to improve our understanding of the densely interactive quality of political initiatives in early 1950s China. Using three cases studies, I argue that policy blending, defined as the process by which previous political experiences shaped the implementation and interpretation of those subsequent to them (sometimes in ways contrary to the government's intentions), occurred frequently during this period, to the extent that people's understanding of the first years of Chinese Communist Party rule cannot be separated from this phenomenon. Using examples from marriage registration, the Marriage Law and the national discussion of the 1954 draft Constitution, I advance the historiographical argument that the early 1950s should not be demarcated by, or taught mainly with reference to, "temporally encapsulated" policies with clear beginnings and ends (i.e., policy "a" occurred in year "b," followed by policy "c" in year "d"). Rather, policies seeped into each other, producing a blurry--but sometimes accurate--"impression" of state power. I further suggest that the concept of policy blending can be helpful in understanding subsequent political initiatives as well.  相似文献

The brachiopod fauna from the Tupe Formation at La Herradura Creek, located on the west flank of Perico Hill, San Juan Province, Argentina, palaeogeographically belongs to the western sector of the Paganzo basin (‘Guandacol embayment’). The stratigraphical section of the Tupe Formation at La Herradura Creek is the stratotype of the Tivertonia jachalensis-Streptorhynchus inaequiornatus biozone, was previously regarded as being of Late Carboniferous age but here is assigned to the earliest Permian (Asselian). We describe and review the biozone assemblage, which consists of Streptorhynchus inaequiornatus, Tivertonia jachalensis, Kochiproductus sp., Costatumulus sp., Coronalosia argentinensis, Tupelosia paganzoensis, Trigonotreta pericoensis, Septosyringothyris sp. aff. Septosyringothyris jaguelensis and Crurithyris? sp. This brachiopod assemblage is related to Indian and Australian Early Permian faunas and its presence in the La Herradura Creek section provides new evidence in support of an Asselian (Early Permian) age for the Tivertonia jachalensis-Streptorhynchus inaequiornatus biozone. This assemblage is also important for intra- and inter-basinal correlation because several of its characteristic species have been identified from other sections of the Paganzo basin and the Río Blanco basin. The proposed age for this biozone is consistent with the age of palynological data from slightly above the marine faunas from the stratotype locality.  相似文献

The development of the shell and patterns of reticulation in the middle Miocene ostracodes Hermanites glyphica and Quasibradleya are explored in relation to the development of macro-reticulation (primary) and micro-reticulation (secondary), and the effects of aggradation and degradation on surface morphology. Microreticulation is shown to be genetically controlled, not polymorphic or environmentally controlled, whereas aggradation and degradation are shown to vary continuously. Some relationships between ostracode morphology and intraspecific variation, environmentally-cued polymorphism and the phenomena of aggradation and degradation are discussed.  相似文献
