An English approach to the American frontier

Studies of frontier migration in the American west are hampered by lack of data because few records contain evidence of reasons for migrating or evidence of decisions taken by individual migrants or groups of migrants. An extensive collection of letters from two English brothers who, in 1882, migrated to an English farm colony in north-west Iowa, then moved into horse-raising in Wyoming, then returned to Iowa, and later went back to Wyoming, provides an unusually illuminating case study in frontier migration. The letters reveal reasons for the frequent moves in the west over a seventeen-year period ending with the brothers' successful establishment as sheep ranchers in Wyoming. They show how each shift was conditioned by their previous experience of economic difficulties and by their persistent reliance upon contacts in England.     

Constructing landscapes of power: the George Etienne Cartier monument, Montreal

The central premise of this article is that the erection of official monuments, the choreography of ceremonies centred on them and the orchestration of public participation around them have been devices by which particular histories and geographies become encoded into landscapes of power and resistance. These ideas are explored through an examination of the monument erected in Montreal in 1919 to honour Sir George Etienne Cartier, a prominent French–Canadian participant in the building of a Confederation of Canada. Particular attention is directed to understanding how a permanent monument complex becomes a dynamic site of meaning in the context of changing concepts of empire, nation and civil society.     

Arenas of Power in Climate Change Policymaking

This article investigates the potential linkage between particular policy design ideas and distinctive patterns of politics and power relations. The research examines a sequence of four cases involving the use of the cap‐and‐trade policy design principally to combat global climate change through the reduction of greenhouse gas emissions. Through the lens of arenas of power framework, the comparative case analysis suggests the existence of consistent linkages between particular cap‐and‐trade design ideas, and distinct patterns of political conflict and empowerment. The article concludes with a brief consideration of what the findings suggest about the national politics of climate change policymaking in the United States in the near term, and more important, an assessment of the implications for the further development and refinement of policy theory.
