Supply-Side Urbanization? A Pooled Time Series Analysis

Tests of Tolley's supply-driven urban growth model for expanding sets of countries for time periods varying from 1831–1980 to 1951–1980 lead to its rejection in most contexts. The exception is for higher-income market economies, where supply-driven and demand-driven determinants of urban growth are shown to alternate with long-wave periodicity: During epochs of structural transformation following stagflation crises, supply-driven determinants dominate; during periods of technological diffusion following deflationary depressions, demand factors come to the fore. But for middle- and low-income nations, whatever the cross-section and timespan, Tolley's hypothesis is not supported: Coefficients have the wrong sign, suggesting that urban growth is greatest when there are the greatest relative gains in rural productivity, but are statistically insignificant. The need is demonstrated for an urban growth theory that is substantially broader than normally has been modeled, with dynamics that are firmly grounded in an understanding of the periodic structure of economic macrohistory.     

The Paradoxes of Community‐based Participation in Dar es Salaam

The current discourse and practice of international development rest on the assumption that community‐based participation is an essential component of efforts to facilitate change across the global South. Such participation is thought not only to ensure efficiency and sustainability, but also to accelerate broader structural transformation by empowering individuals to exercise agency in relation to development. This article seeks to contribute to critical participation studies by analysing the broader processes and structures that shape participatory opportunities in Dar es Salaam, Tanzania. The author argues that by promoting community‐based organizations (CBOs), national and transnational development actors have produced and legitimated a system of popular participation that, in contrast to their claims, disempowers local citizens. Paradoxically, these CBOs have further contributed to the exclusion of the majority of community actors.     

Measuring Efficiency in Local Government: An Analysis of New South Wales Municipalities' Domestic Waste Management Function

Data envelopment analysis is used to measure the technical and scale efficiency of the domestic waste management function in 103 New South Wales local governments. After allowance is made for nondiscretionary environmental factors that may affect the provision of these local public services, such as congestion and the inability to operate machinery in densely populated urban areas, comparison of efficiency across geographic/demographic criteria is made. The results suggest that, on average, waste management inputs could be reduced to just over 65% of the current level based upon observable best-practice, while productivity losses due to scale effects account for slightly over 15% of total inputs. The results also indicate that inefficiency in urban developed councils is largely the result of congestion and other collection difficulties encountered in densely populated areas, while inefficiency in regional and rural councils stems from an inability to attain an optimal scale of operations.
