Starting in the 1630s, in French towns, the rise of sermons gave an increasing group of clerics the possibility to become preachers. This article analyses this process of professionalization. First, it takes a look at a number of long - and sometimes quite profitable - careers of men as preachers. Second, it analyzes the know-how that was then developed for to make and recite the sermon. Abstract In 1965, New Kent County, located just east of Richmond,Virginia, became the setting for the one of the most importantschool desegregation cases since Brown v. Board of Education.Ten years after the U.S. Supreme Court declared "separate butequal" unconstitutional, both public schools in New Kent, theGeorge W. Watkins School for blacks and the New Kent Schoolfor whites, remained segregated. In 1965, however, local blacksand the Virginia State NAACP initiated a legal challenge tosegregated schools, hoping to initiate desegregation where theprocess had yet to begin and to accelerate the process in areaswhere token desegregation was the norm. In 1968, the U.S. SupremeCourt decision in Charles C. Green v. the School Board of NewKent County forced New Kent County and localities across thestate and nation to fulfill the promise of Brown. While thecase has been part of the court records since it was decidedin 1968, it has remained largely unknown to the general publicand many scholars of the era. This article is an attempt touse the tool of oral history to present the people and the storybehind Green v. In an effort to address some of the gaps in homeland security policy analysis—at present a relatively understudied topic from an analytic perspective—Professor Mueller offers an examination of policy decision making for a subset of low probability–high consequence events; particularly the idea of passive asset defense. This article provides a critical examination of Professor Mueller's work, tendering what we identify as a number of critical limitations with his framework and argues it does not provide an adequate basis for sound analysis in this policy area. We also offer several suggestions where one could build upon a portion of the groundwork his paper lays, especially in moving toward a greater appreciation of what terrorism means for an all-hazards management system. 相似文献

There have been three waves of regulatory reform in Australia since the 1980s, each informed by broadly similar neoliberal political and economic objectives, but with important differences of emphasis that reflect key priorities and changing contexts. This article argues that the second and third waves brought with them three significant developments: (1) A substantially enhanced capacity for the organisation and management of intergovernmental relations in Australia; (2) a new, national emphasis on the need for microeconomic reform, reinvigorated and broadened in the third wave by a broadening of the national ‘productivity and efficiency’ debate through the Human Capital agenda of Council of Australian Governments (COAG); and (3) markedly changed funding and policy responsibilities between the levels of government. These changes include new arrangements for intergovernmental funding; a new performance oversight body, the COAG Reform Council; a revised Intergovernmental Agreement on Federal Financial Relations; and a new role for Commonwealth ministers in chairing COAG working parties. 相似文献
