Councils,consultations and community: rethinking the spaces for children and young people's participation1

The participation of children and young people in decisions that affect them is now mainstream in social and public policy in the UK. Yet for many young people formal participation opportunities are abstracted from everyday lives and concerns. Children may not feel empowered despite the existence of formal structures for participation. This raises questions about how ‘spaces’ for participation are constructed. This paper critiques prevailing models of participation in formal structures and instead, argues for the need to rethink children's participation as a more diverse set of social processes rooted in everyday environments and interactions.     

Reason and lovelessness: Tagore,war crimes,and Justice Pal

Rabindranath Tagore, whose oeuvre provincialized Europe, thought about the Nation-State’s wars and crimes in ways congruent with that of another man from Calcutta: Radhabinod Pal, the Indian judge at the Tokyo War Crimes Trial. Several themes intersect here. Tagore was prescient about the aeroplane as the colonial vehicle of atrocity in modern war, anticipating the atomic bombs. He began with high hopes for Japan and an Asia that was one, but his story is a transition from innocence to experience of Japan’s militarism. In the face Japanese scorn at his criticisms Tagore expressed a profound moral teaching about defeat, so called, and the extent to which even victorious civilizations might dishonor themselves. Justice Pal, naively thought by the great powers to be an ally in their legal endeavors to ratify a ‘victor’s justice’, arrived in Tokyo in 1946 with a secret weapon strapped to his heart: his faith in ancient Hindu law, which covertly informs the post-colonial tenor of his ‘dissentient’ judgment, first fully published in Calcutta in 1953. The argument here rests, if that’s possible, where Ashis Nandy ends his illuminating essay on Pal: culpability in matters of war is not easily divisible.     

Investigating Dietary Variation With Burial Ritual in Iron Age Hampshire: An Isotopic Comparison of Suddern Farm Cemetery and Danebury Hillfort Pit Burials

The formal Iron Age cemetery at Suddern Farm, located near Danebury hillfort, provides a unique opportunity to investigate whether differences in burial tradition and ritual behaviour seen at the two sites are linked to access to food resources during life. We measured the carbon and nitrogen isotopic ratios of 40 humans from Suddern Farm and compared this information to previously published faunal data from the site and human isotopic data from Danebury. Despite substantial variation in the faunal isotope signatures, the adult humans have notably homogeneous isotopic results, which are very similar to those at Danebury. This indicates that they had similar access to dietary resources, and supports other evidence for the interdependence of sites with regard to their farming practices. Any social practices that define groups within Hampshire Iron Age society at these sites do not seem to have had any detectable influence on diet.     

USING EXPLANATORY SPATIAL MODELS IN PLANNING CONTEXTS (a reply)

The paper surveys a complex of challenges faced by the Ukrainian people in efforts to forge an independent Ukrainian state. These include charting an independent course within the new CIS, the allocation of former all-Union assets on Ukrainian territory, relations with minority ethnic groups (particularly Great Russians) in Ukraine, and potential territorial claims by neighboring states. Among economic problems faced by Ukrainian leaders are the need for reduced dependency upon energy imports, for structural change and renovation of aging industrial infrastructure, and for maintenance of favorable terms of trade with foreign countries and the former Soviet republics.     

The wider effects of inward foreign direct investment in manufacturing on UK industry

This paper examines the wider effects of inward foreign directinvestment (FDI) to the UK on improving the practices and competitivenessof domestic industry. Surveyed domestic suppliers, competitors,and customers to foreign investors reported extensive positiveimpacts on their practices, focused particularly on reductionsin X-inefficiencies, and on their competitiveness, althoughin the case of competitors benefits had to be balanced againstadverse effects. Knowledge transfers through personal contactsand the demonstration effect, were important to the transmissionof impacts, but a number of other channels were also important,including additional supplier sales, improved customer inputs,and the competitive spur. Regional policymakers should takethese wider benefits into account in the design of policiesfor attracting and embedding foreign investment. However, whilstthere was no evidence that foreign firms in assisted regionshad fewer benefits than those in core regions, there was a lotof leakage outside of the areas attracting foreign firms, suggestingthat policies to promote spillovers should not be developedentirely in a local or regional framework.
