(2 0 0 3年 4月 1 6日 )同志们 :自治区十届政府成立后 ,按照自治区党委、政府的安排 ,由我分管地方志的工作 ,在这个会上与大家初次认识 ,感到非常高兴。在全区上下认真学习贯彻党的十六大精神 ,深入改革开放 ,加速现代化建设的重要历史时刻 ,召开这次地方志工作会议非常及时 ,也非常重要。刚才 ,司马义·铁力瓦尔地主席作了重要讲话 ,对如何搞好地方志工作提出了具体任务、奋斗目标和切实可行的要求。与会人员要向本地区、本单位的领导详尽汇报 ,并坚决贯彻执行。下面 ,我就做好地方志工作再讲几点意见。　　一、充分认识地方志工作的重要…     

民国时期河南水旱灾害及其政府应对

民国时期是河南水旱灾害频繁发生的时期,不仅灾害出现的频率高,而且灾害的强度也非常大。为了应对灾害,政府采取了不同程度的应对措施。事实证明,没有政府的救灾措施,灾害的影响是不可想象的。一个转型中的政府越来越有力地确立自己在赈灾过程中的主导性地位。     

难忘的三封加急电报

我当兵后的1979年,不仅是我们国家多灾多难的一年．也是我个人刻骨铭心的一年。这一年,毛泽东、周恩来、朱德三位开国元勋相继逝世;“四人帮”乘机倒行逆施;唐山大地震震惊中外……就在这天灾人祸不断．举国上下迷惘若失之际,我接到了“父病重”的第一封加紧电报。

Grassroots development and upwards accountabilities: tensions in the reconstruction of Aceh's fishing industry

This article explores the tensions between aid funding and grassroots development goals in the context of post-disaster fisheries reconstruction in Aceh, Indonesia. We argue that both short- and long-term grassroots goals are distorted by upward accountability requirements which lead to unsatisfactory aid outcomes. Our analysis employs the concept of aid webs and draws on fifty-one formal interviews with stakeholders in Aceh in 2007/2008. The findings initially concentrate on the impacts of upward accountability on project cycles, with a particular focus on the problematic incorporation of private boat-building contractors and commercial values during the implementation phase. We then discuss the more subtle, long-term impacts of upward accountability on the professionalization of community institutions — in this case, the Panglima Laot Lhok. We conclude with a few observations about the hybrid institutions — combining elements of local and development cultures — that are produced within the current political economy of aid.     

蒙古国后杭爱省高勒毛都2号墓地M189陪葬墓发掘简报

2017年7月至9月,中蒙联合考古项目"古代北方游牧民族文化研究"在蒙古国后杭爱省境内的高勒毛都2号墓地开展田野工作,清理了M189的12座陪葬墓。这些陪葬墓顶部均有圆形积石,自南向北呈弧形分布于主墓葬东侧。大部分人骨都是上肢和头部遭到破坏,因此墓葬可能曾遭到报复性扰动。出土遗物有铜器、陶器、铁器及金银器等,其中3面铜镜为汉文化遗物,其余均为典型匈奴文化遗物。墓葬的布局特征表明这些死者可能是贵族的殉葬者。这是蒙古国境内第二批经过系统发掘的匈奴贵族陪葬墓,与同墓地M1的陪葬墓相比呈现出许多新的特征。     

“问鼎”的错用

7月10日,新浪网体育频道刊发了一篇文章,对2006焦的德国世界杯决赛进行了报道,题目是《决战柏林：意大利问鼎成也齐祖败也齐祖》。本来意大利已经夺冠,偏偏用了“问鼎”一词,显然这是错误的。要是按照作者写的那样,很容易让人犯嘀咕：莫非意大利和法国的决赛还没有结束？

黑龙江逊克县胜利村金代墓葬发掘简报

1988年6月,胜利村村民在自宅地盖房子时发现墓葬,破坏性地采集了30多件文物。黑龙江省文物考古工作者得知后前往,共清理发掘3座金代墓葬。墓葬皆为小型土坑竖穴墓,葬俗为单人一次葬。墓葬中有多寡不同的随葬品,包括铜器、瓷片等,出土文物40多件。墓葬发掘材料表明,这里可能是一处金代早期平民墓地。     

A case of exemplarity: C. F. Rottböll's history of smallpox inoculation in Denmark-Norway, 1766

Smallpox inoculation was one of the great discoveries of the 18th century and has been written into the grand narrative of medical progress, describing the taming of epidemic disease. Setting the perspective of progress aside, the article explores how this medical innovation was situated in 18th-century society and culture. The aim is to investigate how medical practice was intertwined with social structure and cultural patterns. The article takes its case from a book published in Copenhagen in 1766 by Professor C. F. Rottb?ll, former Head Physician of the Royal Inoculation House in Copenhagen. Being the first medical treatise on inoculation in Denmark-Norway, the book also has a historical section followed by a collection of reports and letters written by a number of other authors from various parts of the kingdom. Through close reading, the article explores how the introduction of the new technique was described in the texts. The reports were written to present practice and discuss cases. In doing so, they also presented a variety of other concerns so that a diversity of aims and intentions are added to the medical ones. The social and rhetorical strategies employed illuminate social ambition and systems of patronage, as well as understandings of history and of truth.
