COMMUNICATION AND INFORMATION DIMENSIONS OF ARMS CONTROL

More than a decade of emphasis on arms control through agreed numerical ceilings on weapons by type has failed to create a safer world or slowed the trend toward the increasing number, sophistication, and proliferation of destructive capacities. Accordingly, it is past time for renewed and major attention to arms control through communication and information regimes–to C³/I, i.e., communications, command and control, and intelligence. Priorities and possibilities in three areas merit pursuit: within U.S. and allied forces; between adversaries; and for potential third party sources of guarantees, sanctions, and mediation.     

The Use of Social Science in the Changing Role of the GAO

The profession of the government auditor has been, is, and will continue to be making adjustments in its traditional patterns of work. Society and its needs are changing, government is changing, and professional work in government-in this case auditing-also is changing. This article shows that the U.S. General Accounting Office is learning by experience how to audit government programs having economic and social purposes in order to find out how useful they really are. It reveals the interesting diversity of a GAO auditor's assignments, tells how GAO work is planned, discusses finer points of new auditor disciplines, traces the development of the GAO organization from the days of green eye-shades to auditing by computer, and ends with a glimpse of new directions GAO services to the Congress may be expected to take.     

CARBON AND OXYGEN ISOTOPE RATIOS OF MARBLES FROM SOME ANCIENT QUARRIES OF WESTERN ANATOLIA AND THEIR ARCHAEOLOGICAL SIGNIFICANCE

¹³C/¹²C and ¹⁸O/¹⁶O ratios have been measured for 42 marbles from the main quarry localities of archaeological interest of Western Anatolia (Marmara, Ephesos, Aphrodisias, Denizli and Afyon) in order to test the possibility of isotopically characterizing ancient marbles from this region. The various groups of samples are not clearly distinguishable on a δ¹³C-δ¹⁸O diagram. However, if only white or slightly coloured samples are considered, the isotopic method appears to be much more selective.
