Border Cave is well-known for its Middle Stone Age (MSA) sequence and associated hominids, as well as for the earliest demonstrable Later Stone Age (LSA) (c. 38,000 b.p.) strata in southern Africa. Detailed lithostratigraphic and sedimentological study permits identification of 8 Pleistocene sedimentary cycles, including 6 major cold phases and 2 intervening weathering horizons. The 2 youngest cold phases are associated with the LSA and have 8 14C dates 38,600-13,300 b.p. By gauging sedimentation rates in finer and coarser sediments, duration of sedimentary breaks, and allowing for differential compaction, the excellent radiocarbon framework provided by 28 available 14C dates can be extrapolated to the 6 cold intervals and 2 palaeosols that are older than 50,000 b.p. These clearly span oxygenisotope stages 4, 5 and 6, placing the base of the MSA deposits at c. 195,000 b.p., Homo sapiens sapiens at c. 90,000–115,000 b.p. and the sophisticated, microlithic “Howieson's Poort” industry at 95,000 b.p. These results require radical reassessment of the age and nature of the MSA complex and of the earliest evolution of anatomically-modern people.  相似文献

Discourses on “illegal” or informal small-scale mining (galamsey) have presented it largely as a menace. Using Ghana as the focus of our study, we present a counter-narrative to the predominant discourse. Employing qualitative in-depth interviews with 193 local galamsey operators, the study found that economic factors coupled with the combative posture of state regulatory agencies explain the persistence of illegal activity. Although galamsey is not problem-free, the study revealed it is the livelihood support base of such communities, providing jobs and incomes to many households. Since mineral-rich local communities, at least, in part, depend on galamsey, the state and its regulatory agencies could collaboratively work with local agencies and mineral-rich communities to fully exploit the hidden treasures in galamsey while reducing the proximate negative effects.  相似文献

This article traces the geography of the “conflict minerals” campaign and its impact on artisanal mining in the eastern Democratic Republic of the Congo, a region that currently emerges as a pioneer case of traceability and due diligence efforts with regard to the exploitation and trade in tantalum, tungsten and tin. We subsequently analyse the opening and attempted closure of the Congolese resource frontier in the context of recent market reform, and we describe how this process has accompanied a transnational corporate–government nexus bent on monopolising Congo's artisanal 3 T resources. Specifically, we argue how the conflict minerals campaign and its implementation “on the ground” has brought about a harmful, disruptive logic for an artisanal mining sector that is notoriously categorised as unruly, illegal, and informal, but of which upstream stakeholders have in practice been jeopardised by transnational reform. We thus shift the attention from questions on the political economy of “resource wars” towards a deeper understanding of the intersecting spaces of production and regulation that underpin formalisation and traceability of “conflict minerals” in this protracted conflict environment.  相似文献

Built heritage conservation has traditionally been shaped by professionals through an ‘authorised heritage discourse’, emphasising expert knowledge and skills, universal value, a hierarchy of significance, and protecting the authenticity of tangible assets. However, while the purpose of built heritage conservation is widely recognised to be broad, encompassing cultural, social and economic benefits, it takes place in the presence, and on behalf, of a wider public whose values and priorities may differ starkly from those of heritage power-players. Drawing on the perspectives of a range of built heritage actors in three small towns in Ireland, this paper contributes to these debates, exploring the competing values and priorities embedded within lay discourses of heritage. Based on critical discourse analysis of interviews with local actors, the paper identifies that collected memory and local place distinctiveness, contributing to a sense of local identity, are of central importance in how non-experts construct their understanding of built heritage. In the Irish context, this is particularly important in understanding social and cultural statutory categories of heritage interest. The paper concludes on the implications for policy and practice and, in particular, the need to more effectively take account of non-expert values and priorities in heritage and conservation decision-making.  相似文献

This paper makes a claim about Constant’s intellectual sources in order to throw additional light on the nature of his liberalism. It assesses Constant’s views against the background of a tradition of political rationalism. Constant both criticized and inherited that tradition. This paper shows how this process of critical re-appropriation occurred principally with two figures that had a particular significance for Constant: the very Francophile William Godwin and Nicolas de Condorcet. Constant resisted these authors’ desire to replace a consent-based decision-making model by a truth-based decision-making model, and condemned their tendency to enrol individual judgment at the service of a politics of truth. At the same time, Constant did not renounce completely to their dream of bringing certainty into politics. As this double-move shows, it is not clear to what extent Constant succeeded in distancing himself from this tradition of political rationalism in order to establish what I call a rationalist liberalism. This problematic intellectual lineage not only challenges received interpretations of Constant’s liberalism either in terms of ‘scepticism’ or ‘pluralism.’ It should also invite us to reconsider the widespread idea according to which the French liberal tradition had a common and exclusive source in Montesquieu.  相似文献
