State Power,Civic Participation and the Urban Frontier: The Politics of the Commons in Karachi

Abstract: A martial state's neoliberal policies opened the nation's frontiers to new forms of globalization. This article investigates the political process that undergirded the military and global capital's sequestration of common land in Karachi and the concomitant contestation by a key civil society organization. Using Foucault's conception of sovereignty and government as an assemblage of authority and strategies of rationalization, this paper analyses the role of state and non‐state actors and changing power configurations in a conflict that surrounded the enclosure of a common and its transformation into a securitized zone of consumption in Karachi's Civil Lines. The conflict highlights the nature of the politics of space and citizenship in Pakistan's primary metropolis.     

Managing performance in publicly funded museums in England: effects,resistances and revisions

Based on accounts gathered from nine museums and four professional/policy-making bodies, as well as policy analysis, this article maps out and assesses the effects of and ways of experiencing the new managerialist mode of governance within the publicly funded museums in England, focusing specifically on performance management in museums. It will be argued that the performance management regime has impacted local authority museums and national museums in distinct ways, creating different professional/organisational cultures as a result. These impacts pertain specifically to the professional and organisational autonomy of museums, with significant differences between small local authority museums and large national museums. This has serious implications for the way different types of museum relate to new managerialism and their mode of functioning. Some of the negative and unintended impacts of the performance management regime have induced a reappraisal – initially championed by the art world – and a move towards lightening up the new managerialist overload and pressure by introducing some elements of a peer-review model and accommodating in some form the qualitative singularity of museum experience. I will conclude by reflecting on the underpinning assumptions of new managerialism in museums against the backdrop of the project of museum professionalism and the singularity of its creative work.     

Exceptional preservation of a prehistoric human brain from Heslington,Yorkshire, UK

Archaeological work in advance of construction at a site on the edge of York, UK, yielded human remains of prehistoric to Romano-British date. Amongst these was a mandible and cranium, the intra-cranial space of which contained shrunken but macroscopically recognizable remains of a brain. Although the distinctive surface morphology of the organ is preserved, little recognizable brain histology survives. Though rare, the survival of brain tissue in otherwise skeletalised human remains from wet burial environments is not unique. A survey of the literature shows that similar brain masses have been previously reported in diverse circumstances. We argue for a greater awareness of these brain masses and for more attention to be paid to their detection and identification in order to improve the reporting rate and to allow a more comprehensive study of this rare archaeological survival.
