The foreign policy crises that the USA has confronted under the administration of President Barack Obama have generated profound uncertainty about whether the USA can maintain what has been its consistent grand strategy since the end of the Cold War: primacy. The authors argue, drawing on a neoclassical realist framework, that this uncertainty has been driven not so much by fundamental changes in the international system itself, but rather by how such changes have been interpreted by the Obama administration and its critics. US grand strategy is now caught between approaches best described as the ‘decline management’ of the Obama administration and the ‘decline denial’ of president Donald Trump, which reflects the fracturing of the domestic ‘political support system’ that has underpinned primacy since the end of the Cold War.  相似文献

Questions on “religion” in national censuses have had a long and complex history. In this article, the experiences of the British colonies and the subsequent Commonwealth countries in the conduct of census enquiries into religion are explored. Although the British government issued general instructions for the guidance of population censuses in the colonial empire, little clear advice was offered on the issue. The result was essentially a pragmatic approach, with each census commissioner responsible for the decision to include a religious question and the form and content of the published tables. Decisions taken by early census commissioners tended to be followed subsequently for the sake of maintaining continuity. In most cases smooth bureaucratic transitions at independence resulted in colonial practices being retained, unless there were pressing reasons for change. Nevertheless, the form of the question and particularly the classification scheme were susceptible to modification reflecting changing national priorities. Computerisation of the census has resulted in the widespread abandonment of open‐ended questions and the presentation of a restricted list of options, unique to each country. Commonwealth countries thus exhibit a highly flexible and diverse range of responses to recording religion.  相似文献

If nationalism shaped the assumptions and methods of archaeology for well over a century, archaeological concepts and practices made a significant contribution to the nationalist ideal of the distinctive, territorial nation. This is partly because nationalism and archaeology shared a belief in the ethnic uniqueness and tangibility of archaeological cultures, and partly because of the influence of key archaeological concepts and practices. The latter included a profound concern with the authenticity of material cultures; the related belief in ethnic rootedness in the historic territory; archaeology's well‐known interest in the antiquity of civilisations; and its use of the stratigraphic method to analyse continuity and change. Aside from these contributions, the archaeological domain provides a repertoire of vivid symbolism in its often spectacular ‘finds’, which have been able to express and embody the nation's unique culture and the intimate nature of the national bond.  相似文献

Abstract. Central to assertions of national identity in the contemporary world is a sense of collective mission and destiny. This is clearly manifest in the recent spate of religious nationalisms, but it is also present as a component of secular nationalisms. In both cases, it is possible to trace the origins of the sense of collective destiny to much earlier beliefs in ethnic chosenness. In some cases a strict ‘covenantal’ form of the myth of ethnic election, such as was found in the Old Testament, has survived more or less intact into the modern era. In many other instances, a looser sense of ethnic election by the deity has continued to influence the outlook and purposes of secular nations. While there is no strict covariance between the earlier myths and modem national ideals, the ancient beliefs in divine election have given modern nationalisms a powerful impetus and model, particularly among peoples in the monotheistic traditions.  相似文献

This paper provides a long-run analysis of the scope and profile of government in Australia using the indicator of ministerial portfolios. By scope we refer to the range and intensity of government activity. By profile we refer to the balance of three categories of activity (defining, physical resource mobilisation and social). Although there has been growth in the scope of government in the twentieth century, the rates of change have varied over time, by level of government and by category of activity. Whilst the intensity of government has decreased recently, its range has not. Government has not evacuated areas it once occupied. Because the three categories of activity have grown at different rates, the overall profile of government has changed. We explain the extent to which the increase in government scope has been a function of the undertaking of new responsibilities as opposed to an intensification of existing ones.  相似文献
