Authentic Kyrgyzstan: top down politics meet bottom up heritage

Abstract

Over the past twelve years I have collaborated with Kyrgyz citizens to promote a national conversation about heritage, based on grass roots interest and sentiment. Countering polarising political rhetoric about Kyrgyz nomadism as the only authentic national heritage identity, many citizens enthusiastically present the artefacts of ancient cities alongside the balbals (stele) of ancient nomads in their community museums, eagerly participate in discussions about a complex Kyrgyz past, and have collaborated with Uzbek speakers to create a national heritage society. In this paper I will describe several community museums and other grass roots education programmes that I have been involved with in Kyrgyzstan and consider their potential for countering ethnic conflict.

The distinction between literary chance and chance as experience (E. Köhler) allows the originality of Moritz’s autobiographical novel to be disengaged. This study of the motif of chance in book II ofAnton Reiser shows the establishment of a narrative method characterized by repressing the literary treatment of chance and maintaining of chance as a category of lived experience. In this text, the fortunate and unfortunate chances do not found the literary necessity of an exemplary destiny, but are the occasion for throwing light on the double determination, exterior and interior, that affects the character’s existence, an existence that is experienced under the sign of a radical contingency. It is in this first obscurity that psychological analysis operates, not to establish the horizon of Providence, but to disengage the general lessons of an existence, and to give to its hero, at this moment, the consistency of a novelistic character.     

Current issues in Chinese Neolithic archaeology

Every year archaeologists in China discover numerous rich sites demonstrating significant regional variability in Neolithic cultures, primarily from about 6500 B.C. to 1900 B.C. This paper discusses a topic not covered in detail in current or forthcoming publications, the origins and development of agricultural systems. Recent fieldwork in both northern and southern China suggests that initial steps toward settled agricultural villages began circa 11,000 B.P. I review evidence for the cultivation of millet, rice, and other plants as well as animal husbandry in different regions of China. There are several later Neolithic sites in northern China with evidence for rice cultivation. I suggest how future research projects can investigate regional variation and change over time in subsistence and settlement during the Neolithic Period.     

HEALTH AND WELFARE: WHOSE RESPONSIBILITY?

“In the face of the number of people we have come to be and the powerful forces we must command, bureaucracy is fated to proliferate. Function will seek to mold us to its needs which we take to be our own. Nothing will help us except each man's countervailing conviction that he is personally responsible for his client and neighbor” (Schorr, 1968, p. 14).     

Requiem for the Net Migrant

Despite recent research that has demonstrated the clear superiority of a multiregional perspective in measuring and projecting the dynamics of internal migration flows, many scholars continue to adopt the uniregional perspective that is forced to focus on net migrants, a nonexistent category of individuals. Net migration models are misspecified because the rates that they use confound changing migration propensities with changing population stocks. Moreover, they obscure regularities in age profiles of migration and thereby further misspecify the spatial dynamics generating observed settlement patterns. Thus, the use of the net migration rate as the dependent variable in explanatory models of migration can produce a misspecification of the fundamental relationships that are the subject of inquiry. This paper considers deficiencies of the net migration concept and illustrates them with numerical examples.

Pursuing Shared Civic Purposes amidst Division and Diversity in Modern America

The severe political polarization that besets contemporary America cannot be successfully diminished unless Americans advance narratives of common identity, stories of peoplehood, in which most can see their aspirations and values expressed. America as an ongoing democratic project is one such narrative. Still better is the story told by the antislavery constitutionalists, including Frederick Douglass and Abraham Lincoln, who saw America as dedicated to securing basic rights of life, liberty, and the pursuit of happiness, for all people, of all colors, everywhere.     

The legal grading of sexual citizenship: sentencing practices in Norwegian rape cases

This article maps and discusses the legal processing of rape cases in Norwegian appellate courts. Drawing on data from a multivariate regression analysis and a qualitative frame analysis, we examine the significance of space, accuser-convict prior relationship, the social context, accuser-convict marital relationship status, and convict racial background for grading of sentences in rape cases. The data-set consists of 176 rape cases that were processed in 2011 and 2012. Excluding acquittals and controlling for the application of relevant legal provisions, we find that sentences are reduced by 30% if the rape occurs in a private space as opposed to a public space. If the rape occurs at a party or is committed by a perpetrator who is a member of a racial majority, we find that sentences are reduced by 20%. A prior relationship between the victim and the perpetrator reduces sentencing by 18%. Results regarding victims of marital rape are inconclusive. The study concludes that sentencing is stratified according to the public/private divide, prior relationship, social context and race. Despite progress made on behalf of victims of domestic violence and a gradual implementation of stricter sentencing in line with legislative intentions, the legal processing of rape cases is permeated by race and gender discrimination.
