Turkey occupies a peculiar position in both international relations and economic policy-making. On the international front, the country is still in many senses a frontier state defining a major part of its policy outlook in terms of a political metaphor that has as much to do with the Cold War of the past as the east/west divide of the present. In the economic arena, Turkey is still one of the increasingly rare emerging markets which has never really broken free from the high growth/high inflation spiral. This article seeks to explain these apparent anomalies in terms of political structures within Turkey. The problems facing Turkish policy-makers and their inability to triumph over them is related to the weakness of political institutions within Turkey itself. Turkish political parties lack the legitimacy, policy coherence or firm base of public support easily to embrace programmes which might be perceived to threaten either the historic international position of the state or the well-being of the clients of the large state-controlled part of the economy. This weakness derives from the manner in which modern Turkey was created in the first half of the last century, a process that produced flaws in political structures which the following fifty years of democratic experience has not entirely erased.  相似文献

The present study attempts to build on the achievement of Pietri and Llewellyn in assessing the peculiarities and limitations of the gesta martyrum as a source for late ancient and early medieval Rome, while shifting interpretative stress away from the lay—clerical binary which has dominated recent treatments of the cult of the saints, and toward an emphasis on factional conflict among lay—clerical coalitions. Central is an analysis of the literary motif, which recurs across the gesta of Lucina, the aristocratic matrona or widow who sees to the burial of the martyr on her own lands. Though the stereotypical figure of Lucina warns us of the limitations of the gesta as a source for the patronage activity of the lay aristocracy, it is argued, her appearance in crucial texts such as the Passio Sebastiani can nonetheless help us to trace the role which the memory of the martyrs played in texts such as the gesta martyrum, the Symmachan Forgeries, or the Liber Pontificalis, as well as the role which martyr shrines such as the Vatican basilica and the memoria apostolorum on the Via Appia played in the contestation and consolidation of Roman episcopal authority.  相似文献

People create narratives of their maritime past through the remembering and forgetting of seafaring experiences, and through the retention and disposal of maritime artefacts that function mnemonically to evoke or suppress those experiences. The sustenance and reproduction of the resulting narratives depends further on effective media of intergenerational transmission; otherwise, they are lost. Rapid socio-economic transformation across Saudi Arabia in the age of oil has disrupted longstanding seafaring economies in the Red Sea archipelago of the Farasan Islands, and the nearby mainland port of Jizan. Vestiges of wooden boatbuilding activity are few; long-distance dhow trade with South Asia, the Arabian-Persian Gulf and East Africa has ceased; and a once substantial pearling and nacre (mother of pearl) collection industry has dwindled to a tiny group of hobbyists: no youth dive today. This widespread withdrawal from seafaring activity among many people in these formerly maritime-oriented communities has diminished the salience of such activity in cultural memory, and has set in motion narrative creation processes, through which memories are filtered and selected, and objects preserved, discarded, or lost. This paper is a product of the encounter of the authors with keepers of maritime memories and objects in the Farasan Islands and Jizan. An older generation of men recall memories of their experiences as boat builders, captains, seafarers, pearl divers and fishermen. Their recounted memories are inscribed, and Arabic seafaring terms recorded. The extent of the retention of maritime material cultural items as memorials is also assessed, and the rôle of individual, communal and state actors in that retention is considered. Through this reflection, it becomes clear that the extra-biological memory and archive of the region’s maritime past is sparse; that intergenerational transmission is failing; that the participation of state agencies in maritime heritage creation is highly limited; and that, as a result, memories current among the older generation have limited prospect of survival. These memories, recorded and interpreted here, identify the Farasan Islands as a former centre of the pearling industry in the Red Sea, and identify them and Jizan as open to far-reaching maritime-mediated cultural influences in an era before the imposition of the attributes of the modern nation-state.  相似文献

This essay explores the construction of ‘women’ in New Zealand during the 1930s, when the social legislation of the First Labour Government was being formulated and enacted. It examines the documentation produced by the legislative process in relation to the autobiographical texts of John A. Lee and Mary Isabella Lee, arguing that there are parallel conflicts in each set of texts. There is a series of double movements: the offer of the state’s protection to women is at the same moment a gesture of defence; ‘women’ are simultaneously constructed as ‘helpless’ and—not so overtly—as needing to be controlled.  相似文献

The Collected Works of Eric Voegelin, one of the great political scientists of the twentieth century, run to 34 volumes. The selection republished in this Reader will provide senior undergraduates and graduate students (and perhaps their teachers) with a wide-ranging introduction to Voegelin's modern but Aristotelean political science. The selection includes excerpts from his Autobiographical Reflections and from his best-known work, The New Science of Politics. There are several examples of his late an alytical essays. Readers unfamiliar with his relationship to Christianity, always a contentious issue, will find his discussions of the relationship of philosophical or noetic symbols and experiences to revelatory of pneumatic ones especially helpful.
