Policy Innovativeness and Interstate Compacts

Are some American states inherently more innovative than others? This question has confounded researchers for more than four decades. In this study we develop a measure of collective policy innovation that measures formal cooperative policy arrangements among the states, compare the measure to existing measures of internal state policy innovation, and assess whether existing innovativeness measures explain policy cooperation among the states. This test of the innovativeness concept addresses internal and external validity concerns that have long plagued this research tradition. Our multivariate analyses indicate that policy innovativeness is often a statistically and substantively important determinant of compact participation. These results suggest that (i) innovativeness is a meaningful and durable state attribute, (ii) several existing indices successfully capture the underlying latent concept, and (iii) innovativeness provides analytic utility in multiple empirical contexts.     

The Hemerdon China Clay Works,Devon: A History and Description of the Site and Working Methods

This article presents an overview of the Hemerdon China Clay Works, 6 miles north-east of Plymouth (Devon), active from c.1860 to 1942. Based on research commissioned in advance of an extension to Headon West Quarry, it describes the development of the clay works and the methods of clay extraction and processing. Archaeological survey recorded a broad range of structures, features, earthworks and artefacts. They included the remains of an engine house of c.1907, two large masonry bases (probably associated with the flat rod system that transferred power from the engine) and a rocker beam. The article also describes a group of mica drags and settling tanks built c.1907. Combining this evidence with that gleaned from documentary sources, notably the large-scale Ordnance Survey mapping, an exceptionally detailed narrative has been constructed of the work's development through time. It has a relevance beyond the particular, and will help the future interpretation and management of the china clay extraction sites that are so characteristic of the region.     

The Politics of Chivalry: Sir Robert Walpole,the Duke of Montagu and the Order of the Bath

This article explores the complex circumstances surrounding the foundation of the order of the Bath in 1725, and seeks to correct the commonly‐held view that it was initiated by Walpole simply to augment the patronage available to his supporters in parliament. The proposal for a new order of chivalry based on the medieval ‘knighthood of the bath’ in fact emanated from the court, having been prompted by one of its central figures, the duke of Montagu. Walpole and his colleagues were by no means oblivious to the practical political value of such a move, but having only lately consolidated their position at court, their main priority was to seize a unique opportunity to flatter the new royal dynasty and garner popularity for it through the medium of the order's rediscovered history. The ministers selected the order's 36 founder‐knights with considerable input from senior courtiers, but ensured that those nominated were mostly peers and MPs who could evince ministerially useful connections between court and parliament. Though the order was later derided as a symptom of Walpoleian corruption, its foundation can be regarded as something of a turning point in Walpole's rise to power.     

Phenomenology and the Megaliths of Wales: a Dreaming Too Far?

It is argued that the field data do not support the claims made by Tilley in his A Phenomenology of Landscape (1994) for intentional relationships between the placing of Welsh megalithic tombs and natural features of the landscape. The critique relates to sample quality, observational rigour and failure to examine alternative hypotheses concerning the siting factors involved in the placing of the tombs.
