Conservative Party leader Stephen Harper campaigned in 2006 that, if elected, his government would make major improvements to Canada’s military. Emphasizing the decline that had befallen the once proud institution under the Liberals, Harper spoke of the spending increases and new capabilities that would result if his party emerged victorious in the upcoming vote. Seven years later, and two years after the prime minister was finally rewarded with a majority government, it seems like an opportune time to examine the Harper defense record. The article will show that defense spending has increased and a string of new equipment projects have been announced. However, the article will also reveal that the spending increases are almost certainly over, while few of the capital programs are actually progressing. Thus, the Harper defense record is ambiguous, and does not constitute the dramatic change that was promised.  相似文献

The southern African food crisis of 2002 led to one of the most significant controversies over the use of genetically modified (GM) crops in the developing world to date. Zambia's staunch opposition to GM food aid during the crisis is still frequently used as a reference point in debates over GM seed technology in agricultural development, and the morality of advanced biotechnology. This article re‐examines the controversy and its contemporary relevance using oral history interviews with key scientists, policy makers and development practitioners engaged in debates and decision‐making processes in Zambia in 2002, alongside a review of discourses in the Zambian press. The author argues that, rather than different perceptions of health and environmental risks derived from GM crops, it was questions of sovereign regulatory control of technology in a context of diminished state capacity — and the decline in the Zambian state's capacity for agricultural science research in particular — that played a central role in shaping anti‐GM attitudes. In addition, trust in the arguments of GM advocates was diminished by communication efforts which treated Zambian scientists and policy elites as a lay rather than an expert audience.  相似文献

Abstract

Any analysis of South African gendered performances, identities and inequalities confront past and present experiences of and struggles with race, colonialism, post-colonial development and sexuality. These tensions shape gendered geographical work, highlighting the importance of histories of race, class, and sexuality, as well as the ways in which gender itself can be approached as an analytical category and epistemic framing in South Africa. In this paper we focus on two avenues that have engaged scholars since the end of apartheid, namely: gender and development; and gender and geographies of sexualities. The former articulates the particular ways that the historical spatially exclusionary trajectory of the country has impacted especially on women and their ability to engage with state and national building projects post-apartheid. The latter explores how South African geographies (despite the country’s progressive post-apartheid constitution with regard to LGBT rights) continue to reflect and (at times) enable spatial segregation and inequalities related to gender. A key strength of research in South African gender scholarship is that it complicates and challenges how we might approach gender and gender-based inequalities, and the diverse ways in which gender categories and framings can be imagined, deployed and troubled in post-colonial states and cities.  相似文献

Over the last decade, geographers have paid a great deal of attention to transnational firms (TNCs) and global production networks (GPNs) in the global economy, to the emergence of a mobile transnational business class and also to the development of global or globalizing cities. All three literatures have made important contributions to understanding the spatiality of global economic activity, but each adopts a fairly discreet theoretical and empirical focus. This article aims to outline a number of theoretical dimensions for thinking about how these key strands to the globalization debate can be brought together through the concept of global business spaces. It will propose a framework for understanding the spatialities of global economic activity that seeks to capture the complex interaction of material, social, organizational and virtual spaces that form the context through which it is constituted. With reference to business travel as a key form of economic practice which plays a central role in (re)producing these spaces, it assesses how these emerging spaces of global economic activity present problems for the conceptual categories commonly used by both urban and economic geographers. In so doing, it proposes a series of ways in which a different research agenda can produce new insight into the complex forms of social practice at the centre of global economic activity.  相似文献
