For the past four years, the Fund for Peace has ranked the Central African Republic, Somalia and South Sudan as the ‘most fragile states’ in the world, in its annual Fragile States Index (FSI). The three countries’ almost identical scores suggest comparability; however, critics raise concerns about the FSI's data aggregation methods, and its conflation of causes and consequences. This article treads the uncharted path of unpacking the empirical realities that hide behind FSI indicators. Drawing on data collected during field research in the three states, the authors investigate three security indicators (security apparatus, factionalized elites, and external intervention) and propose an alternative, qualitative appreciation. Each country's fragility is based on how security forces, elites and interventions evolved over time and installed themselves differently in each region of the country. The qualitative assessment presented here shows that not every indicator matters in all cases at all times or throughout the country. Most crucially, the authors unveil enormous differences between and within the FSI's three ‘most fragile states’. Investigations of prehistoric cave art have long neglected the surrounding context: space, archaeological objects, and imprints.
As a result, an integrative structural approach that analyzes cave art as part of an anthropomorphized landscape has not been
available. This article draws on urban planning and the physiology of the human eye to provide an innovative archaeospatial
analysis of cave sites. A set of relevant features from the caves of Bédeilhac, Fontanet, and Le Portel was selected and defined
(light zone, chamber type, path network, mode of movement, and available space). An analysis of the prehistoric remains in
the caves allows the reconstruction of different concentrations of human activities (cave art, archaeological objects, and
imprints). The projection of these concentrations onto the structured map of the caves results in four types of locations:
drawing location, supply location, drawing location with substantial activities, and drawing location with consumption activities.
This approach opens new avenues for the archaeological perception of caves and their inhabitants: Upper Paleolithic humans

In May 1999, ministers of the Member States of the European Union responsible for spatial planning approved the European Spatial Development Perspective (ESDP). The document is the product of Member States and the European Commission co-operating on the Committee on Spatial Development (CSD). The ESDP is the work of a small band of European planners. Between them they have succeeded in putting European spatial development on the agenda. This is no mean achievement. However, the visualization of spatial policies in the ESDP is weak. The problem has not been lack of imagination but divergences between European planning traditions. Also, attitudes towards European planning cannot be divorced from those towards European integration. And, even if there was consensus on the 'high politics' involved, planning in the European system of 'multi-level governance' raises difficult issues. The paper proposes strategies, not for 'solving' problems, the solution of which eludes us at present, but for sustaining the momentum. The first evolves around INTERREG II C (soon: INTERREG III B). There should be provisions for teasing out the implications for a future ESDP. Attention should focus on the 'spatial visions' that some programmes include. A Northwest European cluster seems a good point to start with. Another strategy is for the European Commission to make explicit its own views, if necessary specifying where the Commission differs from the Member States.
