Dipl.-Geograph Dr. Andreas Spaeth ist seit Herbst 2001 Vorstandsvorsitzender des DVAG. Mit dem Wechsel an der Verbandsspitze hat sich auch sonst einiges ge?ndert: Mehrere Vorstandsposten wurden neu besetzt, ein neuer Arbeitskreis ins Leben gerufen. Die Gesch?fte des Verbandes betreibt jetzt die Firma lat/lon in Bonn. Andreas Spaeth, der seit fast 25 Jahren in der Entwicklungszusammenarbeit aktiv ist, verbrachte einen gro?en Teil seines Berufslebens im asiatischen und afrikanischen Ausland. Allein neun Jahre davon lebte und arbeitete er mit seiner Familie in Kenia. Mit Dipl.-Geographin Ute Bauer sprach er über seine beruflichen Erfahrungen in der Entwicklungszusammenarbeit und über seine Vorstellungen zur Zukunft des DVAG . The European Spatial Development Perspective (ESDP) is being described as 'inter-governmental'. The original initiative was for a Community spatial strategy for the delivery of the Structural Funds. Coming from France, it met with opposition. So it was that the successive six-monthly Presidencies of the EU took turns in managing the process. In truth, however, without Commission support the ESDP would not have come about. Now that the ESDP is on the books, the Commission is claiming a leadership role. Taking a position on this, one needs to view spatial planning against the backdrop of general thinking about European integration. Positions in the literature are often presented as polar opposites, like that of 'neo-functionalists' putting faith in integration on the one hand and that of 'realists' emphasizing the continuing dominance of nation states on the other hand. However, a growing body of literature is not about these 'grand theories', but about the actual workings of European institutions. It takes a middle ground and invokes concepts which planning writers are accustomed to, like networks, discourses and governance. From this literature it appears that mutual learning, a feature also of the ESDP process, is common in European integration. European spatial planning must be seen as part and parcel of an emergent system of European multi-level governance. In it, power is exerted at multiple levels of government. Denying the Community a spatial planning role is not realistic, therefore.  相似文献

Crises proliferate. Not just as labels but as the actual state of affairs, of impasse, ruination and breakdown. As an anthropologist working on Syria with extensive fieldwork inside the country before the uprising of 2011, and later with ongoing fieldwork in Lebanon, Jordan and with exiled Syrians in Europe, I find it safe to say that crisis is polyvalent. Crisis is slow and urgent as it moves with Syrians in time and across locations. This piece argues that we need urgent engagement with slow forms of crisis and slow engagement with calls to urgency. This calls for an exercise in discernment, which takes urgency and claims it as a diagnostic for ethnographic exploration.  相似文献

ABSTRACT

It is a central contention of this special issue that an anthropological engagement with repetition has the capacity to open up fertile fields of comparative ethnographic and historical work. In this introduction, we link our approach to past anthropological and philosophical works, connecting for instance to discussions of historiography, rhythm, scale, and the characterization of experience. We move on to consider the present and future uses of the concept of repetition, providing five ‘dimensions’ that we consider helpful in exploring its nuances as well as its potentialities. These dimensions we designate as matters of production, medium, anticipation, consequence and scale. Each might be recognized within the discourse of informants or ethnographers or both. What they are intended to do is to provide an operational framework through which to anatomize processes of repetition as observable in whichever ‘field’ we are investigating.  相似文献

ABSTRACT

This paper presents a meditation on how memory and repetition are played out when experienced as both a historical event and an ongoing and returning possibility. Amongst the Armenian community in Lebanon repetition takes on a particular salience in the form of a haunting from the foundational genocide of 1915, a genocide that in recent years has been brought back with the events in Syria where family and kin have faced severe hardships, random killings, and destruction of entire villages. In this paper I over various fieldworks in Lebanon return to the incident of the cleansing of Kessab, an important Armenian village in Syria, and how such an event in today’s Syria points to past, present, and future forms of haunting but also the reconfiguration of affect. The same event draws different landscapes of the imagination, landscapes of fear, haunting, return, but also of resilience and responsibility in the meeting with the time to come.  相似文献

ABSTRACT

Venture capital (VC) firms are crucial actors in entrepreneurial ecosystems. Through the development towards a digital economy, they have gained further relevance, which caused the VC industry to diversify in terms of business models. This article offers a new heuristic to study the VC industry by developing a classification of VC firms. By drawing on a framework of different dimensions of relational distance in investment relations, different types of relational coordination are identified by comparing VC firms in Germany. The types of VC business models are found to produce relational geographies of investing as they relate with their portfolio startups in different ways. A relational perspective on VC thus provides the opportunity to step beyond pure territorial approaches on VC.  相似文献
