Technological progress has widely been acknowledged as a key driver in the achievement of environmental sustainability, and a new concern has recently arisen for assessing the role of differences in regional innovation performances with respect to the pursuit of pollution targets. We investigate the impact of innovative activities on environmental efficiency at the regional level, adopting a spatial panel data approach to account for dependence between geographical observations and to get deeper insights into spatial knowledge spillovers arising from agglomeration economies. The spatial panel analysis covers 103 Italian provinces (equivalent to NUTS3 regions) on four major air pollutants (i.e., CO2, CH4, NMVOC, CO) over the 1995–2010 period. Our findings show that the state of local technology development, proxied by patents, has a positive impact on GDP emission efficiency and that its magnitude is higher for more localized pollutants as a result of larger spillover effects. Finally, to analyze the Italian North-South dualism of emission levels of pollutants, we offer a spillover effect study to emphasize the remarkable difference among effects in the territory. This calls for closer attention to the local relevance of the pollution damage when environmental impact of innovation strategies is to be evaluated.  相似文献

Exploring the biographies of small artifacts from archaeological contexts is an endeavour that can expose unrealized or forgotten historical and cultural meaning at local, regional, national, and international levels. The recovery of a small glass bottle embossed with the name “Sir J. Clarke’s Female Pills” from a site in Toronto has drawn together the production history and advertising during the nineteenth century of a patent medicine product classed as an abortifacient. The assessment of the performance of planning is debated. The evaluation of the conformance of a given national planning system with a set of principles is similarly received with critical and favourable remarks. A relevant case study consists of the conformance of European landscape planning practice with the principles of the European Landscape Convention (ELC). Italy incorporated in 2004 the principles of the ELC with the Code on Cultural Assets and Landscape (CL), which opened the way for new laws, tools, observatories and atlases. The aim of this article is to demonstrate the usefulness of an assessment exercise concerning the conformance with the ELC of planning practice in Italy. We scrutinize planning systems and tools established by peripheral administrations, according to a qualitative and comparative framework. We refine our analysis by focusing on 10 most recent cases and identifying critical issues in current landscape planning practice. The results are promising and show that landscape planning in Italy is increasingly in line with the ELC.  相似文献

In public policy processes, collective learning among policy actors is important in shaping how these processes unfold and the types of policy outcomes that may result. Despite a widespread interest in learning by policy scholars, researchers face a number of conceptual and theoretical challenges in studying learning across different collective settings within policy processes. In this article, we offer a theoretically grounded approach to defining and understanding collective‐level learning. In defining learning, we first draw out the connection between learning processes and learning products, both cognitive and behavioral. In examining learning processes, we further explore the relationship between individual and collective learning. Then we identify and define the key characteristics of collective settings that will likely influence learning processes. We conclude by offering recommendations for policy scholars to apply this approach in studies of learning across diverse policy contexts.  相似文献

During prehistory fire-setting was the most appropriate technique for exploiting ore deposits. Charcoal fragments found in the course of archaeological excavations in a small mine called Mauk E in the area of Schwaz/Brixlegg (Tyrol, Austria) are argued to be evidence for the use of this technology. Dendrochronological analyses of the charcoal samples yielded calendar dates for the mining activities showing that the exploitation of the Mauk E mine lasted approximately one decade in the late 8th century BC. Dendrological studies show that the miners utilised stem wood of spruce and fir from forests with high stand density for fire-setting and that the exploitation of the Mauk E mine had only a limited impact on the local forests.  相似文献

Cave bear (Ursus spelaeus) behavioural ecology, as evidenced through population dynamics, is crucial for improving our understanding of why this species went extinct. Despite the fact that the bones of this species have been recovered in very large quantities, allowing for extensive study, fundamental questions regarding its life-ways remain unanswered. We present research using geometric morphometrics (GMM) on molars to investigate population structure based on morphological variation over space and through time. This preliminary work deliberately restricts the geographic catchment area for sampling, allowing for a meaningful appraisal of scale of variation within a spatially conservative framework. Our results demonstrate no significant morphological variation evident temporally and a small but statistically significant degree of shape variation geographically despite the proximity of the study localities. These findings suggest that an accurate quantitative exploration of morphospace may be an important source of evidence on environmental and climatic shifts and the resulting influence on animal morphology.  相似文献
