The Ideational Dimension of Federalism: The ‘Australian Model’ and the Politics of Equalisation in Canada

This article examines the ideational dimension of federalism and its consequences for the analysis of policy development. With this objective in mind, the article offers an explanation for Canada's rejection of the two main aspects of the ‘Australian model’ of equalisation: the assessment of expenditure needs and the existence of an arms-length commission to determine payments. As argued, the ideological prevalence of provincial autonomy in Canada explains why federal officials opted to reject the ‘Australian model’ as they prepared to establish the country's program and why subsequent reforms never introduced a needs-assessment dimension or created an arms-length agency to administer equalisation. At the theoretical level, this article shows how ideational factors can shape policy outcomes.     

Science in reflection

The predication of the eternal law served as premise and and foundation for the existence of the law of nature in the classical/medieval intellectual inheritance of Thomas Hobbes and his contemporaries. Unlike them, he makes no mention of the eternal law in his early writings, The Elements of Law Natural and Politic, and On the Citizen. His triple use of the expression eternal law of God in Leviathan is ambiguous and misleading. Instead , he is one of the first writers in English to assert the eternity of the law of nature. He does that by invoking a biblical-based expression, verbum aeternum. In On the Citizen, and its exegetical, theological identification with Christ, to establish that claim. In Leviathan he repeats his declaration that the law of nature is eternal nine times, spread across more than five Chapters and twelve hundred pages. Four of them are equivalently excised from the Latin Leviathan and the others remain brief assertions, unanalyzed and undefended, rendering their effect incidental and perfunctory. He also abandons the expression verbum aeternum (as well as eternal word, which he never uses).     

Carlylean Sentiment and the Platonic Triad in Anne of Green Gables

Humor in Anne of Green Gables serves the novel’s realism, establishing the perspective of a child. The humanistic humor and overblown, imaginative realism in Montgomery’s work is both a burlesque on Romantic attitudes and a vehicle for her social outlook, an outlook which is decidedly conservative. Like Thomas Carlyle in Past and Present, Montgomery creates in Avonlea an idealized past that serves (in part) as a moral standard from which she can gauge modernity. Anne’s optimism, her “ambitions,” humanizes Marilla’s Calvinism, Marilla’s tendency toward emotional austerity. But from the mid-point of the novel onwards, the humor is made increasingly at Anne’s expense as Montgomery satirizes Romantic pretensions and steers her heroine away from the extremes of childhood into an adult sense of individual balance and duty.     

Miocene molluscs and barnacles from Mont Rond,Kerguelen Islands

A sedimentary deposit discovered at Kerguelen Islands in 1988 is interbedded in the Cape MacLear cliffs, near Mont Rond (Ronarc'h Peninsula). The age of this oceanic deposit is considered to be lower to middle Miocene as indicated by isotopic dating of both the underlying and overlying basalts. This deposit yields a fauna essentially consisting of molluscs (bivalves, gastropods) and crustaceans (cirripedes). This fauna exhibits some similarities to Miocene to Recent austral faunas (New Zealand, Argentina) as a result of the establishment of the Antarctic Circumpolar Current. However, it has no species in common with the extant Kerguelen fauna. The Mont Rond fossil assemblage is best compared with either of two types of extant communities developed on a bare sandy sea floor where infaunal species are dominant, but most likely to an opportunistic one in depths from approximately 10 to 80 m.     

Palaeolithic and Neolithic Occupations in the Témara Region (Rabat, Morocco): Recent Data on Hominin Contexts and Behavior

In the 1970s, the discoveries of Palaeolithic human remains in the caves of Dar es Soltane 2, El Harhoura 1 and Les Contrebandiers reinforced interest in the sites of the Témara region. These sites, often cited, have been the object of numerous investigations which have produced a major contribution to the prehistory of Morocco. Over the past 15 years, research at two key sites, El Mnasra and El Harhoura 2, have considerably enhanced the available data for this region. Preliminary results obtained from excavations since 2001, allow us to present the palaeoenvironmental framework and describe the technological behaviour of prehistoric groups within a re-evaluated stratigraphic context. The microfaunal and macrofaunal assemblages are analysed according to systematics, taphonomy and palaeoecology. The lithic and bone industries document patterns of raw material acquisition and transformation. Within the context of the history of more than 60 years of research in the region of Témara, this contribution allows us to approach the question of Palaeolithic population on the basis of recent, and for the most part new, data and evidence.     

“Eternal Sunshine of the Spotless Mind”: Archaeology and Construction of Memory of Military Repression in South America (1960–1980)

During the era of dictatorships in Latin America, opposition was controlled by different methods—such as exile, detention, and murder. Repressive devices were reinforced by means of limiting information to ordinary people. Written sources on clandestine repression are scarce and fragmentary. As a matter of fact, most documents on the subject were destroyed by military regimes in recent past. Therefore, archaeological analyses might help us to shed light on repressive mechanisms, recovering missing people’s history and remains.     

Incompatibility,Incommensurability, and Rationality in Value Pluralism: Isaiah Berlin’s Case

Isaiah Berlin’s idea of value pluralism has been extensively discussed in recent decades. However, there is still much controversy about the actual meaning and implication of the terms “incompatibility” and “incommensurability” when applied to values. This article analyses the Berlinian concept of value pluralism from a theoretical point of view and argues that, following Berlin’s work, incompatibility should be defined as the impossibility of two ends being combined at a maximum level―though it is possible to find compromises between them when not pursued to their maximum―whereas incommensurability refers to the existence of more than one valid, rational solution to a conflict of ends. After commenting on the arguments advanced by other scholars, the presence of a certain idea of rationality in Berlin’s notion of value pluralism is advanced. Finally, it is demonstrated that incompatibility and incommensurability provide Berlin’s pluralism with its characteristic tragic feature which differentiates it from monism.     

Physical Properties of Cement-Based Paste and Mortar With Dehydrated Cacti Additions

This article presents results for the physical characterization of mortar cubes fabricated with botanical (green) dehydrated additions such as nopal (Opuntia ficus indica) and aloe vera. A total of 84 mortar cubes were fabricated with and without these natural additions and tested for a period up to 900 days. Mortar without such additions served as controls. The natural dehydrated additions, nopal and aloe vera, were mixed with CPO cement (the name used in Mexico for type I Portland cement) at different percent replacements (0%, 1%, 2%, and 4%). To characterize physical properties of such mixtures, four tests were performed at ?900 days: total void content, compressive strength, ultrasound wave propagation, and wet electrical resistivity. Marginal improvements were observed within the dehydrated aloe vera replacement mixtures. Dehydrated nopal additions did increase the physical performance of the mortar with time.     

A forewing of the Jurassic dragonfly Austroprotolindenia jurassica Beattie & Nel (Odonata: Anisoptera) from the Talbragar Fish Bed,New South Wales,Australia

The discovery of a well-preserved dragonfly forewing in the Upper Jurassic Talbragar Fish Bed near Gulgong and attributed to Austroprotolindenia jurassica Beattie & Nel allows this taxon to be placed in Protolindeniidae. It extends the palaeogeographical distribution of this family, previously known only from the Jurassic of Europe, to Australia.

A new Early Jurassic damselfly from the Grand Duchy of Luxembourg (Odonata: Campterophlebiidae)

Gallodorsettia kronzi gen. et sp. nov., the first representative of the damselfly family Campterophlebiidae from the Toarcian of Grand Duchy of Luxembourg, is described herein. Its closest relative is the genus Dorsettia, known from the early Lower Jurassic of UK and China. The Campterophlebiidae seem to be rare in the Early Jurassic of Western Europe, despite being one of the most diverse odonatan families at that time, especially in Asia.
