DO LOCAL AMENITIES AFFECT THE APPEAL OF REGIONS IN EUROPE FOR MIGRANTS?*

ABSTRACT This paper delves into the factors, which determine the attractiveness of regions in Europe for migrants. Contrary to the literature on the United States, which has increasingly focused on the role of amenities, existing research in Europe tends to highlight the predominance of economic conditions as the main drivers of migration. Differentiating between economic, sociodemographic and amenity‐related territorial features, we examine the appeal of various regional characteristics for migrants by analyzing net migration data for 133 European regions between 1990 and 2006. Our results show that, in addition to economic, human capital‐related and demographic aspects, network effects and—in contrast to existing literature—different types of regional amenities exert an important influence on the relative attractiveness of sub‐national territories across the European Union. Our findings therefore indicate that locational choices in Europe may be much more similar to place‐based preferences in the United States than originally thought.     

A case of local rejection of a heritage tourism policy: tourism and dynamics of change in Abondance,French Alps

Despite the opportunities offered by developing and enhancing cultural heritage in the tourism sector, this article, based on a case study of a little town in the French Alps, shows that public policy of this type may also be subject to criticism and dispute. In the town of Abondance, a small ski resort being converted to cultural tourism site built around heritage, the demonstration observed involved both a desire to keep the skiing and a questioning of the political process, but also a rejection of the alternative solution involving the development of the cultural heritage of the Gothic Court of Savoy. During the qualitative survey of the social reactions, three types of arguments have been raised. (1) As summarised by one of the local leaders ‘the people do not believe in it’. Indeed, local shopkeepers are sceptical that cultural tourism will draw numerous visitors, and fear that is not economically viable. (2) In contrast to the ski resort, heritage tourism is only attached to the imagination of old age, immobility and even death, as if seniority of places necessarily corresponds to seniority of public and images. (3) For residents of the town, setting up a localised visit site has disadvantages because of the turnover of touristic traffic to which this type of tourism is exposed.     

Industrial clusters,organized crime,and productivity growth in Italian SMEs

We examine whether organized crime affects firms’ performance (defined using Total Factor Productivity growth) both directly and indirectly, by downsizing the positive externalities arising from the geographic concentration of (intra‐ and inter‐industry) market‐related firms. The analysis uses a large sample of Italian small‐ and medium‐sized manufacturing firms over the period 2010–2013. The results highlight the negative direct effects of organized crime on firms’ productivity growth. Any positive effect derived from industrial clustering is thoroughly debilitated by a strong presence of organized crime, and the negative moderation effect of organized crime on productivity growth is greater for smaller than for larger firms.
