The juridical force of time forms a critical, but hitherto unexplored part of Hugo Grotius’s discourse on the justice of war and peace. Grotius defines war as a span of time in which disputed rights and armed conflicts between states are examined in reference to temporal coordinates. This method allows him to adjust otherwise static laws to meet the demands of times and spaces in an increasingly expanded world. In doing so, Grotius is also able to reconcile multiple layers of laws in a temporal framework, which suspends one layer of law, to be revived at later times. Finally, cautious in the use of the language of time, Grotius admits both that right demands immediacy, and that justice suffers delays. By this nexus of delay (mora) and emergency (necessitas), Grotius warns against the abuse of ‘time’ as a legal concept to justify unlawful claims, which still rings with alarm today.  相似文献

ABSTRACT The paper examines the debates regarding place‐neutral versus place‐based policies for economic development. The analysis is set in the context of how development policy thinking on the part of both scholars and international organizations has evolved over several decades. Many of the previously accepted arguments have been called into question by the impacts of globalization and a new response to these issues has emerged, a response both to these global changes and also to nonspatial development approaches. The debates are highlighted in the context of a series of major reports recently published on the topic. The cases of the developing world and the European Union are used as examples of how in this changing context development intervention should increasingly focus on efficiency and social inclusion at the expense of an emphasis on territorial convergence and how strategies should consider economic, social, political, and institutional diversity in order to maximize both the local and the aggregate potential for economic development.  相似文献

Cross-Border M&As and the Changing Economic Geography of Europe   总被引:4,自引:0,他引:4  
This study investigates the patterns of corporate mergers and acquisitions (M&As) involving firms located in the EU25 as well as in the four EFTA countries between 1998 and 2003. Against the background of a reflection on the concept of the firm in economic geography, it uncovers the cross-border balance of M&As across European states and identifies the factors that may explain the levels and patterns of corporate takeovers across Europe. The results indicate that the traditional motives of access to new and core markets, the effects of geographical proximity, and the internalisation of localised capabilities (proxied by a skilled and innovative labour pool) represent the key drivers of European M&As, while institutional factors, such as European integration or language barriers, appear to be less influential.  相似文献

This article aims to challenge the widespread consensus that Rio de Janeiro is a divided city by deploying two concepts in critical cartography: cartographic silences and cartographic calculations. As a kind of unconquered territory, a terrae incognitae, favelas were silenced on many of Rio de Janerio's maps over the last century. When these places began to be mapped, and converted to terrae cognitae, power relations often become even more apparent because of the intention to make it legible for purposes of intervention. By analyzing maps published in the mainstream Brazilian press throughout the last century, this article explores how national press often portrays Rio de Janeiro as a city divided between formal neighborhoods, where the state apparatus can ensure the rule of law, and favelas, where parallel politics enforce local forms of governance. In order to disseminate this image of the city, maps can play an important role, locating different urban zones and reinforcing old stereotypes. Despite many studies that focused on both material and embodied forms of state presence within favelas, maps can be an important source of information to understand persistant representations of favelas as excluded and divided places.  相似文献

This paper examines the evolution of regional innovation policy in Emilia-Romagna and Valencia, two regions with similar economic features that implemented close innovation policies in the 1970s and 1980s. We investigate whether their similarities have led to parallel targets, policy tools and governance developments. We show that innovation policy in both regions suffered from the effects of privatization, budget constraints and changes to manufacturing during the 1990s and we highlight the consequences. Although Emilia-Romagna experienced deeper changes to its innovation policy, privatizations and/or the replacement of public funds promoted commercial approaches and induced market failures in both regions. The worst effects of these policies were the implementation of less-risky innovation projects, the shift towards extra-regional projects and markets, and the favouring of large firms.  相似文献
