Buzz,Archipelago Economies and the Future of Intermediate and Peripheral Areas in a Spiky World

In a world where large urban agglomerations are increasingly regarded by scholars and policy-makers alike as the engines of economic development, the options at the disposal of intermediate and peripheral areas are dwindling. Doing nothing is, according to the dominating theories, likely to result in a steady decline which may jeopardize their very economic viability. Adopting active measures is thus the way forward. In this paper, we argue that the main solution being proposed—interactive learning through the promotion of local agglomeration (buzz option)—may yield limited results, if at all, as it would stifle the circulation of new knowledge and lead to lock-in. By contrast, promoting interaction outside the comfort zone of geographical, cognitive, social and institutional proximity (pipeline option) is more likely to succeed in generating interactive learning and in facilitating the generation, diffusion and absorption of innovation. We illustrate this point by resorting to the case of firm innovation in Norwegian city regions.     

A study of dimensional differences of tooth marks (pits and scores) on bones modified by small and large carnivores

The use of tooth mark sizes to infer carnivore types when analyzing the modification of faunal assemblages has been criticized on the base of intense overlap in tooth mark size among differently sized carnivores. The present study analyzes this overlap and presents some critical explanations for it. This work is based on the largest collection of tooth pit dimensional data collected to date for some of the most relevant carnivore types. The study empirically shows that small and large carnivores can be clearly differentiated when using tooth pit size, with a higher discrimination when using tooth marks on dense shafts than on cancellous ends. It is argued that most previous studies of tooth mark sizes have reproduced a higher overlap probably because sample sizes were small, and experiments were carried out using small carcasses (which require a smaller bite force) or for a combination of factors.     

O deslocamento de interesses da Índia para o Brasil durante a União Ibérica: mapas e relatos

This paper proposes the insertion of cartographic production about the Portuguese possessions into a wider context of interests and need for information experienced by the Hapsburgs during the Iberian Union (1580–1640). I focus on two documents, compiled as a result of two requests made by the monarchs who wished to learn about their domains in India and Brazil: the 1612 Livro que dá razão do Estado do Brasil, written by Captain Diogo Campos Moreno, with maps by João Teixeira Albernaz I, and the Livro das Plantas de todas as fortalezas, cidades e povoações do Estado da Índia oriental, dated 1635, by the official chronicler of the Estado da India, Antonio Bocarro, with city views usually attributed to Pedro Barreto de Resende.

These texts and maps show a shift of interests from India to Brazil. They incorporate the various aspects that the authors considered relevant, interesting or representative of the Portuguese presence in these spaces. At the same time, the royal orders that gave rise to these surveys bring some elements that give specificity to each region, but emphasize the effort to standardize the information and to ensure a common administration over different areas of the empire.     

The Many Tongues of the King: Indigenous Language Interpreters and the Making of the Spanish Empire

General language interpreters of Lima's High Court of Appeal (Audiencia) played a significant part in gaining access to the Spanish system of justice for the indigenous populations of Peru. These interpreters worked as translators in lawsuits, notarial transactions, and other legal and administrative procedures conducted or supervised by the viceroy, the justices of the Audiencia, the public defender of the Indians, and other officials stationed at the viceregal court. But they also served as legal agents and solicitors for native leaders and communities litigating in Lima or aspiring to take their cases to the Supreme Council of the Indies in Spain. Through formal and informal dealings, these interpreters brokered between the king and his native subjects, thus connecting indigenous groups with the Habsburg royal court. The careers of these official translators illustrate the crucial roles played by indigenous subjects in the formation of what can be termed the ‘Spanish legal Atlantic,’ an organic network of litigants, judges, lawyers, attorneys, and documents bridging courtrooms on both shores of the ocean.     

Seismic Response of a Four-Story Miniature Building with Replaceable Plastic Hinges

To emphasize on linear and nonlinear seismic behavior of building systems in education, a four-story miniature moment-resisting frame steel building was designed, built, and tested in a shaking table at the Structures Laboratory of the Department of Civil Engineering at the University of Canterbury, New Zealand. A prominent feature of the building is the incorporation of elements designed to form plastic hinges that can be easily replaced after a test with minimum effort and at a very low cost. This model is mainly aimed at education in undergraduate and graduate structural dynamics/earthquake engineering courses and it has also been used to support research. This article describes in detail the main features of the building, its design, and discusses the response of the building to two input ground motions. Because the use of pushover analyses is becoming an industry standard, the some relevant results will be compared with those predicted by such kind of analyses. This article is written in very simple terms and is aimed at the undergraduate and graduate student, at educators in structural design and at structural engineers involved in seismic design of building structures. This article covers many aspects that are seldom highlighted in building behavior to earthquake excitation and that are not always covered in design codes or guidelines.     

Complementarities Between Universities and Technology Institutes: New Empirical Lessons and Perspectives

This paper investigates the different roles played by universities and technology institutes (TIs) as innovation partners of firms. Comparing the characteristics of Spanish firms collaborating with these agents allows us to better define complementarities among the target groups of these organizations. Our findings show that those firms collaborating with universities are bigger, have higher internal capabilities and are less dependent on their external relationships while firms collaborating with TIs are smaller, have weaker internal capabilities but are more open to their environment and thus more reliant on external sources. We point to the implications of these findings for regional development. Universities have a role as partners of more technologically advanced firms. TIs, on the other hand, partner those firms, which though also quite advanced, require more external help in their innovation processes. These results should help policy-makers in the definition of more complex regional strategies and the provision of tools aimed at different goals. Managers of universities, TIs and client firms should find these results of help in developing more positive collaborations with one another.     

The Ideational Dimension of Federalism: The ‘Australian Model’ and the Politics of Equalisation in Canada

This article examines the ideational dimension of federalism and its consequences for the analysis of policy development. With this objective in mind, the article offers an explanation for Canada's rejection of the two main aspects of the ‘Australian model’ of equalisation: the assessment of expenditure needs and the existence of an arms-length commission to determine payments. As argued, the ideological prevalence of provincial autonomy in Canada explains why federal officials opted to reject the ‘Australian model’ as they prepared to establish the country's program and why subsequent reforms never introduced a needs-assessment dimension or created an arms-length agency to administer equalisation. At the theoretical level, this article shows how ideational factors can shape policy outcomes.     

Science in reflection

The predication of the eternal law served as premise and and foundation for the existence of the law of nature in the classical/medieval intellectual inheritance of Thomas Hobbes and his contemporaries. Unlike them, he makes no mention of the eternal law in his early writings, The Elements of Law Natural and Politic, and On the Citizen. His triple use of the expression eternal law of God in Leviathan is ambiguous and misleading. Instead , he is one of the first writers in English to assert the eternity of the law of nature. He does that by invoking a biblical-based expression, verbum aeternum. In On the Citizen, and its exegetical, theological identification with Christ, to establish that claim. In Leviathan he repeats his declaration that the law of nature is eternal nine times, spread across more than five Chapters and twelve hundred pages. Four of them are equivalently excised from the Latin Leviathan and the others remain brief assertions, unanalyzed and undefended, rendering their effect incidental and perfunctory. He also abandons the expression verbum aeternum (as well as eternal word, which he never uses).     

Carlylean Sentiment and the Platonic Triad in Anne of Green Gables

Humor in Anne of Green Gables serves the novel’s realism, establishing the perspective of a child. The humanistic humor and overblown, imaginative realism in Montgomery’s work is both a burlesque on Romantic attitudes and a vehicle for her social outlook, an outlook which is decidedly conservative. Like Thomas Carlyle in Past and Present, Montgomery creates in Avonlea an idealized past that serves (in part) as a moral standard from which she can gauge modernity. Anne’s optimism, her “ambitions,” humanizes Marilla’s Calvinism, Marilla’s tendency toward emotional austerity. But from the mid-point of the novel onwards, the humor is made increasingly at Anne’s expense as Montgomery satirizes Romantic pretensions and steers her heroine away from the extremes of childhood into an adult sense of individual balance and duty.
