The idea that prehistoric, megalith‐building communities used cylindrical, wooden rollers to transport enormous stones – the ‘roller hypothesis’ – is ubiquitous within archaeological literature and public discourse on megalithic architecture. The likelihood that such devices were actually used to transport megaliths during prehistory remains highly questionable, yet the roller hypothesis has now dominated discussions of the subject for some 400 years. At its heart lies the assertion that fewer people were needed to transport large stones with rollers than without them. A review of experimental and ethnographic studies of megalith transport casts doubt on this central claim and suggests that simpler, better‐attested and more reliable methods were probably used. So when and why did the roller hypothesis become so popular? The historiography of the idea reveals how its advocates succeeded in rationalizing it within wider, paradigmatic beliefs about their contemporary worlds and the deep past. The roller hypothesis is bound up in outmoded, even jingoistic perspectives of megalithic construction and the evolution of technology. Mobilisation on the Australian ‘home front’ during the Second World War enabled some women to move temporarily into employment usually reserved for men, and to earn significantly higher wages than they were accustomed to, but the benefits of this have been often overstated. Focusing on South Australian women in the city and rural areas who took up the new working opportunities — in munitions factories and the Australian Women’s Land Army in particular — this article demonstrates that relatively few women were entitled to higher wages, such wages were lower and paid later in South Australia than in other states, and that working conditions were unattractive and often dangerous. At the war’s end, the social imperative to marry and raise children, coupled with demands that they give up their place for male workers, then saw many women return to domesticity or less-rewarded and lower status ‘female occupations’. 相似文献

Much recent scholarship has identified an urgent need to address distribution opportunities for Australian cinema in a digital age. In trying to understand why Australian film policy has been beleaguered by complacency for distribution, this paper looks abroad to see what precedents and attitudes exist in distribution-related cultural policy. Why hasn’t support for distribution and exhibition been the touchstone of cultural policy for national cinemas? Why has policy support for the production sector prevailed, when distribution is the film industry’s key zone for profit? This paper surveys international policy examples of what governments are doing beyond the production realm. It examines legal interventions into the distribution realm, including direct state measures such as subsidies, levies, quotas and import restrictions, indirect state aid, and cultural initiatives by film funding bodies that stimulate audience engagement in the distribution and exhibition sectors. The paper combines these primary sources of film policy information with film historians’ accounts to provide a comparative analysis of national film distribution policies. It then examines the politics underlying the various policy frameworks, before mapping out an alternative strategy for the future of policy in Australia that is equipped to deal with the huge changes in digitalisation. 相似文献

In this paper, we argue that democracy is increasingly indistinguishable from authoritarianism, in a process that is entangled with neoliberalisms. To build this argument, we examine a case study of central government intervention in regional environmental decision making in Aotearoa New Zealand through the lens of Agamben's “state of exception”. The intervention—unprecedented and unconstitutional—squeezed democratic spaces for decision making about freshwater and sought to smooth the way for capital accumulation. The audacity of government actions indicate, we argue, an abandonment of efforts to disguise neoliberal encroachments on democracy, known as the double truth tactic. Yet we also argue that in identifying this as a state of exception, we can examine it as part of a process and therefore demonstrate the possibilities for counter‐hegemonic actions to emerge. 相似文献

In this paper, we examine how government policy affects the sorting of industries across jurisdictions using the New Markets Tax Credit (NMTC) program. When estimating the impact of the tax credit on business activity, there are likely to be unobservable local characteristics that are correlated with business location decisions that would cause OLS estimates to be biased. To control for this endogenous selection, we use a plausibly exogenous eligibility cutoff and compare census tracts that are just eligible for the NMTC program to those that are just ineligible. Using data from the Dun and Bradstreet MarketPlace Files, we find that eligibility for the NMTC program caused industries to sort across eligible and noneligible tracts. In particular, we find that there is an increase in retail employment, both among new businesses and existing businesses, and an increase in manufacturing employment at existing businesses in tracts that were eligible for the program. However, we find negative effects on employment at new firms in the wholesale and transportation industries, and decreases in the number of new firms in FIRE and services. Policy makers should be cognizant of these results, as the implications of the sorting across industries on local areas must be considered to design effective policy. 相似文献

Are post‐Ottoman nation‐building policies in the Balkans a legacy of the millet system? Some contend that the discriminatory nation‐building policies along religious lines employed by Balkan nations ruling elites are a legacy of the Ottoman era millet system (administration by religious affiliation); others argue that the Ottoman legacy is palpable in the millet‐like features preserved in the minority rights protection system resulting from World War I, and yet other scholars see the millet system as a critical antecedent. Studying closely the policies towards non‐core groups in the post‐Ottoman Balkans, one finds that the ‘Ottoman legacy’ is much more differentiated than is commonly assumed and that effects vary widely from place to place. Moreover, I argue that the persistence of certain features from one period to another may be an actual legacy in some cases, but there is also a possibility that we are dealing with a manufactured legacy, where elites choose to intervene and perpetuate an institution or a particular feature of it. I empirically demonstrate this distinction in a crucial case using archival sources. 相似文献
