Australian bicameralism as semi-parliamentarism: patterns of majority formation in 29 democracies

The article analyses the type of bicameralism we find in Australia as a distinct executive-legislative system – a hybrid between parliamentary and presidential government – which we call ‘semi-parliamentary government’. We argue that this hybrid presents an important and underappreciated alternative to pure parliamentary government as well as presidential forms of the power-separation, and that it can achieve a certain balance between competing models or visions of democracy. We specify theoretically how the semi-parliamentary separation of powers contributes to the balancing of democratic visions and propose a conceptual framework for comparing democratic visions. We use this framework to locate the Australian Commonwealth, all Australian states and 22 advanced democratic nation-states on a two-dimensional empirical map of democratic patterns for the period from 1995 to 2015.     

‘Supplicant Nationalism’ in Slovakia and Wales: Polyethnic Rights During the Nineteenth Century

During the nineteenth century, nationalists in Wales and Slovakia attempted to promote national goals by attempting to persuade English and Hungarian leaders to freely grant collective rights to the ‘subordinate’ nation. This strategy of ‘supplicant’ nationalism included effusive declarations of loyalty to the common state, exaggerated claims to moral superiority, and flattering comments about the ‘dominant’ nation. Supplicant nationalism closely resembles what Will Kymlicka called the struggle for ‘polyethnic rights’, but can still be seen as a form of nationalism.     

First Insights into the Technique Used for Heat Treatment of Chert at the Solutrean Site of Laugerie‐Haute,France

The earliest evidence of flint and chert heat treatment was found in the ~21.5–17 ka old European Solutrean culture. The appearance of pyrotechnology as part of the production of stone tools has important implications for our understanding of Upper Palaeolithic technological evolution and the specific adaptations during the last glacial maximum in Europe. However, the techniques and procedures used to heat‐treat rocks during the Solutrean remain poorly understood. No direct archaeological evidence has so far been found and the most promising approach is to understand these techniques by determining the parameters with which flint and chert were heated at that time. In this study, we investigate the heating temperature of 44 heat‐treated laurel‐leaf points from Laugerie‐Haute, using a non‐destructive technique based on infrared spectroscopy. Our results document that most of the artefacts were heated to a narrow interval of temperatures between 250 °C and 300 °C. This indicates a standardized technique that allowed to created similar conditions during successive heating cycles. The implications of these results for our understanding of the technical complexity during the Solutrean must be discussed in the light of different heating techniques used at different places and periods.

Women and Guilds: Corporations and Female Labour Market Participation in Early Modern Holland

Recently, historians have suggested that the economic role of Dutch women and the remarkable economic development of the Dutch Republic are related. Guilds are said to have played an important role. This article analyses the female admission to guilds in early modern Holland in order to assess how guilds affected female labour participation. A classification of guilds according to their admittance of women reveals significant variations in the extent of incorporation of women. Gender norms were not rigid and were applied with flexibility. Thus, guilds formed no obstacle for women in contributing to the flourishing economy of the Dutch Republic.     

A contribution to the study of post-depositional alterations of pottery using TL dating analysis

In luminescence dating, the potassium concentration significantly contributes to the dose rate value in the age estimation. Within this study, fine-grain thermoluminescence dating has been applied on sherds of calcareous pottery of known age, excavated at a Roman site in Mallorca, Spain. For those of the samples that showed signs of severe potassium leaching, according to chemical and mineralogical examination, the thermoluminescence analysis provided overestimated dates. By using the known archaeological age of the samples, a corrected dose rate value can be estimated which provides the potassium concentration averaged for the burial period. Finally, a step-like model can then be used to estimate the fraction of the burial period after which most of the alteration effects took place.     

Stimulated Variation and Cascades: Two Processes in the Evolution of Complex Technological Systems

Michael Schiffer’s theoretical and methodological contributions to archaeology are substantial. For the last two decades, Schiffer has become increasingly interested in the history of electrical technology, including portable radios, electric automobiles, eighteenth-century electrostatic technology, and, most recently, nineteenth-century electric light and power systems. Schiffer has long held a behavioral view, which focuses analytical attention on interactions between humans and material things, including complex technological systems (CTSs). For Schiffer, two key aspects of the evolution of CTSs are stimulated variation, defined as an increase in invention resulting from changing selective conditions, and cascading, defined as sequential spurts of invention that occur through the recognition of emergent performance problems in a CTS. To attain maximum usefulness, these concepts should be placed in a modern evolutionary framework that correctly identifies, and does not oversell, the role played by cultural selection. Research on individual and social learning provides the critical link between Schiffer’s stimulated variation and cascade models and the diffusion of CTSs.
