‘High Politics’ and its Intellectual Contexts*

Recent interest in the historiography of ‘high politics’ has centred mainly on historians writing in the 1960s and 1970s, above all Maurice Cowling. Less attention has been paid to the modified agendas pursued by the next generation of scholars. This essay explores some pioneering attempts to make sense of the structural relationships between 19th‐century British ‘high politics’ and its ‘intellectual’ contexts, focusing on a cluster of seminal 1980s studies by the historians Michael Bentley, Richard Brent, Boyd Hilton, and Jonathan Parry. Together, these works demanded a fundamental rethinking of how Victorian politics operated.     

Legislating the Melanesian Way: Bernard Narokobi and the Law Reform Commission of Papua New Guinea

Abstract

A common criticism of Bernard Narokobi is that his vision of the ‘Melanesian Way’ was vague and imprecise. This article argues against this claim by describing the activities Narokobi undertook as the head of the Law Reform Commission of Papua New Guinea (1975–8). Using the example of his suggested revision of adultery laws, this article shows that Narokobi realized his abstract vision of the Melanesian Way in the most concrete and specific way possible: by attempting to reform the law. Much of Narokobi's legal reform work was unsuccessful, but a full understanding of his philosophy can only be achieved by reading his legal work alongside his published writings like The Melanesian Way.

Fear of immigration has brought about a shift in UK politics. In this new climate, diversity is no longer welcome and the Home Office's message is clear: ‘go home or face arrest’. This editorial addresses the overlap between legal and ethnic categories in this politics of alterity and argues that what is at stake in these debates is nothing less than the reconfiguration of a fit‐and‐proper UK citizen.
