ABSTRACTRelational networks and intangible factors are crucial elements for the competitiveness of a territory. Public–Private–Partnerships (PPPs), in particular, allow for the provision of goods and services that favour the exploitation of complementarities between public and private resources. They aim at promoting an increase in the overall efficiency of investment projects through a complex mechanism that distributes risk and revenues among stakeholders. This paper examines the local and territorial determinants of PPPs through an econometric analysis based upon Italian municipal data, grouped at the provincial level. Using a tobit model, we analyse the relationship between the realization of successful PPP initiatives and different sets of factors, including less analysed local and territorial determinants. We stress the role of the local management of infrastructure assets, the administrative efficiency of local authorities and the diffusion of previous local development initiatives. Local management and territorial context factors explain most of the occurrence of successful PPP initiatives in the pre-crisis period while usual determinants (infrastructure endowment and financial distress) display a weaker effect. 相似文献

ABSTRACTThe big earthquake of August 24, 2016 and subsequent major shocks severely damaged many historic villages in Central Italy and dramatically showed the intrinsic vulnerability of the diffused architectural heritage. The St. Agostino church is one of the collapsed historical buildings, being inside the epicentre village of Amatrice. During the long seismic earthquake swarm, progressively the church was damaged and monitored. This multidisciplinary study of the damage of the church includes correlations of all the data derived from three steps geomatics surveys (3D aerial and terrestrial models): the archival drawings and images documenting previous events distressing the building, the previous strengthening intervention, and finally the seismic site response analysis (from Amatrice’s accelerometric station). Through a back analysis carried out by a finite elements model, it was possible to understand the seismic vulnerability of this historical building, in relation to the previous interventions and damage events. The proposed methodology, based on the interdisciplinary data analysis, provides useful information for the next strengthening projects of damaged historical monument. 相似文献

In 1412 Sicily lost its independence and became part of the Crown of Aragon. To rule the island, the new monarchs developed a system of long-distance government, through the action of local viceroys. But how did this system work in practice? This article engages with the lively historiographical debate about late medieval Sicily and more generally the Aragonese conglomerate by examining the series of libri quictacionum (‘books of quittances’) produced by the financial office, the Conservatoria regii patrimonii. It shows that the management of information – by means of a new genre of documents, an innovative record-keeping system and an apparatus of marginal annotations – became crucial in establishing effective government at a distance and in strengthening royal control over Sicilian institutions and officers. Moreover, these books and the documents they encompass highlight the social dynamics of the island and the emergence of an urban class: the Aragonese promoted the inclusion of the principal members of the latter into central government by granting them offices. 相似文献

Depositional and erosional processes, subsidence and sea-level changes have strongly modified the coastal landscape of northern Adriatic lagoons. Such rapid transformations have induced significant consequences on human settlements and, thus, on the archaeological visibility of the area, still largely unexplored. We present here six metal swords fortuitously retrieved by fishermen over the last decades in front of the barrier islands of Marano Lagoon (north-eastern Italy). Multi-analytical analyses carried out on the artefacts (X-ray radiography and computed micro-tomography, radiocarbon dating and typo-chronology) combined with the study of the coastal paleo-environment (mainly based on historical cartography and remote sensing) allowed the items’ main features to be defined, and highlighted both the historical importance of the area and the significant morphological changes that have occurred there over the last millennium. Data presented indicate that Marano Lagoon was a major hub in the northern Adriatic in the Late Middle Ages, during the crucial period of the Crusades, and in Early Modern times, connecting inland Europe with the Mediterranean Sea. Moreover, the research highlights the onset of coastal erosion that occurred in the last century after a phase of relatively geomorphic stability, possibly deriving from the intensification of human impact and climate change. 相似文献
