This article uses focus group data to explore the connection between scientific uncertainty about environmental risks and the emergence of distrust among local populations, regulators, and technical experts affected by those risks. With data from a nationwide study of issues associated with the cleanup of U.S. nuclear weapons facilities, the article uses "dialogue theory" and focus group data from three locations to identify the sources of miscommunication and distrust among these actors. The authors conclude that, despite problems with perception and communication among these groups, enough common ground exists to be optimistic about expanding participation for all affected groups in the policymaking process. In fact, expanded participation should diminish the distrust developed from previous regulatory regimes.  相似文献

I present in this paper a non-reductionist framework of eight nested modes of evolution that have successively emerged to organize the reproduction of all organisms, from the blue-green algae to our societies. The processes of biological, “Darwinian” evolution are those of drift during reproduction, and of selection. The key unit of evolutionary time is the generation, and its locus is the organisms' life-cycle setup. Different life-cycle setups support different mechanisms of reproduction, and therefore different modes of evolution. By tracing the different life-cycle setups attested throughout life's history, we can characterize the successive modes of evolution with which they are associated as follows: basic; reptilian; archaic mammalian; progressive mammalian; sociocultural; extrasomatically enhanced sociocultural; tinkering; and finally parabiological. These successively emerging modes govern a progressively reduced number of life-forms. The first four modes are “Darwinian” in the strict sense. The fifth, or sociocultural mode, which governs whales and elephants' societies in addition to hominoids, is already not “Darwinian” in the traditional sense. The last three modes have emerged with the genus homo, through the progressive extension of its life-cycle setups. The present framework is to be used heuristically, as a prism with which to separate the evolutionary spectrum of the constituent elements of human behavior. An example of such a behavioral evolutionary spectrum is presented in conclusion, and used to compare the present framework with those recently proposed by Maynard Smith and Szathmáry and by Foley.  相似文献

Claude Lévi‐Strauss is one of the greatest interdisciplinary writers of the twentieth century whose influence extends far beyond his own discipline of social anthropology. His inquiry illuminates the borderlands between ‘primitive’ and non‐primitive, self and other, myth and history, human and animal, art and nature, and the dichotomies that give structure to culture, society, history and agency. This commemorative article of his legacy assesses disciplinary and interdisciplinary debates influenced by Levi‐Strauss's inquiry and methods, and looks at potential challenges for the future. Lévi‐Strauss's ideas continue to be influential in our assessments of what we mean by culture, values, social organization, including social transformations and cultural ideologies such as ethnocentrism, nationalism, fundamentalism, pluralism, neo‐liberalism, post‐modernism, relativism, humanism and universalism.  相似文献

Governments around the world are developing smart city projects, with the aim to realize diverse goals of increased efficiency, sustainability, citizen engagement, and improved delivery of services. The processes through which these projects are conceptualized vary dramatically, with potential implications for how citizens are involved or engaged. This research examines the 20 finalists in the Canadian Smart Cities Challenge, a Canadian federal government contest held from 2017 to 2019 to disburse funding in support of smart city projects. We analyzed each of the finalist proposals, coding all instances of citizen engagement used to develop the proposal. A significant majority of the proposals used traditional types of citizen engagement, notably citizen meetings, round tables, and workshops, to develop their smart city plans. We also noted the use of transactional forms of citizen engagement, such as apps, and the use of social media. Despite the general rhetoric of innovation in the development of smart cities, this research finds that citizens are most commonly engaged in traditional ways. This research provides cues for governments that are developing smart city projects, placing an emphasis on the importance of the process of smart city development, and not simply the product.  相似文献

For all its importance, comparatively few, empirically-based studies have centered on the presidential veto, and virtually none have sought to classify vetoes by presidential motivation or policy area. This article updates and confirms the major findings of extant studies, and suggests one important caveat to the conclusions of older research: the categories of and reasons for presidential vetoes are remarkably similar from president to president, independent of party. Frequently, presidents have just as much in common with each other in doing battle with Congress than as Republicans or Democrats fighting for different ideological programs and considerations.  相似文献

The architectural development of Maxstoke Castle is described, in the light of its historical background and of relevant documents. It began as a meticulously planned fortified quadrangular house of the Earl of Huntingdon in c c.1345, and continued as a major residence of the Stafford family until 1521. After neglect in the sixteenth century, it was refurbished following its purchase by Sir Thomas Dilke in 1599. Despite further alterations, its total architectural history can be followed very clearly.  相似文献
