Location planning often makes use of data in an aggregate form without a clear understanding of the consequences. Although research has been directed toward addressing aggregate data usage in location planning, there have been conflicting findings on the stability of location model solutions obtained using aggregated data. This paper analyzes the question of location model solution stability from a somewhat different perspective than previous researchers in that locational configurations identified for aggregate data are evaluated using the original disaggregate data. Analytical results demonstrate that a high level of solution stability does exist when aggregated data are utilized. Further, this analysis is based upon the use of what can be expected to be worst case aggregation approaches. This suggests that the use of aggregate data is adequate for conducting locational studies.  相似文献

The distribution of higher education leadership in state legislatures is examined. It is based on questionnaire and interview information from 285 legislators who exercise influence on education policy in the fifty states, and one-third of whom give special attention to issues of higher education. These higher education leaders differ from education leaders generally in terms of their experience, their location within the legislature, and their effort and relationships. What explains higher education leadership as much as anything else, however, is the nature of the environment in which legislators find themselves. In focusing on eleven states, where higher education is of considerable salience, it is possible to discern how environment combines with other factors to produce such leadership.  相似文献

Public Choice analysis of democratic political institutions focuses on the issues that are most salient under US constitutional arrangements. Parliamentary systems offer different institutional arrangements and different challenges to the Public Choice approach. We outline a Public Choice account of parliamentary democracy which concentrates attention on the roles of electoral competition and disciplined political parties, while also offering a discussion of parliamentary procedure. The Public Choice approach is contrasted with the mainstream view of representative, responsible government in which disciplined political parties are often seen as a threat to parliamentary democracy.  相似文献
