Scholars have traditionally and loosely defined executive orders as presidential directives that instruct bureaucrats about how to implement policy. In contrast, proclamations are thought to be used by presidents to address policy matters regarding the general public. This has been an assumption that scholars have accepted without empirical evidence. We have long known that presidents strategically pursue policy to build support among numerous groups, such as African Americans, religious organizations, women, educators, and labor unions. Presidency scholars also know that executive orders are an expedient tool that an administration utilizes to pursue its policy agenda. As a result, why should we assume that the exclusive target population of executive orders is members of the federal bureaucracy? This is the first study to explore whether and how presidents from 1936 through 2008 use executive orders to target specific populations with policy. 相似文献

The history of Jewish discourse on law and philosophy was transformed from an oral teaching to a written teaching around the beginning of the Common Era. The result of these written laws and commentaries is known today as the Talmud. Many pages of the Talmud discuss illnesses and diseases and their potential treatments, however very few of these potential treatments involve invasive surgery. In one instance, involving a painful skin ailment called ra’aton, the authors of the Talmud suggest cranial surgery as the cure and describe the preparation of a potential anesthetic, the surgery environment, and the removal of a growth. Although this account raises several questions about the ailment itself, it provides us with a rare look at invasive cranial surgery dating back nearly 2,000 years. 相似文献

This paper presents the motivation, procedures, and results of an experiment that examines short episodes of animal trampling in dry and water saturated substrates in South India. While horizontal artifact displacement was similar to that modeled by other trampling experiments, vertical artifact displacement in water saturated substrates was greater than any reported experiment to date. The toolstone used in this experiment, a silicious limestone, exhibited minimal damage after trampling. Artifact inclination patterning appeared to be a potentially diagnostic middle-range marker of trampling in water saturated substrates. Given the abundant number of Paleolithic sites that are located on flat, open surfaces near water-bodies, or experience monsoonal climatic regimes, we propose that future excavations should measure artifact inclination on a regular basis. 相似文献

This paper highlights the ways in which components of waterscapes—rivers, lakes, pools, wetlands and waterfronts—formed elements of the urban fabric in the Roman period. Urban archaeology has focused mainly on features relating to land, while nautical archaeology, studying rivers, ports and harbours, trade and seafaring, reminds us of the importance of watery contexts. By examining waterscapes in the urban setting we can start to break down some of the traditional dichotomies in archaeology between land and water. Since the 1960s, James Deetz and other archaeologists have attributed the appearance of the cherub icon on colonial-period gravemarkers to religious movements such as the Great Awakening or diminished Puritan influence during the eighteenth century. The cherub has been interpreted by many scholars as a symbol of a heavenly being that reflects freer perceptions on life and the afterlife. This article challenges the long-held religious connotations of the cherub icon. Instead, this article demonstrates that the icon relates to the wider Rococo artistic trend that was the prime influence on the forms and decorations of contemporary material culture. In this artistic fashion, the cherub is a putto, a Classical allegorical element that remained common in architectural and mortuary sculpture. The use of the putto comes with a number of additional contemporary elements and shows that consumer choice connected to the latest fashion instead of changing religious attitudes being the driver behind iconographic and decoration change on colonial gravemarkers. 相似文献

The preliminary results of excavations conducted at Nahal Be'erotayim West, an abandoned Bedouin campground in the Negev desert, Israel, indicate that multiple tents were pitched in this location in different periods and at different times of the year. The recovered artefacts and architecture provide a means to identify gender and seasonality in the archaeological record, respectively. Radiocarbon dates from an ash layer and two hearths offer evidence of intermittent occupation from the fifteenth to the nineteenth century AD, and chronologically diagnostic artefacts also indicate occupations from the late nineteenth to the mid‐twentieth century. 相似文献
