The revised International Health Regulations (IHR) entered into force on 15 June 2007. In accordance with this new international treaty, every member state of the World Health Organization has been given five years in which to review their existing health systems and structures, and where necessary, improve their capacity for the detection, reporting, assessment of, and response to public health emergencies of international concern. Of course, for developed countries, it is unlikely that establishing and maintaining these core capabilities will be difficult. For many less developed countries, however, the revised IHR obligations pose a challenge on a number of fronts. This article explores some of the challenges that less developed countries face in meeting their new IHR obligations prior to discussing the role that the Australian government can play in assisting its Asia-Pacific neighbours achieve these measures.  相似文献

战国时期,仙人思想呈现出东西部发展不平衡的状态。这种不平衡导致秦始皇统一后,受关东方士的引诱,逐步沉溺于求仙活动之中,生前全面实践活人成仙术,死后在陵园中实施成仙的种种辅助设施和幻想情景。西汉早期,在政治大一统的格局下,原有的仙人思想不仅进一步地相互交融,而且得到了丰富和扩展;活人成仙术对政治的影响力越来越大;死后成仙思想流行起来,极大地促进了墓葬文化的繁荣,奠定了此后千余年间墓葬表现的基本形式。  相似文献

The forests of British North America were integral to Britain's maritime empire. Many of these timbers exist today as wooden beams and flooring at historical dockyards and garrisons such as the Royal Naval Dockyard of Bermuda. In this paper, we investigate what timbers from this Dockyard can tell us about interconnections and empire-building throughout the North Atlantic region. To do this we drew from approaches of critical physical geography, historical geography, and dendroprovenancing by using timber as a way to interrogate collaboratively the changes in—and connections across—socio-ecological landscapes. We examined HM Customs records between 1825 and 1850 to determine the flow of timbers to Bermuda. We then sampled timbers from buildings constructed between 1825 and 1853 and analyzed them using isotopic and dendrochronological techniques to establish the probable location of origin of the timber samples. HM Customs records showed that prior to the 1840s, timbers primarily came from British North America, whereas post-1840 timbers primarily came from the southeastern United States, with some still coming from Europe and British North America. To establish whether timber use by the Royal Navy and Royal Engineers matched the pattern in the customs documents, we looked to the dendrochronological records. Dendrochronologic evidence showed that military construction followed the same pattern, with buildings constructed pre-1840 using material from British North America and buildings constructed post-1840 using timbers sourced from the southeastern United States. Finally, using this information we explore some of the connections between regions, in terms of resource use, and the implications of those uses—for example, that the British Admiralty continued to benefit from the practices of slavery through the use of products produced from enslaved labour in other parts of the North Atlantic well after emancipation.  相似文献

Our paper empirically demonstrates that employment subcenters in large urban areas have important economic relationships with each other, and not solely with the central business district (CBD). Using data from Houston, Texas, we estimate polycentric density functions and show that “total” gradients differ from gradients using only own‐center coefficients. We model asymmetry by showing density is very different for centers with overlapping areas of influence. We conclude that subcenters have important yet heterogeneous linkages to each other in addition to the CBD, and that therefore the polycentric city is more complex than simply having additional centers mimicking the CBD.  相似文献

The American craft brewing scene has exhibited continued growth over the past several decades fueled by the desire of many patrons to opt for unique, local brews in the place of homogenous national and international brands. Previous research reports that American microbreweries often express neolocalism in the marketing of their products: using local place names, people, events, landscape features, and icons on their labeling and in their names to establish roots with the local environment and culture. By way of qualitatively surveying 1564 microbrewery websites, this paper looks through a neolocal lens to examine microbrewery usage of ethnicity and race in their marketing efforts. Microbreweries are found to express ethnicity and race in their marketing schemes to a limited extent within which ethnicity, more so than race, is demonstrated. Specific examples include references to ethnic ties to the Scots-Irish in Appalachia, specific Native American tribes throughout the country, and Latino, specifically Mexican/Mexican-American, cultural heritage in the American southwest. In addition, findings reflect the demographics of the industry, which is dominated by whites of European descent.  相似文献

This article assesses the place of graphic satire in the burgeoning news culture of late seventeenth-century England. It argues that historians who have used visual sources as typical of party positions in a manner similar to modern political posters underestimate the sophistication of their interventions into politics. Graphic satires did not simply distil already existing ideologies into easily digestible images, but made significant contributions to political culture: through the repetition of key images from the Popish Plot (1678–1682) Whig graphic satire created a narrative which asserted control over the interpretation of events in a bitterly contested news culture. In response, Tory satirists developed sophisticated visual strategies to undermine that narrative, and it is argued that the graphic element of graphic satire – the skilful playfulness with which it parodied, commentated upon, or mocked other elements of news culture – was vital to its unleashing biting political commentary.  相似文献
