At a bridewealth payment made at the start of a wedding in Papua New Guinea, the groom diligently kept a note of contributions from relatives and co‐workers. The next day, he used one of his employer's computers to compile an Excel spreadsheet that detailed all the guests, what each one brought, and, in a separate column, its value in money. Turning people's gifts into nominal amounts of money helped register these into an enduring electronic form. The spreadsheet – an all too familiar tool of enumeration – gave the groom a record of transactions going forward. Papua New Guinea is most often known for the widespread emphasis placed on gift‐giving, especially the large prestations that are particularly important in the making of ‘Big Men’ and which are based on the belief in the high status of the giver and the onus of reciprocity. Today, spreadsheets permit transactions to be analyzed in a very different way – namely, in terms of currency‐like properties – allowing Papua New Guineans to understand, tap into and ultimately control the powers of money that echo current debates about the manipulation of big data.  相似文献

The G8 has rather crept up on our consciousness as an agency of global governance. It was brought into being in 1975 in order to give western leadership to the global political economy at a time of uncertainty and drew Russia into its activities in order to demonstrate and symbolize the triumph of western capitalist liberal democracy over its rival Soviet system. In that sense the G8 constitutes the club of the winners of late twentieth century history. But it has long been beset by problems of legitimacy and efficiency. Some of the leaders of the current G8 states also recognize that global politics has moved on a long way since the settlements of 1945 and 1989 and increasingly acknowledge the need to address that changing reality. They recognize that some other powerful countries have grown up and that it is now in the interests of the dominant countries to accommodate a limited number of these new powers within the structure and norms of the contemporary governance of globalization. In this spirit the G8 has lately sought to incorporate Brazil, China, India, Mexico and South Africa into its affairs, dealing with them as ‘outreach’ partners within a process that has been dubbed the ‘G8 + 5’. For their part, these early twenty‐iirst‐century winners will have to show that they are willing to work within the framework of western leadership. That is what the ‘G8 + 5’ process is testing out. Only when, and if, these tests are passed will the formation of a G13 become a politically realistic possibility.  相似文献

Summary. The historical development of the current interpretation of the Silchester church is reviewed, and shown to reflect the prior notion that it was a church, to the detriment of other possible interpretations of its use. The interpretation as a church presents several problems, mainly to do with the probable date of construction of the building, in the late third or early fourth century, and its abandonment, in about the second third of the fourth century. Romano-Celtic temple architecture seems to have had some influence on the design of the building, but on balance, the best possibility for its use was for an eastern cult.  相似文献

Although the law has always been a major reference point in the conduct of war, little scholarly attention has focused on the transformative effect of recent legal challenges, judicial rulings and inquiries on the armed forces themselves, notably the 2011 Gage Inquiry into the death of Baha Mousa and the Philip Inquiry into the Mull of Kintyre helicopter disaster. Despite this, the impact has been significant in the ways it has transformed the governance regime of British armed forces and the professional autonomy of the military. This article conceptualizes the impact of law on the armed forces as ‘juridification’. In applying this concept, this article analyses the implications of this for the culture, conduct and organization of the British armed forces. It argues that juridification closes a civil–military relations gap between society on the one hand and the armed forces on the other. As important, juridification also brings with it permanent instability because of the inevitable conflicts that arise from the replacement of an old order based on authority, to a new military system based on rights. Thus the effects of juridification are not just a liminal moment—a transitory dislocation from established structures and the reversal of existing hierarchies—followed by the creation of a permanent new order. Rather, juridification has initiated an era of instability that is characterized by the absence of any permanent settlement of authority and rights in the governance of the armed forces. This has significant implications for the armed forces and their professional autonomy and the social, political and legal context in which armed forces have to operate.  相似文献

This article argues that the military covenant between senior army commanders and soldiers is breaking down for two reasons: first, British forces are being engaged in new and controversial wars of choice, putting new and distinct pressures on the covenant; and second because senior military commanders have not fully appreciated the changes to their authority and power in governing the British army. It further suggests that military commanders, central staff and ministers need to acknowledge the scale of the internal challenges to the military covenant and develop appropriate responses. Drawing on examples from gender equality and sexual orientation, allegations of war crimes in Iraq, the military's duty of care and the proposed launch of a British Armed Forces Federation, this article argues that these challenges show that the military leadership has no choice but to rethink its outdated approach to governance of the British army, if it is to remain fi t for purpose. Without appropriate adaptation, army chiefs will have themselves contributed to the breaking of the military covenant, between the army and the individual soldier.  相似文献

ABSTRACT. Although many short‐term reasons for a specifically English Euro‐scepticism have been proposed, a long‐term perspective is required to provide a fuller and more rounded treatment of this important and topical political issue. It needs to be grasped in terms of cultural, political and religious factors in English history, specifically, the antiquity and political character of a sense of English national identity, on the one hand, and on the other hand, the nature and impact of Protestant covenantalism. Among the factors that have shaped a sense of English national identity are its insular, geopolitical situation, the early development of a centralised English state, and the concomitant growth of a unified English legal system. To the existing sense of national identity under the Tudors was added a strong current of religious separatism, manifested first through Henry VIII's break with Rome and his vindication of monarchical supremacy in a national church, and second through the Puritan return to the idea of election modelled on the Old Testament narrative of the Exodus and Covenant of the Israelites. These currents have lent to the sense of English national identity a strong oppositional character, in contrast to the transterritorialism of Christendom characteristic of the leading Roman Catholic powers. This can be seen both by comparing English with French historical trajectories, and more recently, in terms of the separate, but allied, position of England in relation to European integration.  相似文献
