One of the first steps taken by the newly elected Conservative–Liberal Democrat coalition government was to initiate a review of the national strategy of the United Kingdom. The review culminated in October 2010 in the publication of a revised National Security Strategy as well as a new Strategic Defence and Security Review. With the benefit of over twelve months of hindsight, this article is concerned with the formulation, the implementation and the longer‐term implications of the 2010 strategy review. The first part of the article assesses the review as a national strategic plan. What were the strategic challenges addressed by the review, what decisions, judgements and misjudgements were made, and what was overlooked? In part two the authors turn to operational matters: how far was the UK's post‐review strategic experience (i.e. in Afghanistan and Libya) consistent with the decisions and promises made in 2010? Part three discusses the review as a public statement of national policy, gauging the impression it has made on the national strategic narrative since 2010: how was the review received, what reputation has it acquired and what was/is the quality of the debate surrounding it? Finally, in part four the article asks what the 2010 review and its aftermath reveal of the formulation and implementation of national strategy in the United Kingdom. Was the 2010 review simply the latest in a long series of attempts by government to find a convincing and durable compromise between security challenges and national resources? Or was the review the beginning of something different altogether? Since the middle of the last decade the Russian leadership has conducted a strategic overhaul, publishing a cascade of new concepts, strategies and doctrines that attempt to frame plans in a long‐term horizon to 2020 and beyond. Following Vladimir Putin's re‐election in 2012, a series of presidential instructions and new plans have been published to update this overhaul. This article examines this commitment to strategic planning and whether it is tantamount to a grand strategy. The article explores the various understandings of Russian strategy in the existing literature, before sketching a definition of grand strategy. It suggests that Moscow has shaped a broad horizon and made some progress towards achieving the goals it has set out. But a grand strategy is more than formulating plans, it is also the coordination of relevant organizations and resources—‘conducting the orchestra’—to execute effectively the plans. The article thus concludes by exploring the difficulties Moscow faces: on the one hand, an evolving and competitive international context and, on the other, a domestic context burdened by a heavy inheritance from the USSR and contemporary Russian problems. John Vincent's Human rights and International Relations argued for embedding the right to be free from starvation in the international society of states. Principle and prudence were combined in a distinctive English School analysis of the universal human rights culture. Vincent argued that the entitlement to be free from the tyranny of starvation and malnutrition was one principle on which most societies could agree despite their profound ideological differences. Other conceptions of human rights, including western liberal doctrines of individual freedom, had the potential to create major divisions within international society, particularly when linked with a doctrine of humanitarian intervention. More recent approaches to world poverty raise large questions about whether Vincent succeeded in attempting to marry prudence in preserving an international order that remains anchored in state sovereignty with a principled commitment to ending starvation. Important issues also arise about how to build on his reflections on the prospects for a global ‘civilizing process’ that bridges cultural and political differences in the first universal society of states. 相似文献

This essay explores the different interpretations proposed by Ernst Cassirer and Hans Blumenberg of the relation between Platonic philosophy and myth as a means of bringing to light a fundamental divergence in their respective conceptions of what precisely myth is. It attempts to show that their conceptions of myth are closely related to their respective assumptions concerning the historical significance of myth and regarding the sense of history more generally. Their divergent conceptions of myth and of history, I argue, are at the same time not simply matters of abstract speculation, but spring from fundamental presuppositions concerning myth's political significance. The present elucidation aims not only to set in relief one or another of the ways in which Cassirer or Blumenberg understood myth, nor even to present Blumenberg's critical reception of Cassirer's theories, but above all to contribute to the interpretation of the political implications of myth and of its historical potency in our contemporary epoch. 相似文献
