ON THE ADVANTAGE AND DISADVANTAGE OF BLACK HISTORY MONTH FOR LIFE: THE CREATION OF THE POST‐RACIAL ERA

This article takes the Nietzschean dictum that history must “serve life” as a point of departure for an analysis of the American institution of Black History Month. Many continue to place great faith in the power of historical education to solve problems of race in America. Against this common‐sense view, this article argues that the excessive historicization of the problem of racism is at least as oppressive as forgetting. The black history propagated during this month has mostly been a celebration that it is history and thus a thing of the past. The article makes the claim that it is precisely a surfeit of black history that has encouraged the view that racism is vanishing in the river of time. The constant demand to view American racism through a historical frame has led to the perception that racism is a problem that must be historically transcended rather than solved. In other words, it is through the widespread dissemination of black history during Black History Month and elsewhere that the historical category of the post‐racial era has been constituted. The postracial era is not, as is so often claimed, a denial of historical context. On the contrary, it is an assertion that the horrors of racist discrimination were once real but are now over and done with.     

Economic Development,Social Identity and Community Empowerment in the Central and Western Amazon

A multi-dimensional and multi-scalar perspective is used to contrast different experiences with community development involving new settlers, the historic riverine peasantry and Amerindians on and beyond the advancing frontier in the Brazilian Amazon. Local development is shown to occur only when a compromise is reached between the economic development of individual farmers, common social background and community political empowerment. However, the local development of communities does not necessarily result in regional development because contradictions present between political actors can cancel out gains in one dimension or scale vis-à-vis others and so frustrate wider processes.     

ESTIMATION OF NEAR-SOURCE GROUND MOTION AND SEISMIC BEHAVIOUR OF RC FRAMED STRUCTURES DAMAGED BY THE 1999 ATHENS EARTHQUAKE

On September 7, 1999 an earthquake with magnitude M _W =5.9 occurred close to the city of Athens in Greece. More than 80 buildings collapsed, about 150 deaths and hundreds of injuries were reported. Soon after the event a damage investigation was carried out by two of the authors in the most heavily struck areas. The most serious damages were observed in the northern suburbs of Athens, where reinforced concrete frames and masonry buildings represent the prevalent construction systems. The hysteretic energy demands imposed on RC buildings should have been rather severe considering the structural systems characteristics and the inadequate construction details. However, over-strengths, redundancy and especially the presence of infill walls, provided a significant increase of the seismic capacity and contributed to the survival of many buildings.

The objective of the present work is to reproduce and analyse the response of typical RC frames subjected to the 1999 Athens earthquake in areas where the observed damage was particularly severe but no recordings of the ground motion were available. After a general overview of the seismotectonic environment, seismological data, observed macro-seismic intensities, structural typologies and observed building behaviour, an attempt is made to identify representative excitations in the meizoseismal area. Specifically, the required accelerograms are obtained by modifying available records so as to reproduce a given global energy content and to be consistent with the observed damage. To study the seismic response of RC models, the obtained accelerograms are used to perform nonlinear dynamic analyses.     

Rhetoric from Brussels and reality on the ground: the EU and security in Africa

This article overviews the development of African Peace and Security Architecture (APSA) to date and examines EU involvement in this. The European Union is the major financial partner in both military and non‐military assistance to the African Union (AU). Europe has shifted from being a major UN troop contributor towards the funding of African‐led peace operations, as well as the emergence of time‐limited, high‐impact, missions. With the exception of Somalia, these ESDP operations have provided little direct security benefit to Europe and their success has been limited. They have provided experimentation opportunities of ESDP capabilities in the Democratic Republic of Congo, Chad and Guinea Bissau. Events in the eastern Congo in late 2008 demonstrate that the EU needs to consider carefully when it intervenes militarily in Africa: non‐intervention and coordinated bilateral diplomatic efforts by EU member states can be more effective.     

Troublemakers: Laura Poitras and the problem of dissent

This review article considers three works by the distinguished documentary film‐maker Laura Poitras: My country, my country (2006); The oath (2010); and the recently released Citizenfour (2014), focusing on the whistle‐blower Edward Snowden. Poitras describes these works as a trilogy about American power after 9/11, but they are also about disobedience and resistance, or the problem of dissent. The article argues for the significance (and the virtue) of Poitras's project, as film maker and troublemaker, and for the necessity of what Solzhenitsyn calls civil valour.     

Thoughtlessness: Rumsfeld in Washington

This review article considers the case of Donald Rumsfeld and his disastrous tenure as US Secretary of Defense (2001–2006), as recounted by Rumsfeld himself in his memoirs and other writings, and in interviews with the celebrated documentary filmmaker Errol Morris, for The unknown known (2014). In all of these works he appears completely unreconstructed; indeed, remarkably self‐satisfied. The article reflects on Rumsfeld as operator and courtier, and Morris's pursuit of a man without qualities, with reference to Hannah Arendt's notion of ‘the banality of evil’.
