The objective of this study is to establish a methodology for temporary protective structures, that is, the guidelines for planning, design, and implementation of future protective structures. The basic method of this paper was the observation and analyses of temporary protective structures as well as the evaluation of the results achieved in implementation of these rules in completed structures, within the Hilandar Monastery complex on Mount Athos, in Greece. Mount Athos was inscribed on the UNESCO World Heritage List for its cultural and natural values. The Holy Mount Athos is a unique monastic complex in the world and only males are allowed past the entrance. Having performed the evaluation of certain types of temporary protective structures, the given results were offered as recommendation for their design and implementation. The most significant accomplishment of this paper is verification of the designed, calculated, and completed protective structures through practical application within the Hilandar Monastery complex, in accordance with all the factors of site management.  相似文献

The military is an important factor for the success or failure of democratisation processes. Portugal and Spain provide two paradigmatic cases. Despite their socio-economic, political and cultural similarities, these countries developed very different civil-military relations which significantly impacted their transitions. After having handed power over to a civilian dictator, Salazar, the Portuguese military eventually caused the downfall of his authoritarian Estado Novo regime and steered the transition to democracy. In contrast, the Spanish military, which had helped Franco defeat the Second Republic, remained loyal to the dictator’s principles and, after his death, obstructed the democratisation process. Drawing on primary and secondary sources, this interdisciplinary article contrasts the challenges posed by the military and the policies implemented by the Iberian governments to depoliticise and control it. It shows that the failed coups d’état in these countries helped tighten civilian control and paved the way for democratic consolidation. Using a policy instruments comparative framework, this paper demonstrates that not only the attitudes of the military but also the tools used to keep them under control were substantially different in Portugal and Spain. Historical legacies from the Spanish Civil War, Second World War and Colonial conflicts, as well as contextual factors, serve to explain this variation.  相似文献

This comparative study on the urban re-imagineering performed through large-scale urban refurbishment focuses on the specific post-socialist and post-conflict contexts of former Yugoslavia. Through the analysis of legislative and planning documents, expert interviews, reports, and media coverage, this study shows how initiatives for the implementation of grandiloquent urban megaprojects (UMP) in the capital cities of Serbia and Macedonia became extreme examples of national image reconstruction, carried out through autocratic state-led interventions that disregarded public input. The two main insights that the study provides classify these cases as rather particular in the European framework. First, the national governments have played a decisive role in conceiving entrepreneurial strategies for national rebranding through urban re-imagineering of its capital cities. Second, this politically orchestrated processes advanced through non-transparent decision-making, in spite of the rising opposition by the civic alliances. In conclusion, autocratic implementation of UMPs in the urban contexts of the Yugoslavian successor states played out much more forcefully, overriding the imperative to satisfy genuine public interest.  相似文献

This paper highlights the relevance of analyzing entangled territorialities and Indigenous use of maps in order to better understand what Lévy describes in terms of “spatial capital”—the socio-economic dynamics and power relationships maintained and negotiated between the stakeholders interacting within the Indigenous forestland. More specifically, it discusses the entanglement dynamics of land tenures coexisting today within Nitaskinan, the ancestral territory claimed by the Atikamekw Nehirowisiwok. Within Nitaskinan, members of the First Nation negotiate the continuity of their practices, occupation, and use of ancestral hunting territories with state institutions, logging companies, and non-Indigenous members of civil society who have interests in the land resources. All these stakeholders implement different territorial regimes that interact and sometimes conflict. Based on concrete ethnographic examples, the analysis presented here focuses on the compromises, frictions, resistance, and creativity that are part of territorial coexistence between Indigenous and non-Indigenous people.  相似文献

This article explores the origins of the historical relationship between war veterans and Fascism. Transcending the predominant paradigm of the controversial ‘brutalization’ thesis (George L. Mosse), the article relies on a transnational perspective that focuses on the interconnections between historical events and on processes of political communication and symbolic appropriation. Examining historical processes taking place in different European countries, as well as their effects on Mussolini and the Italian interventionists, the article argues that a transnational process of symbolic appropriation of the notion of the ‘veteran’, taking place between 1917 and 1919, is crucial to understand how the Fascist ideology and movement were born.  相似文献

Some have recognized an affinity between Pragmatist thought and that of Foucault, though this affinity is typically cashed out in terms of William James and John Dewey and not Charles Sanders Peirce. This article argues that bringing Foucault and Peirce into collaboration not only shows the relevance of Peirce for Foucault, and vice versa, but also enriches the thought of both thinkers—indeed, it also reveals important implications for the theory of history more generally. Specifically, the article crosses the Peircean concept of habit and the Foucauldian concept of practice (as it operates in the arenas of discourse, power, and self), ultimately decoding them in terms of an account of time that derives from Peirce and that gives a fundamental role to discontinuity. In this way the article shows how Peirce can provide Foucault with an account of time that buttresses and grounds his genealogical approach to history, while at the same time revealing how Foucault can provide Peirce with an account of history. The synergy between the two thinkers offers a way to think about the nature of history that goes beyond what each thinker individually provided.  相似文献

Recognizing the critique of sexual essentialism in the Women, Peace and Security (WPS) agenda, this article moves beyond this familiar narrative to address the narrowness of conflict frames that have to date been engaged by the WPS agenda. The events of 11 September 2001 brought new urgency and vibrancy to state action in the realm of counterterrorism. This momentum was illustrated both by the response of national legal systems and by more concerted efforts to achieve multilateral and multilevel counterterrorism cooperation on the international level. Notably, terrorism and counterterrorism have long been of only marginal interest to mainstream feminist legal theorists. Until recently concerted analytical feminist scrutiny has been missing in the assessment of terrorism, radicalism and counterterrorism discourses. This article addresses the lack of attention to terrorism, counterterrorism and countering violent extremism (CVE) initiatives in the WPS mandate and its consequences for mainstreaming gender interests in foundational aspects of peace and security practice. Recent normative augmentations including UNSCR 2242 and the amplified mandate of the Counter‐Terrorism Committee to include gender considerations are assessed. The article argues that these moves to include gender come late, and on the terms set by security‐minded states. The late attention to gender in counterterrorism leaves little capacity to produce an inclusive and reimagined feminist agenda addressing the causes conducive to the production of terrorism and the costs to women of counterterrorism strategies. This pessimistic assessment warns of the pitfalls of exclusion and inclusion in the new security regimes that have been fashioned post 9/11 by states.  相似文献

This article dissects the role of emergency food aid during the current Syrian conflict. Drawing on Séverine Autesserre's concept of frames and Giorgio Agamben's theory of sovereignty, we argue that the neutrality frame, which undergirds the majority of humanitarian relief efforts in Syria, obfuscates the impact of emergency food aid, both on sovereign power relations and local political dynamics. While neutrality appears benign, it has had a tangible impact on the Syrian civil war. Through close scrutiny of various case‐studies, the article traces how humanitarian efforts reinforce the bases of sovereign politics while contributing to a host of what Mariella Pandolfi (1998) terms ‘mobile sovereignties’. In the process, humanitarian organizations reaffirm sovereign power while also engaging in similar activities. We then analyse how and why ostensibly neutral emergency food aid has unintentionally assisted the Assad regime by facilitating its control over food, which it uses to buttress support and foster compliance. By bringing external resources into life‐or‐death situations characterized by scarcity, aid agencies have become implicated in the conflict's inner workings. The article concludes by examining the political and military impact of emergency food assistance during the Syrian conflict, before discussing possible implications for the humanitarian enterprise more broadly.  相似文献

The Archaeological Museum of Jaén's sizeable collection of Iron Age sculptures, dating from the fifth century bce , were all found at Cerrillo Blanco de Porcuna, a site in the Spanish province of Jaén. The collection comprises over 40 statues and hundreds of fragments. Incisions recently identified on some of these sculptures have been interpreted as sculptors' marks. The present archaeometric study, conducted with a 3D roughness meter, showed that the marks on several of the sculptures analysed were made with the same type of tool and the same engraving technique. While the graphological differences denote different authorship, they would appear to have been made in the same workshop. The morphological differences observed in the lines analysed on other sculptures are interpreted to indicate the use of other types of tools and engraving techniques.  相似文献
