Pakistan's foreign and security policies after the 2013 general election: the judge,the politician and the military

This article examines the consequences of Nawaz Sharif ‘s electoral victory in Pakistan's 2013 general election on the country's foreign and security policies. It analyses the relationships the new government is likely to entertain with the military institutions and the judiciary, and tries to identify the potential vulnerabilities of the new authorities. It concludes that the security situation will improve marginally, at best, and that a relatively smooth working relationship with the US, dictated by the constraints of the US withdrawal from Afghanistan, can be anticipated. Relations with India are likely to constitute the real test of the political freedom enjoyed by Prime Minister Nawaz Sharif vis‐a‐vis the military. The difficulty will be to calibrate the relationship to avoid provoking a backlash with the military.     

Anticipated mobility and its archaeological signature: A case study of Folsom retooling strategies

This essay highlights the value of anticipated mobility for untangling variability in prehistoric stone tool manufacture. To do so, it explores the organization of weaponry production at a series of Folsom campsites via the highly visible archaeological signature of Folsom fluting. A model of weaponry replacement based on deep planning and anticipation of needs is proposed, according to which Folsom hunters commonly replace their projectile points as they wear down, break or are lost, but on fewer occasions engage in the mass production of fluted points. This technological organization is consistent with a highly mobile way of life in which advanced planning buffers the risk associated with limited or stochastic access to good quality lithic raw materials. The model is then put to the test at the Lindenmeier site in northern Colorado. The spatial patterning of fluting activities in two discrete areas of the site demonstrates contrasting strategies of point manufacture: conservation versus gearing up (creation of a surplus). It is argued that these patterns represent distinct facets of a single technological organization.

PEIRCE AND FOUCAULT ON TIME AND HISTORY: THE TASKS OF (DIS)CONTINUITY

Some have recognized an affinity between Pragmatist thought and that of Foucault, though this affinity is typically cashed out in terms of William James and John Dewey and not Charles Sanders Peirce. This article argues that bringing Foucault and Peirce into collaboration not only shows the relevance of Peirce for Foucault, and vice versa, but also enriches the thought of both thinkers—indeed, it also reveals important implications for the theory of history more generally. Specifically, the article crosses the Peircean concept of habit and the Foucauldian concept of practice (as it operates in the arenas of discourse, power, and self), ultimately decoding them in terms of an account of time that derives from Peirce and that gives a fundamental role to discontinuity. In this way the article shows how Peirce can provide Foucault with an account of time that buttresses and grounds his genealogical approach to history, while at the same time revealing how Foucault can provide Peirce with an account of history. The synergy between the two thinkers offers a way to think about the nature of history that goes beyond what each thinker individually provided.
