John Mack is Keeper of Ethnography at the British Museum, and until recently was also Senior Keeper. He curated The Museum of the Mind: Art and Memory in World Cultures as part of the British Museum's 250th anniversary programme. Major changes have taken place at the museum, including the return of the Museum of Mankind to the British Museum's Bloomsbury site. This site will by next year also house the Anthropology Library, one of the largest anthropology libraries in the world, the holdings of which were greatly enhanced by the gift of the Royal Anthropological Institute (RAI) Library to the British Museum Ethnography Department Library in 1976. Debates about the future of small municipalities in Canada are set against a backdrop of economic, political, and social restructuring processes that have displaced former state investment policies in favour of neoliberal public policy approaches. Small municipalities struggle with outdated financial and governance structures and a provincial public policy agenda that asks them to become more creative, innovative, and “entrepreneurial” in their approach and responsibilities. Drawing upon key informant interviews with eight case studies in British Columbia, Canada, this research examines the tensions between municipal reforms mandated by the provincial government over the past 30 years and commensurate fiscal levers and capacities in place to address these broadening responsibilities for small municipalities in volatile staples-dependent regions. Our findings demonstrate how successive provincial governments have mobilized New Public Management objectives through a host of legislative and regulatory changes that have increased the responsibilities and requirements on local governments without commensurate fiscal or jurisdictional capacity. 相似文献

This article shows how Hayek’s understanding of ‘unlimited democracy’ was influenced by the work of Carl Schmitt. It goes on to make the case that ordoliberal ideas informed his suggestions for limiting democracy, made in response to Schmitt’s work. A number of authors have drawn attention to the influence of Schmitt on Hayek’s thought. Similarly, the ordoliberal relationship has been explored. However, these two influences must be read alongside each other in order to arrive at a full understanding of Hayek’s deep ambivalence towards democracy and how that developed from the 1930s through to the 1970s. Finally, the article makes the case that the decisive influence on Hayek’s later authoritarian turn was not the work of Schmitt, as certain authors have argued, but ordoliberal interpretations of dictatorship. Despite international pressure to condemn North Korea (DPRK), China’s successive leaderships have dealt carefully with Pyongyang, especially vis-à-vis its nuclear weapons program. This moderate stance reflects the two countries’ decades-long relationship, summarised in the Chinese idiom that Pyongyang and Beijing are “as close as lips and teeth”. Nevertheless, the DPRK’s third nuclear test in February 2013 raised enormous challenges for the new Xi Jinping leadership to maintain the previous DPRK policy focused on the status quo and stability on the Korean Peninsula. China’s attitudes and policies towards the DPRK after the provocative third test signified a possible reorientation of Beijing’s DPRK policy. This generated repercussions in the countries concerned and prompted debates among experts. This article asks how these events should be understood and what their implications are for the Xi leadership’s policy on the DPRK, the stability of the Korean Peninsula, and Northeast Asia. Given China’s competitive relations with other major powers, we conclude that the Xi leadership will not abandon the DPRK; indeed it will reinforce the policy of strengthening China’s influence over it. Nonetheless one aspect of doing so will involve China opening up to other – cooperative, multilateral – approaches to reinforcing stability on the Korean Peninsula and in Northeast Asia. 相似文献
