This article discusses the local government and decisionmaking system which emerged in the post-communist era in the former Czechoslovakia as a result of sweeping political, economic, and social change. The legal, institutional, and financial framework put in place following on rapid decentralization and deregulation is outlined; also discussed are problems associated with fragmentation, role definition, and uncertainty, as well as lack of management experience, strategic planning stills, training (both of local officials and elected representatives), and money.  相似文献

Epistemic communities are an established concept in the study of international relations but can also explain policy change at the domestic level. This article asks why some epistemic communities manage to convince decision makers of their preferred policies while others do not. It suggests that the reason lies in the causal mechanism of epistemic communities' influence on decision makers, mediated by decision makers' demand for expert input. Most epistemic communities scholarship focuses on single case studies where the communities' influence on policy was strong and clear, leading to an overestimation of the groups' influence. To help correct this probable bias, this article compares a successful case of epistemic community influence (health technology assessment in Poland) with an unsuccessful example of the same policy (in the Czech Republic). The juxtaposition allows for unpacking of the necessary parts of the causal mechanism (emergence of an epistemic community, its activity, access to decision makers, and successful suasion) and separating them from the crucial scope condition. Decision makers' uncertainty about the policy issue at hand has traditionally been the key scope condition for epistemic communities but the successful Polish case demonstrates that epistemic communities can be influential even in highly certain areas of routine policymaking, leading to a reconceptualization of uncertainty as policymakers' demand for expert input. Demand can originate from various sources, but any change of it affects individual parts of the causal mechanism, leading to a success or failure of epistemic communities' policy enterprise.  相似文献

Foraging ranges, migrations, and travel among Middle Holocene hunter–gatherers in the Baikal region of Siberia are examined based on carbon and nitrogen stable isotope signatures obtained from 350 human and 203 faunal bone samples. The human materials represent Early Neolithic (8000–6800 cal BP), Late Neolithic (6000–5000 cal BP), and Early Bronze Age periods (∼5000–4000 cal BP) and come from the following four smaller areas of the broader region: the Angara and upper Lena valleys, Little Sea of Baikal’s northwest coast, and southwest Baikal. Forager diets from each area occupy their own distinct position within the stable isotope spectrum. This suggests that foraging ranges were not as large as expected given the distances involved and the lack of geographic obstacles between the micro-regions. All examined individuals followed a similar subsistence strategy: harvesting game and local fishes, and on Lake Baikal also the seal, and to a more limited extent, plant foods. Although well established in their home areas, exchange networks with the other micro-regions appear asymmetrical both in time and direction: more travel and contacts between some micro-regions and less between others. The Angara valley seems to be the only area with the possibility of a temporal change in the foraging strategy from more fishing during the Early Neolithic to more ungulate hunting during the Late Neolithic–Early Bronze Age. However, the shift in stable isotope values suggesting this change can be viewed also as evidence of climate change affecting primary productivity of the Baikal–Angara freshwater system.  相似文献

A number of archaeological sites on Lake Baikal revealed evidence of Neolithic and Bronze Age seal hunting. A collection of 35 canines from four sites was used to develop a methodology for analysing growth increments of canine dentine for the purpose of examining aspects of prehistoric seal hunting. Results from this preliminary analysis indicate that seal hunting at these sites was a seasonal activity confined to spring and early summer. Baikal seals were probably hunted in early spring for their meat, blubber and furs, and later in the season for their meat and skins.  相似文献

Based on Chilean, Soviet, American, and Italian declassified documents, this article examines a particular case in the global Cold War: the only international exchange of political prisoners during that period, involving the general secretary of the Chilean Communist Party Luis Corvalán and Soviet dissident Vladimir Bukovsky. It emphasises the intersecting agendas, purposes, and consequences of multiple state and non-state actors in this episode: from the governments of Chile, the US, and the USSR, to the Chilean Communist Party, the Soviet dissident movement, and finally to the European communist parties, Cuba, international solidarity, and human rights movements.  相似文献

Is there evidence of significant ethno-linguistic/ethno-national rallying around the nation in Ukraine—as social science would have us expect in times of conflict? And, if so, might we expect this ethno-linguistic/ethno-national identity to rise with the prolongation of war? Or instead, is Ukrainian “civic-ness” the primary rally call that shaped and shapes collective identity in Ukraine? And if this collective identity is not ethno-linguistic in orientation then what values and political dispositions are bringing Ukrainians together in a time of crisis and war? Whilst political science might suggest that violence and extended periods of war can produce rallying to ethno-linguistic/ethno-national identity—original panel survey data collected among the Ukrainian population in March/April 2019, January/February 2021, and 2 December 2021/16 February 2022 coupled with a cross-sectional nationally representative survey collected 19–24 May 2022 provide evidence that ongoing regional war, crises, and now all-out invasion by Russia have shored up civic and not ethno-linguistic/ethno-national identities. Moreover, this civic identity is bounded to pro-European pro-democratic orientations.  相似文献

Paleodiet reconstruction using stable isotopes of carbon and nitrogen was carried out on individuals from the Bronze Age cemetery, Khuzhir-Nuge XIV on the western shore of Lake Baikal, Russian Federation. The cemetery contained 79 graves with 89 individuals and was in use between approximately 2700 and 2000 cal. B.C. with the exception of one burial, dated to around 4000 B.C. Archaeological and ethnographic evidence indicates that hunting and fishing were the main subsistence activities while gathering was less important. δ13C from collagen and carbonate apatite was analysed, along with δ15N from collagen. Bone mineral preservation was evaluated using Fourier transform infrared spectroscopy. δ13C and δ15N of collagen are positively correlated and reflect varying reliance on terrestrial mammals, fish, and seals from Lake Baikal. Lake Baikal biota exhibit considerable variation in δ13C at the base of the food web thus; there is variation in human δ13C (−20.1‰ to −16.2‰) despite the fact that there are no C4 plants in the region. δ15N results (range 10.3‰–16.5‰) indicate that fish, and possibly seals, made up some of the diet for everyone, but in varying amounts relative to terrestrial herbivores. δ13C from carbonate is not correlated with δ13C from collagen, a situation that has been found in remains from other coastal sites. A mixed diet from both terrestrial and freshwater ecosystems is the most likely explanation. Analysis of mortuary variables within the cemetery reveals three distinct clusters of graves with variations in burial treatment among the clusters. δ15N values are significantly different among these clusters, suggesting an association between diet and mortuary customs.  相似文献

The 1986 accident at the Chernobyl nuclear power plant in Ukraine produced severe environmental health problems. This paper reports on the environmental health conditions in Ukraine after the accident and the health policy approaches employed to respond to the environmental conditions and health problems. Crisis conditions and a period of rapid change in Ukraine contributed to the difficulties of developing and implementing policy to address serious environmental health problems. Despite these difficulties, Ukraine is taking effective action. The paper describes the primary environmental health problem areas and the efforts taken to solve them. The effect of intense public fear of radiation on policymaking is described. The paper discusses the ability of public fear to distort health policy towards certain problems, leaving problems of greater importance with fewer resources.  相似文献
