On 4 November 2018, more than 141,000 voters in New Caledonia went to the polls to determine the political status of the French Pacific dependency. A referendum on self-determination, the culmination of a 20-year transition under the 1998 Noumea Accord, posed the question: ‘Do you want New Caledonia to accede to full sovereignty and become independent?’In an unprecedented turnout, 56.67 per cent of voters decided to remain within the French Republic, while 43.33 per cent voted Yes for independence. These figures, with a clear majority opposing full sovereignty, suggest a setback for New Caledonia's independence coalition Front de Libération Nationale Kanak et Socialiste (FLNKS). In reality, the size of the Yes vote has disappointed partisans of the French Republic and opened the way for a second referendum in 2020.After briefly outlining the 1998 Noumea Accord, the article details the results and participation rates in the November 2018 vote. It then focuses on different aspects of the referendum campaign, including: the role of opinion polling, administration of the referendum by the French state; disputes over electoral registration; international monitoring; key objectives of the anti-independence parties; grassroots campaigning by the FLNKS and the significance of the youth vote. It flags some issues in the aftermath of the referendum, as New Caledonians prepare for the next local elections to be held on 12 May 2019. 相似文献

This article explores young people's practices in the virtual spaces of online gaming communities. Based on a three-year field-study of virtual worlds, it considers how young people construct and maintain identities within virtual social systems. The article discusses the relationship between the material and virtual aspects of young people's leisure. It suggests that the boundaries between these domains are porous. Virtual worlds offer spaces for the imagination and can enhance agency and, potentially, resistance. However, virtuality is no ‘liberated space’ and it incorporates norms and practices that often mirror those of the material world. 相似文献

Taking as read the wide range of other instruments that the EU has for international influence (enlargement, aid, trade, association and other arrangements, etc.), the Common Foreign and Security Policy (CFSP), under pressure from the Kosovo conflict, has been shaped by two important decisions in 1999: the creation of the European Security and Defence Policy (ESDP) to give the EU a military capability when NATO as a whole is not engaged, and the appointment as the new High Representative for the CFSP of a high-profile international statesman rather than a senior civil servant.
A major European effort will still be needed if Europe is to be effective militarily, whether in the EU/ESDP or NATO framework. The management of the CFSP has been held back by the doctrine of the equality of all member states regardless of their actual contribution. This in turn leads to a disconnect between theory (policy run by committee in Brussels) and practice (policy run by the High Representative working with particular member states and other actors, notably the US). It has been difficult for Javier Solana to develop the authority to do this, not in competition with the Commission as so widely and mistakenly believed, as with member states themselves, and particularly successive rotating presidencies. It is important that misdiagnosis does not lead to politically correct solutions that end up with the cure worse than the disease. Ways need to be found to assure to the High Representative the authority to work with third countries and with the member states making the real contribution, while retaining the support of all. Then, with its own military capability, the EU can have a CFSP that is the highest common factor rather than the lowest common denominator, with member states ready to attach enough priority to the need for common policies to give Europeans a strong influence in the big foreign policy issues of the day. 相似文献

In spite of considerable period propaganda to the otherwise, the average member of the Canadian Expeditionary Force was far from a northern superman. Some, in fact, were quite the opposite. A close analysis of enlistment records indicates that majority of Canada’s would-be warriors not only were — as one might expect — of average height and build, but also that many suffered from a wide variety of health concerns ranging from poor eyesight and dentition through to serious musculoskeletal, neurological, and psychiatric disorders. Moreover, evidence suggests that many recruits were poorly nourished. Indeed, despite the very real horrors and dangers that the Great War presented, the enlistment and discharge weights of CEF members suggests that joining the military was actually good for many Canadian males. This analysis is based on summary statistical examination of the medical and attestation papers of over 20,000 servicemen and a close textual analysis of the full file for a smaller number of men. 相似文献

There is scant literature analysing how young islanders regard climate change, particularly in terms of resilience, agency and a geopolitical aesthetic. To address that gap, this paper offers a theoretical framework and empirical example responding to such issues. The work's theoretical foci are upon the role of the artist as interlocutor; the importance of arts practices in encouraging children to participate in climate change debates and actions; and the potential of what anthropologist Tim Ingold has called the meteorological imagination. These three matters inform a two-year praxis project – A Map of a Dream of the Future – involving methods from the geohumanities and engagement with young islanders, academics, artists and writers, community cultural development workers, and educators. Together, we worked on various activities to draw out our individual and collective ideas about islands, arts, climate change, and geopolitics. In the process were created an education kit, children's workshops and exhibitions, and a professional art installation at a major national arts festival. At the same time, new insights have been gained about how the meteorological imagination may be a significant resource by which to work with children as they come to terms with a future whose climate has changed. 相似文献
