Europe and the American mind∗†

Wells's The New Machiavelli (1911) offers an excellent case study of the use of anti-Machiavellian Machiavellism as both a philosophical and a rhetorical strategy. In Remington, Wells creates a protagonist who follows Machiavellian rules of behaviour and denounces those who do likewise. The novel is structured to show Remington's progress from an idealist refutation of Machiavellism, through a recognition of its necessity, to the formulation of a private and political method for the necessary pursuit of Machiavellian principles under the disguise of anti-Machiavellism, including trenchant criticisms of Fabians as anti-Machiavellian Machiavellians. These stages, culminating in complete personal and public failure, are reflected in Remington's party allegiances, and broadened by Wells into an account of British party ideologies around the turn of the twentieth century. Wells's rhetorical design for mapping and assessing anti-Machiavellian Machiavellism is paralleled by an exploration of that technique in himself, attested by the predominance of autobiographical elements in The New Machiavelli, and by similarities between Remington's and Wells's own deception of others and themselves. Far from incidental, anti-Machiavellian Machiavellism is the motif that unites the shifting party allegiances, political conceits and moral hypocrisies, and private and public failures of Wells, Remington, and of the period of British politics that they intend to encapsulate.

Recycling: A Policy Dilemma for American States?

In 1990, 38 states passed more than 140 recycling laws. What prompts the states to commit to recycling? In this article, various political, economic, and environmental variables are tested for their independent and group effect on states’ recycling commitment. A composite measure of recycling commitment is developed by combining several political and economic attributes. The results indicate that in comparison to the commonly used economic, political, and demographic variables, a new set of variables measuring policy image are more promising.     

When “Bomb Canada” is Really Just a Metaphor: Using the American Jeremiad to Reinterpret Anti-Canadianism in the American Press

The most prominent motif in American social commentary is the jeremiad, a biblical prototype that bitterly laments the state of society and calls for its reform. In the post-9/11 period, as Canada and the US pursued diverging military policies, American pundits responded with a torrent of “anti-Canadian” criticism. Canadian pundits and scholars have argued that this critique fosters negative social attitudes and prejudice that could result in less favorable political relations. In contrast, this article evaluates political punditry through the framework of the jeremiad. It argues that these political pundits subject Canada to a unique form of self-criticism that identifies Canada as part of the national mission. The American Jeremiah scolds Canadian “apostates” as he would address American citizens who have backslid from the national ideal. The desired effect is spiritual, and will not necessarily lead to the political sanctions feared by Canadian observers.     

Are Canadians Stealth Democrats? An American Idea Comes North

In an influential 2002 study, John Hibbing and Elizabeth Theiss-Morse make the provocative argument that high numbers of Americans seek “stealth democracy,” that is, processes that discover the will of the people without requiring substantial citizen effort. This article applies the concept in a Canadian province and argues that the stealth democracy measure represents an ambiguous amalgam of attitudes that are only loosely related to one another, and which do not appear to represent a single, underlying concept. We draw on 2011 Saskatchewan Election Study data and find that Saskatchewan responses to the stealth democracy items generally parallel the responses gathered in previous studies conducted in the United States, Finland, Britain, and Australia. We move beyond these studies by examining the components of the stealth democracy index. We conclude by suggesting that the concept of stealth democracy be rebuilt to better distinguish among attitudes toward democracy, politics, and governing.     

Civil War heritage as American diplomacy, 1957–1965

This paper explores the role of Civil War heritage in U.S. public diplomacy during the Cold War era. Especially during the celebration of the Civil War’s centennial, between 1961 and 1965, the Americans endeavoured to harness the conflict’s heritage to promote U.S. interests in Europe. How they intended to do this is demonstrated primarily through an examination of Colonel Sidney Morgan’s mission to Europe to find how the commemoration of the Civil War could be used for public diplomacy. Additionally, by exploring how Civil War heritage was spread and used in the British public sphere, the paper examines and underlines the key role saved to unofficial cultural agents, such as Civil War re-enactment clubs and private people, in heritage diplomacy. The focus on unofficial agents and networks enable this study to show how heritage diplomacy works at the un-institutionalised level and to explore the interaction between the official and unofficial level in heritage diplomacy. The historical perspective and methodology cast new light on the use of history, historical memory and heritage for diplomatic ends and introduces both historians and heritage scholars with new avenues to explore, such as the role of memory and historical consciousness in shaping international relations.     

An American Prototype in Thomas Mann's Königliche Hoheit

This study is inspired by Henri Lefebvre's theories on the production of space to consider the issues of geographic scale, urbanism, and historical memory in Spanish playwright Jerónimo López Mozo's 1999 play El arquitecto y el relojero. In this drama, the discourses of scale and the spectacle of urban space permeate the dialogue and staging of the work while the characters confront contemporary anxieties about the spatial component of historical memory. Relying on Henri Lefebvre's tripartite theory of the production of space to explore this spatial component not only illustrates the important relationship between culture and space, but it also demonstrates how the production of space at one scale—the urban—simultaneously “articulates” (Delaney and Leitner) with the broader geography of the nation.     

Competing hegemons? Chinese versus American geo-economic strategies in Africa

For the first time since the era of the slave trade, African trade is arguably re-orienting from the “Global North” to the “Global East.” Chinese investment and trade with Africa is rising quickly. At the same time, the U.S. has increased its strategic engagement with Africa very significantly since the terrorist attacks of 2001. As a consequence of this, the continent has moved centre stage in global oil and security politics. This paper investigates the nature of Chinese and American investment and trade in Africa; the ways in which these governments view the continent, and explores the economic and political impacts of enhanced geo-economic competition between the West and the East there. It finds that current trends are reworking the colonial trade structure, strengthening authoritarian states, and fuelling conflict. However, there are also progressive dimensions to the current conjuncture which could be built on with more robust international coordination and action.     

Expressing Anxiety? Breast pump usage in American wage workplaces

This article considers the potential and problems for women seeking to combine breastfeeding with wage labor outside the home through the use of breast pumps. After locating the breast pump within cultural, historical and legislative contexts of shifting views about infant nutrition on the one hand and trends in women's participation in the wage work force on the other, we unpack how this technology has re-shaped the landscape of choices about infant feeding in the United States. Using disciplinary lenses of science and technology studies, feminist geography and women's studies, we examine how the breast pump has reshaped workplace experiences after childbirth. Based on interviews and survey data with respondents in Albany, New York across a range of class and racial backgrounds, we submit that while the breast pump does allow some women to combine breastfeeding and wage work outside the home, the advantages of breast pumps are constrained both by cultural attitudes about pumping as an activity, the lack of a sufficient legislative framework, as well as by the way workplaces themselves are designed.
