犯罪地理学主要研究犯罪现象的空间发生、发展和分布规律。从21 世纪以来SSCI、SCI 收录的地理学及相关学科期刊中整理500 多篇犯罪地理研究相关论文,分析西方近年来犯罪地理学发展态势,并选取100 余篇代表文献重点评述。总体来看,2000年以来,西方犯罪地理研究通过创新研究方法、加强学科融合等途径推进了犯罪过程和机制的研究,犯罪时空模式、城市社会环境与犯罪的关系、犯罪仿真模拟与地理画像、犯罪空间防控等领域发展迅速,犯罪地理研究不断扩展和深化,学科体系和发展脉络日益清晰。以此为鉴,未来国内的犯罪地理学应加强实证研究,以犯罪空间分析为重点,逐步形成包括新的研究方法、研究视角和空间观的研究体系。  相似文献

Abstract

The term ‘heritage crime’ has been recently brought into the spotlight by English Heritage — the organization tasked with protecting England’s heritage assets — and is attracting an increasing amount of attention from individuals and organizations from a range of disciplines. Heritage crime includes recognized crime types (such as arson, criminal damage, theft, and graffiti) but arguably has a greater impact on the country’s legacy for future generations because of the types of sites affected. This paper presents an initial examination of our understanding of heritage crime, and limitations to that knowledge. The paper contributes an initial typology to facilitate future interdisciplinary discussions of the problems facing heritage assets, and presents a possible route for expanding our ability to tackle this problem. Whilst this is an initial foray into the world of heritage crime, it is hoped that this paper will act as a stimulus for further discussion and action.  相似文献

Archaeological sites are at risk from acquisitive crime: this paper focuses in particular on illicit metal detecting. The effects of theft in this context are not merely financial, but have devastating impact on our knowledge and understanding of the site. Even where items are later recovered, we lose the vital clues about the precise context of an object. We therefore need to reduce the risk of theft occurring in the first place.

This paper draws on case studies from England and presents a new methodology to assess which archaeological sites may be at risk from illicit metal detecting: ‘HOPPER’ identifies the characteristics of sites likely to be targeted by offenders looking for antiquities. In brief: History (a history of finds at the site); Open (the site has physical public access, and/or is documented in the public domain); Protection (protected status can act as a beacon for offenders); Publicity (site is known about or receiving new attention); Evasion (there are known ways to escape apprehension); and Repeat victimisation (The site has been a target before). The impact of HOPPER will be its use in the field to develop a pragmatic risk assessment applicable both in a local and international context.  相似文献

This paper refocuses attention on what has been seen as one of the most important limbs of the Nuremberg Charter – the crime against peace, or aggressive war. It looks at the legal and political dimensions that motivated such a characterisation by figures behind the debate, and the various, at times uncertain steps, in bringing forth the designation based on breaches of the Kellogg–Briand Pact within the milieu of other traditional offences. Particular attention is given to the philosophical underpinnings of the crime against peace regarding individual German guilt, notably members of the Nazi leadership, with an examination of influences that proved critical in creating a punishable crime at international law. This paper argues that, despite being of continuing interest to civic groups, such an offence continues to trouble legislators and lawyers, rooted as it is in the focus on war as itself criminal.  相似文献

This article discusses what I call the creation of the juvenile delinquent in the period from the 1930s to the 1970s. Making use of a theoretical understanding taken from Michel Foucault and David Garland this article shows how several elements and factors contributed to this process of which I concentrate on discussing three: the criminal political context, criminological ideas and administrative changes. These practices, including the discourse production around the young offender, led to the creation of a new category: the juvenile delinquent. What happened is understood and analyzed with the help of Foucault's central concept of governmentality. Special emphasis had been laid on investigating the role in this process of reformatory prisons and the Reformatory Prisons Board. Three of the tentative conclusions that could be drawn from the discussion are that the domination of the administrative logic of order and control over the rehabilitative logic played an important role in the creation of the juvenile delinquent; that the diagnostic practice and the scientific credibility that it was built on created a widening gap between the young offenders and ‘normal’ youths; and that the creation of the juvenile delinquent contributed to a stronger symbiosis between the social, administrative and penal bodies.  相似文献

In the past 200 years Britons have responded to famines in particular ways. This article explores these particularities by focusing not simply on the remarkably unchanging humanitarian representation of the victims of famine but on the changing technologies through which relief was collected and distributed. It shows how technologies of famine relief were created from the need to govern colonial populations rather than from the development of new sentimentality and ethics. The authors seek to demonstrate that, despite the changing nature of these technologies, the forms of expertise that sustained them, a set of routines and practices developed that allowed the performance of a British way with famine that slowly extended from the empire to the world. In the wake of two world wars these forms of expertise were extended to Europe and became internationalised through the work of voluntary organisations. After the formal end of Empire, these technologies were retooled and used to assist places in postcolonial Africa. They also helped create a new type of global citizen, informed of technologies of relief and invested in the Global South through the rise of a humanitarian culture.  相似文献

Implementing sustainable community safety and security sector reform (SSR) in highly unstable and conflict-affected contexts is a significant and growing challenge. Donor-led SSR processes claim to enable transparent, effective and accountable provision of security. Yet, traditional, externally driven SSR processes implemented in a top-down manner have been shown to have important shortcomings. Using the experience of a form of SSR undertaken in the Jenin Governorate in the Palestinian territories, this article highlights some of these shortcomings—in particular, a lack of local ownership, failure to address governance issues, co-optation of political and security elites, and neglect of citizens’ views and needs—as well as describing a viable method for overcoming them to produce a more sustainable approach to community safety in extremely difficult circumstances through the use of outcome-based local crime prevention planning processes. In contrast, the Jenin community safety project was a bottom-up, community-based approach that built effective ‘partnerships’ for crime prevention with both formal security providers (for example, security forces, executive authorities, parliamentarians and governors’ offices) and informal security providers (for example, civil society, the media, and tribal and business leaders) to produce a viable mechanism by which a safer community with stronger local leadership might be created.  相似文献

Ownership represents a key relation between people and places. Eastern European transformations since the late 1980s confront western norms of private property rights within a capitalist system with the legacies of an alternative ownership system and with attempts to establish property markets from first principles. The developments in the former GDR and in eastern Germany after German reunification offer an opportunity to question assumptions of use and value which underlie western models of property tenure. While common themes of privatisation and commodification link eastern and western experiences, the particular manifestations of transformations in eastern Germany challenge the claims of the primacy of ownership and the legitimacy of claims for control over the built environment.  相似文献

Abstract: This paper utilizes a critical governmentality approach to theorize the processes through which urban elites become stakeholders in the “world‐class city”. Through a case study of public consultations for urban development plans in Chennai, India, the paper explores the technologies that produce urban actors who “participate” in urban governance. Key to these technologies is a discourse of participation that privileges and normalizes citizens as urban stakeholders. The paper contributes to current explorations into the technologies of inclusion that are central to an emerging civic governmentality in South Asia. In Chennai this civic governmentality engages various segments of civil society in processes of urban governance through the mechanism of public consultation. It is through these public consultations that elites come to exert influence over urban plans and consolidate a vision and desire for the world‐class city.  相似文献

Questions about the transformation of governance and national identity are being re‐examined in the context of contemporary economic globalisation. Scholars are debating the ways in which globalisation is reworking national identities through the shifting of economic governance away from ‘... the territorially defined boundaries of the nation‐state ... [and into] “unbundled” space for which there is not yet a name’ (Gupta, 1998: 321). Much of the work that has examined these questions of national identity and belonging under globalisation have emphasised questions of mobility, memory and identity in diasporic communities. In this paper, by contrast, I work with economic migrants within Ecuador to emphasise how contemporary globalisation processes reach inside national territories and work to reconstitute and reinvigorate pre‐existing social hierarchies and spatial identities. I develop these arguments in the context of Ecuador's economic crisis of the last two decades, drawing on in‐depth interviews with migrants to Quito.  相似文献

Abstract:  This article reflects on the author's experiences teaching an undergraduate lecture course on the politics of obesity. The course involved a critical examination of the construction and representation of the so-called epidemic of obesity and the major causal explanations for the rise in obesity. Students were unusually discomfited by the course and invoked pedagogical concerns and instructor embodiments in expressing their reactions. Student responses demonstrate how obesity talk reflects and reinforces neoliberal rationalities of self-governance, particularly those that couple bodily control and deservingness and see fatness as weakening the health of the body politic. The course also animated many students to scrutinize more deeply their own diet and exercise practices. I argue that the intensity of reaction stems from the productive power of the discourse of obesity and considerable investment students had in their bodies as neoliberal subjects. Besides classroom observations, the data in this paper are taken from student journals.  相似文献

In this article we examine the mode of governmentality constructed in Ireland with regard to the regulation and disciplining of sexuality in the post-independence era up to the writing of the Constitution (1922–1937). Drawing on the writings of Michel Foucault, we document how Ireland became an intense site of applied, national bio-politics with a panoply of government commissions and legislation, accompanied by new sites of reform (Magdalene Asylums and Mother and Baby Homes), which together were designed to mould and police the sexual practices of its citizens and create a sanitised moral landscape. Whilst a thoroughly gendered project, with nearly all legislation and sites of reform targeting women, we contend it was also a highly spatialised endeavour. The modes and practices of governmentality produced a dense spatialised grid of discipline, reform and self-regulation, seeking to produce ‘decent’ women inhabiting virtuous spaces by limiting access to work and public spaces, confining women to an unsullied (marital) home, and threatening new sites of reformation, emigration or ostracisation.  相似文献

In discussing the importance of public health anxieties within the birth of modern forms of governmentality, Foucault frequently mentions, but does not develop, the questions that arose about the appropriate disposal of the dead. In this paper, I explore the spatial rationalities of the modern cemetery in England in the mid-nineteenth century. As an illustrative example, I provide a detailed analysis of John Claudius Loudon's proposals for cemeteries. Loudon, a horticultural writer and designer who campaigned vigorously for cemetery reform, became crucial in the reconfiguration of the cemetery. I use Loudon's ideas as a dispositif, a material space that also provides a method of analysis for illuminating the operation of various inter-related governmental spatialisations and techniques. Specifically, I illustrate how the cemetery captures the diversification and widening of dispositional techniques of institutions and, at the same time, integrates hygienic imperatives, aesthetic-moral registers and an array of educational-civic functions. I argue that the cemetery, in real and ideal terms, manifests and intensifies a variety of rural and urban spaces and, paradoxically, generates a model milieu for the living.  相似文献

Abstract:  This article is concerned with the politics of inclusion. It analyzes the institutionalization of participatory citizenship as the formation of regimes of \"civic governmentality\". Through the study of key civil society organizations such as SPARC and Hezbollah, it studies three dimensions of civic governmentality: an infrastructure of populist mediation; technologies of governing (for example, knowledge production); and norms of self-rule (for example, concepts of civility and civicness). However, such regimes of civic governmentality operate within frontiers of urban renewal and indeed often facilitate and manage such types of development. The article examines the limits and contradictions of the politics of inclusion in the context of the bourgeois city and also studies radical forms of citizenship that emerge to challenge these limits.  相似文献

Abstract: A legal drug commonly consumed in Yemen, qat is often a flashpoint over development and business practice. Qat markets are sites for exploring the interaction between cultural economic practices surrounding qat production, urban politics, and broader questions of development in Yemen. Given the weakness of the Yemeni state relative to other institutions, this context is particularly helpful in theorizing localized forms of governance. Using interviews with various members of the qat industry in Sana’a, Yemen's largest city, this paper discusses the spatial and discursive strategies of qat vendors as they seek to produce and regulate their economic spaces. Central to this discussion is an exploration of Laclau's framework of hegemony and Foucault's ideas of governmentality, in the context of struggles for control over economic space playing out on the streets of Sana’a.  相似文献

This paper argues that the role of the planning system in the overproduction of development during Ireland’s Celtic Tiger needs to be analysed as instructive of contemporary neo-liberal transformations of strategic spatial planning. Leaning on a Foucauldian governmentality perspective, the genealogy of modern Irish planning practice is explored to elucidate how neo-liberal rationalities became embedded in institutional norms through consensus-driven partnership governance. The central premise is that the turn to ‘strategic spatial planning’, particularly with the publication of the National Spatial Strategy in 2002, was usefully exploited to mask the spatial politics of the ever-increasing need for the state to facilitate capital switching into built environment formation in order to maintain conditions of high economic growth. Using the empirical case study of housing development in the ‘Upper Shannon’ region and large-scale commercial development in County Meath, it is argued that this contributed to a destabilization of the planning system and an abandonment of basic planning principles. The paper concludes that, in the context of the new and deeply uneven economic geography of post-crisis Ireland, there is an urgent need for a repoliticized critique of normative interpretations of strategic spatial planning practice in order for more progressive practices to emerge.  相似文献

Abstract

Donnersmarck's The Lives of Others has been widely praised as the first German film to confront the horrors of the East German communist regime. But the film's politics may be ambiguous. As critical as it is of East Germany, it does not offer a ringing endorsement of West Germany. For example, the film's playwright-hero seems to have artistic problems in the West, just as he did in the East. The film's equivocal attitude toward communism is epitomized by its apparently positive view of the Marxist author Bertolt Brecht. This essay compares The Lives of Others with Brecht's play The Good Person of Szechwan in an effort to understand Donnersmarck's attitude toward his East German predecessor and what it means for his larger view of communism and its relation to art.  相似文献
