Abstract: In 2001 a coalition of actors including farm, consumer, health, environmental and industry organizations announced its opposition to Monsanto's attempts to commercialize GM wheat in Canada. Although this coalition consisted mostly of rural and agricultural groups, the three arguments that came to dominate the discourse advanced by the coalition seem, at first glance, to characterize a politics of consumption. These three arguments revolve around market acceptance, environmental risk, and the lack of democratic and transparent process in biotech regulation and policy. This paper argues that producer interests were not displaced by, but rather articulated alongside and through consumer‐driven discourses. In fact, farmers used claims about the supremacy of the consumer and impending environmental change to advance their vulnerable political and economic positions as producers of food.  相似文献

Public policy scholars often accentuate the key role of crises in explaining policy change; however, much empirical work still remains to be done in order to explain crisis‐induced policy outcomes. This article explores the prediction of the Advocacy Coalition Framework that stable coalitions and impediments to learning reduce the likelihood for policy change after a crisis. Strategic action is emphasized as a supplementary variable focusing on the role of political motivations in post‐crisis policymaking. Sweden's decision not to accelerate the nuclear power phaseout following the 1986 Chernobyl disaster provides a case study to assess the utility of these explanations. Findings corroborate theoretical expectations about stable minority coalitions, cast doubts over the presumed rigidity of policy core beliefs, and emphasize strategic action and cognitive heuristics as important motivations for policy choice. The article concludes by outlining three sector‐specific variables (ideological salience, level of conflict, and previous crisis experiences) that add to the explanation of crisis‐induced policy outcomes.  相似文献

Since the 1970s, Australian State and Commonwealth governments have entered the area of social identity, addressing issues associated with groups identified in terms of social cleavages, such as race or gender, rather than class. This article analyses social identity activity in each jurisdiction in terms of patterns of growth, innovation, emulation and commitment, and finds that the entry of governments into social identity politics has been characterised by diversity. Analysis shows that State behaviour is not explained by general characteristics, such as demographics, partisanship and institutional factors, but by State-specific factors, such as the contemporary political environment, influence of Premiers and political culture. Despite diversity in the emergence of social identity politics, activity in most jurisdictions has stabilised, suggesting that this new area of activity is an enduring extension to the role of Australian governments.  相似文献

This article analyzes the role of social movements and environmental organizations in crafting contingent coalitions to advance renewable energies in Chile. Until recently, Chile presented several conditions predicting the continuation of an arm’s-length energy policy and a deregulated energy market heavily concentrated on environmentally and socially unfriendly sources. However, gradual but transformative policy change in the last decade has made the country a world leader in renewable energy development. Studying two key moments in energy policy reform, we argue that the contingency of the coalitions that social movements and environmental organizations forged was crucial to the advancement of renewable energy policy and the transformation of the energy sector in the country. The paper advances our understanding of policy change in contexts of high path dependency and status quo bias, and builds the concept of “contingent coalitions,” unifying similar but scattered and under-theorized notions that capture the fluid dynamics of coalition formation and policy change in environmental policymaking.  相似文献

Against the background of the Pinochet affair, the author considers that a new era of international politics is in the process of being created. The House of Lords' ruling which has allowed extradition procedures against the former Chilean dictator, is understood as a formidable and groundbreaking decision in international law based on the defence of human rights against crimes committed by authoritarian and unlawful rulers. The decision taken under the European Convention on extradition and the setting up of a Permanent International Criminal Court in the summer of 1998 are, according to the author, signs that international law and international politics are moving in the direction of a universal acceptance that violators of human rights must bepunished.
However, the author is also cautious about the tension between the new path opened to international politics and the old power politics based on the absolute and indivisible sovereignty of the state. Double standards will certainly prevail and powerful states, in particular the United States, are reluctant to accept that international law and international politics are in the process of change.  相似文献

[I] want to single out one phenomenon that could be called the ‘politics of sources’. It points to the extent to which the histories that both scientists and historians can write are artifacts of the available sources. The Rockefeller Foundation not only opened its archives very early on for historical work but also invested a lot in making the archives readily available for historical exploration. During the 1980s, many young historians took advantage of this opportunity. Thus, in a relatively early phase of the professional historiography of molecular biology, one could have gained the impression that the development of the new biology as a whole was a bio-politically directed enterprise of the Rockefeller Foundation sustained by the vision that social processes could ultimately be controlled by biological processes.  相似文献
