Immigration policy in South Africa is undergoing serious revision in response to unprecedented cross-border migration into the post-apartheid state. This article looks at the relevance of orthodox international relations theory to migration policy in South Africa, and argues that fundamental shifts in approach are essential if IR theorists of the region are to contribute effectively to understanding and managing migration in southern Africa. It builds on the results of interviews with migrants and considers the significance of the themes of identity, community and gender as areas of particular relevance to international relations theory.  相似文献

Since the late 1990s, migration of single women from the rural north to the urban south in Ghana has been making up a growing share of migrant streams. While the livelihood strategies of these migrant women in their southern destinations have been recently examined, the experience of reintegration for those who return to their place of origin has rarely been studied. Drawing on qualitative research with migrant women, returned migrant women (RMW) and their family members, this study examines everyday reintegration experiences of RMW within their households in a rural Dagomba community in Northern Region, Ghana. We conceptualise the household as an arena of everyday life wherein RMW exercise agency to learn to generate livelihoods that support their own as well as household members’ joint well-being. We combine this conceptualisation of household with feminist scholars’ recognition of gender as situated process. Our conceptualisation makes it possible to illuminate gender dynamics around the everyday repetitive decision-making acts that constitute livelihood generation as performed by RMW within specific intra-household dynamics in the context of reintegration in the situated community. Through the examination of the diverse and contradictory ways in which RMW exercise agency in making decisions about livelihood strategies within their households in the studied community, we show how the everyday repetitive acts of RMW contribute to micro-transformations of a situated gender ideology.  相似文献

Why has ‘agency’ been such a tenacious concept in historical scholarship on women and gender, and what have been the consequences on this tenacity? This essay tackles these questions and proposes, through a brief examination of the history of skin lighteners in South Africa and beyond, how agency might be pushed in more surprising, more analytically productive directions. Too often agency slips from being a conceptual tool or starting point to a concluding argument. For example, in my subfield of African women's and gender history, statements like ‘African women had agency’ can stand as the impoverished punch lines of empirically rich studies. Consideration of Walter Johnson's 2003 essay ‘On Agency’ highlights the intellectual and political imperatives of 1970s Marxist and feminist social history that placed agency at centre stage. This essay examines why, more than a decade after Johnson's critique, agency endures as a ‘safety’ argument for reasons related to representational politics, research methodologies and the circumscribed imagination of intellectual gatekeepers. It argues that we should move beyond agency as argument by attending to the multiple concerns and desires – some intentional, others not – that animate human actions, including contentious gendered practices, and by examining how different historical actors have themselves understood agency. Agency has a history. By acknowledging and tracing that history, we will be better able to discern the usefulness and limits of agency for our own analyses.  相似文献

South Africans have a long association with water. It has provided a source of food, a medium for trade and a catalyst for migration and development. The country??s geographical position as a crossroads of maritime trade between Europe and the East means that its history is inextricably linked to the history of the rest of the world. The result is a multi-faceted representation of sites, objects and mythologies related to water and maritime heritage that reflect not only local historical and social development, but global cultural change as well. Given the importance of South Africa??s underwater cultural heritage (UCH), managers have grappled with management principles, ethics and theoretical models in an effort to produce and enforce heritage legislation that is relevant and effective. This paper outlines South Africa??s maritime context from 1.5 million years ago until the present, summarises legislative and mitigation developments over the past half century and provides details of current trends in maritime archaeology and UCH management at the southern tip of Africa. Training programmes and public awareness are keys to this strategy to bring UCH and maritime archaeology into the mainstream and counter treasure hunting and looting of this rich, friable resource.  相似文献

Autonomy has often been seen as a precondition for achieving gender equality, yet feminist scholarship has been rather ambivalent towards it. In this article, I explore this ambivalence by drawing on the experiences of migrant women, particularly mothers, focusing on the ways in which they negotiated their mobility with their partners. By analysing women's experiences of migration within a context of multi-sited and longitudinal, itinerant ethnography, I historicise their life accounts and place them within a broader framework of social and economic structural changes. On this basis I explore the concept of autonomy, particularly in relation to the exercise of women's agency within a context of market-oriented neoliberal reforms. I also question the potential of women's autonomy for gender equality and argue that there are at least two reasons for feminist scholars to continue being ambivalent towards autonomy.  相似文献

In 1995, the federal government started five pilot Franchise Funds (FF), to study their feasibility for improving productivity through the introduction of competition and capitalizing on specialization and economy of size. This paper describes the current approach to the use of FT. It suggests that the relationship between the FF and those that contract them for service resemble what economists call "principal-agent relations" and what they study as "agency theory." The paper concludes that the vast research on agency relations may help the development of a theory or a conceptual framework for studying and managing FF and contracts with them.  相似文献

This article compares the interrelationships between gender, family structures and intra-family care arrangements during two markedly different periods of Albania's recent history. The first of these, the communist era, was dominated by the autocratic state-socialist regime of Enver Hoxha. In contrast, the post-communist period that followed was characterised by a kind of reactive free-for-all capitalism and high rates of both internal and international migration, the latter mostly to Greece and Italy. Families have been torn apart by this mass emigration, resulting in husbands separated from their wives and children, and older generations left behind by their migrant children. All this contrasts with family, residential and care arrangements during the communist period when not only were families generally living in close proximity, but also state welfare was available to support vulnerable and isolated individuals. Across these periods, however, the burden of care responsibilities fell almost wholly on women, despite the egalitarian ideology of the socialist era and the potentially modernising and empowering effects of post-socialist migration on the agency of women. The article provides a valuable lesson in historicising regimes of gender, family and care across dramatically contrasting social models.  相似文献

The epicentre of the global HIV epidemic is southern Africa. Previous explanations point to migration patterns and highly skewed income distribution, both thought to promote risky sexual behaviour. This study emphasizes the importance of common infectious and parasitic diseases that increase the likelihood of HIV transmission by increasing contagiousness and vulnerability to infection. Using multiple regression analysis on country‐level data, the authors find that socio‐economic variables explain statistically only one‐tenth of the difference in HIV prevalence between southern Africa and other low‐ and middle‐income countries. Measures of five cofactor infections together with the socio‐economic variables, however, explain statistically about two‐thirds of the southern Africa difference in HIV prevalence. They conclude that the relative affluence of countries in southern Africa and historical migration patterns have tended to mask the vulnerability of the majority of their populations who are poor and who have very high prevalence of infectious and parasitic diseases. Those diseases replicate a cycle of poverty that produces biological vulnerability through coinfections. An important implication of this research is that integrating treatment of endemic diseases with other HIV‐prevention policies may be necessary to slow the spread of HIV.  相似文献

Much research on the relationship between migration and fertility has centred on the impacts of migration on child-bearing behaviour. This paper reverses this traditional orientation by examining one way in which fertility behaviour, embedded within a patrilineal society, may influence the migration opportunities of married women. The paper begins by discussing issues relating to gender and migration before outlining previously defined models of the migration fertility relationship. One of these models, selection, is used as the basis for further discussion. The context of migration, fertility and selection in terms of gender issues and sex preference patterns in China is presented. Using fertility and migration histories from a survey of a migration population in Beijing, China, to examine women's mobility patterns this paper suggests that the sex of a child can act as a selection factor in the migration of married women. Sex preferences exhibited by the survey respondents are outlined. The implications for migration and household studies are discussed.  相似文献

This paper reviews twenty years progress in the study of gender in Third World development and the extent to which gender has been incorporated within mainstream development theory and practice. Special reference is made to the role geography has played in this arena. It is argued that while gender as a theoretical framework for explaining women's differential but continued subordination should be reaching maturity, there has been little attempt to formulate cohesive models which integrate micro-and macro-level concepts and which could provide a firm base for future theory-building. More important, studies of gender in the Third World development have seldom addressed the question of development policy or put forward practical solutions for the integration of gender issues in development planning. As a case study of gender in development planning the paper examines the Australian Government's women in development (WID) policy, the ways in which it was informed, and the extent to which it has been implemented.  相似文献

This article contributes to conceptual debates on gender transformations in the context of migration and transnationalism. We do so by discussing developments in gender relations and identities among Polish post-accession migrants in Norway; analysing the intersections of continuities and changes, relationally, as these are produced spatially and temporally. We draw on ethnographic data collected among Polish migrants in the Norwegian cities Oslo and Bergen (2009–2012). Our focus on continuity and change in gender relations and identities, in the context of migration and transnationalism, stems from a realization that migration often leads to assumptions of either radical change, or conservative continuity. Meanwhile through an analytical lens sensitive to relationality and socio-spatial circumstances, we find friction, disagreement, as well as negotiation and resolution, and we argue for the variety of ways in which continuity and change may run parallel, reflective of variations in transnational habitus produced in relation to social class. We pay attention to locations and scales, as salient for how gender relations and identities are reproduced, transformed or contested. The flexible continuum we find reveals diverse strategies of coping with migratory situations, as well as complex interplay between migrants’ agency, existing structures and engendered understandings.  相似文献

Gender studies of violence have forced scholars to rethink the association of femininity with ‘vulnerability’ and the objectivisation of women as mute victims of organised violence and oppression, incapable of agency. Recent debates about the role women and homosexuals should play in military systems in the United States and other countries have sparked a renewed interest in exploring historical contexts of the relationships between gender and organised violence. If we consider violence as a performative act, whole new dimensions of gendered aspects of the history of violence and warfare emerge. In this article, I intend to draw on my research on gender, honour, and violence during the French Wars of Religion to explore the roles played by Protestant and Catholic women in southern France during siege operations. These besieged women acted to support their coreligionists by participating in the conflicts as healers, suppliers and even combatants. Besieged women were considered ‘vulnerable’ in sieges, yet their involvement in siege operations challenged contemporary gender stereotypes, threatened social norms and opened new potential cultural possibilities for these women. I hope to show how the discourses on violence, bodies, revolt and religion shaped the tough choices that confronted these women as they participated actively in civil violence. The besieged women in southern France, I believe, are key to understanding the dynamics of gender and warfare and the ways in which women have actively participated in violence – especially in cases of civil violence where the status of the body politic was thrown into question.  相似文献

Feminist geographers use the term diasporic subjectivity to emphasize the relational quality of identity as it is constructed in the dynamic in-between space occupied by the migrant and traversed by norms and practices associated with the village community, migrant peers, and urban consumer society, as well as nation-states. Using ethnographic methods, I explore how young, single rural Chinese women who migrated to Beijing in the 1990s negotiate sexuality in diasporic space, within the discursive and institutional orders of state, market and family. Though migration does not fundamentally alter these structures that construct inequality around place-based identity, gender and class, it does enable rural women to shift position within them and, significantly, to imagine that further, future change is possible. Foregrounding migrant women's agency in remaking gender identity from so-called rustic peasants to modern girls as well as in choosing marital partners and conducting courtship provides an important counterweight to the primary emphasis on structure found in much of the migration literature.  相似文献

This article re-reads representations of the self and agency in George Meredith’s The Egoist (1879) by drawing new connections between the novel and Victorian psychological theory. Critical discussions of The Egoist and psychological themes have rightly stressed the many ways in which, in Meredith’s novel, impersonal forces, biological, physiological and ideological, threaten to obliterate any notion of the self as discrete and autonomous. Yet Meredith maintains a strong ethical investment in individual agency. Comparing metaphors of fluidity, used to describe the self and consciousness in Meredith’s text, with similar images taken from the work of G. H. Lewes and James Sully, I argue that Meredith presents the self’s plasticity as crucial to its individuation and potential autonomy, even while that same plasticity also underlines the self’s vulnerability to social and ideological forces which threaten its independence. Clara’s individuality and agency take on distinctive political significance by challenging oppressive gender norms. Yet the vulnerabilities and bewildering complexities of individual subjective life, expressed in Meredith’s extravagant extensions of psychological metaphors, mean that any one self’s moves towards greater freedom must be fraught with uncertainty. The final part of the essay draws new connections between the psychological imagery that I have been exploring and Meredith’s engagement with human evolution. Clara’s individuation and capacity for autonomous action give the lie to Willoughby’s pseudo-Darwinian schematisation of her identity, yet the relationship between self and evolution remains a serious and complex issue in the novel.  相似文献

Prestige goods, in various combinations and permutations, feature prominently in anthropological and archaeological templates of the emergence of social inequality and early state formation in premodern societies. In Africa, discussion of the contribution of prestige goods to the evolution of cultural behaviours such as class distinction and statehood has been conducted primarily through theoretical lenses that allocate significant weight to the proceeds of external long distance trade. The major outcome is that archaeologists have rarely paused to evaluate not just the definition of prestige goods but also the congruity between global ‘universals’ and African ‘particularities’. Using empirical evidence from the southern African historical and archaeological records, this paper seeks to evaluate the concept of prestige goods and to assess their contribution to the evolution of Iron Age (AD 200–1900) communities of different time periods, from locally centred positions. It reveals that the distribution, use and deposition of exotic imports in southern Africa is not compatible with the pattern suggested by the prestige goods model, and points towards their valuation as embedded within situational contexts of meaning. In fact, hinterland elites controlled neither the source nor the distribution of exotic goods from producer regions, making them a volatile source of power and prestige. While local elites used exotic imports when available, and imposed taxes on their citizens—payable in both local and external goods—land, cattle, religion and individual entrepreneurship were far more predictable and stable sources of prestige, wealth and power. This provides the basis for reassessing the development of complexity in the region and potentially contributes towards global debates on the impact of long-distance trade in the development of complex states.  相似文献

Donkeys are the only ungulate definitely known to have been domesticated in Africa and were widely employed in the north of the continent and through the Sahara and the Sahel as pack animals, as well as spreading through much of the Old World. Used in Egypt by 4000 bc, they are attested in Nubia in the third millennium bc, in eastern Sudan in the second millennium bc and, in a Pastoral Neolithic context, at Narosura, Kenya, in the first millennium bc. However, they went completely unremarked by early European observers in southern Africa and appear never to have reached that region, unlike cattle and sheep, both of which reached it before the beginning of the Christian era in a process that linguistic and genetic data now firmly link to the migration of herders from East Africa. Taking its lead from previous studies of the impact of epizootic disease on the expansion through Sub-Saharan Africa of cattle and dogs, this paper asks if disease also constrained the southward movement of donkeys and, if so, what the consequences of this may have been.  相似文献

In this article, we analyse the processes of migration from the perspective of agency-structure debate. In particular, we focus on the reflexive and emotional aspects of geographical movement and the complex relations between the settlement context, Belfast, Northern Ireland, and migrating people, with their biographies, gender positioning, resources and agency. The movement across space is biographically significant, as it is often meant to resolve economic, family or personal difficulties. However, the geographical movement in itself is not necessarily empowering. We bring the notion of migration as potentially transformative but only when it is accompanied by structural enablements and agential powers of reflexivity. The reflection on one’s life course and the relations between self and the changing context of action shapes the migration experiences profoundly, which may further lead to shifts in gender positioning. The dynamics of shaping and being shaped is constantly present between migrants and the new context: the place influences everyday practices and, at the same time, the place is influenced by everyday actions and their reflexive elaboration. This article sheds light on these reflexive processes through the lens of gender.  相似文献

This article addresses processes of livelihood diversification among pastoralists in the rangelands of northern Kenya and southern Ethiopia. The objectives of the article are threefold: (1) to suggest a theoretical framework for addressing income diversification among pastoralists with reference to current literature and databases; (2) to present a case study on pastoral income diversification based on preliminary field research in northern Kenya and southern Ethiopia; and (3) to summarize current understandings of pastoral diversification while pointing to additional empirical research needs. By showing how comparative analyses in the region have been constrained by theoretical and data deficiencies, the article explores ways in which income diversification differs by what are termed conditional, opportunity, and local response variables. Climate, distance to market towns, gender, wealth, and education are attributes covered by these variables and discussed in the article. The conceptualization and case study provide useful bases for conducting comparative research on pastoral diversification in East Africa specifically, and in sub‐Saharan Africa generally.  相似文献

This article explores the interconnectedness between labor migration, gender, and the family economy in northwestern Ghana in the 20th century. It focuses specifically on the Dagaaba of the Nadowli and Jirapa administrative districts of what is now the Upper West Region (UWR). It examines how the relationships between men and women in terms of roles, status, access to productive resources and inheritance, changed in tandem with broader changes in society in the 20th century; changes that over time produced enhanced value and elevated status for women in the family. These changes in gender relations are reflected increasingly in the belief among elderly men that ‘now if you have only sons, you are dead’. By focusing on the lived experiences of ordinary women and men in the migration process, it argues that even though indigenous social structures privileged men over women in almost all spheres of life, Dagaaba women were nonetheless significantly active in shaping the history of their communities and that gender relations in Dagaaba communities were not static — they changed over time and generation. This article contributes to the ongoing discussion of the internal migration phenomenon in West Africa, which has so far attracted scant historical analysis.  相似文献

This article focuses on the potential of women’s non-governmental organizations (WNGOs) for effectively addressing gender inequality in Sub-Saharan Africa. As the mainstreaming of gender and women’s issues continues to pervade global governance, scholars, and practitioners have questioned whether local WNGOs are capable of formulating projects that are relevant to the communities in which they work. One important challenge is local WNGOs’ dependence on external funding and agendas. The extensive literature on women and development indicates that there is a critical need to develop a more radical, transformative feminist agenda for women’s empowerment. The objective of this quantitative study is to test the association between WNGOs’ emergence and measures of gender inequality in Sub-Saharan Africa. It argues that while there is evidence that WNGOs’ formation represents a legitimate response to African countries’ challenges in terms of gender inequality, the institutionalization of gender within NGOs does not automatically translate into greater gender equality and women’s empowerment. This article identifies some of the gaps and limitations of gender mainstreaming initiatives within African WNGOs. Examining the heterogeneity of women’s organizing and WNGO formation in the region and gaps in development activities, this study highlights the importance of place and space in developing a progressive feminist agenda. The quantitative analysis used in this study, which highlights the uneven geographies and scales of WNGO intervention in Sub-Saharan Africa, contributes to, and calls for more geographic studies on development and gendered activism.  相似文献
