From a theoretical perspective, it is possible to enhance the innovation of firms and institutions by combining the analytic (scientific) knowledge base of research and development (R&D) institutions with the synthetic (practical) knowledge base of industries. Such combinations of knowledge are also believed to support regional development. One such initiative to bridge knowledge from the R&D sector and industry is the Norwegian Centre for Offshore Wind Energy (NORCOWE). However, as our case study shows, it is hard to bridge knowledge from these two partner groups. We found that this is mainly because of differences in the partners' timelines (long versus short), their attitudes toward knowledge (research based versus experience based), application of the knowledge (knowledge per se versus commercialization), and organizational dimensions (linear/closed process versus interactive/open process). These differences show that the knowledge bases of these two groups may not just be different; they can also be seen as discrepant. We also argue that the NORCOWE initiative is influenced by a “policy push” logic. This implies that the initiative was not properly embedded in the industrial or R&D institutions before being launched, but was instead driven by a political will to promote the development of a new renewable energy source.  相似文献

This article analyses how neoliberal restructuring encouraged the use of participatory methods in agricultural research in Bolivia and how, at a later stage, participatory development initiatives had to be adapted to prevent conflicts with the post‐neoliberal views of farmer organizations. The article contributes to the debate on the normalization of participatory methods in agrarian development. Engaging with Foucault's work on governmentality and neoliberalism, our analysis goes beyond interpretations of participation which conceptualize it exclusively as a technology of power to discipline subjects. Drawing on a distinction between a liberal and a neoliberal moment in the restructuring of agricultural research, we study the case of PROINPA (Foundation for the Promotion and Research of Andean Products), a national NGO that was once part of the state system for agricultural research but was then privatized. Although PROINPA employed participation mainly to enhance managerial effectiveness, it also facilitated moments of participation from below. We argue that participation designed by this type of NGO is not just ‘technical’ as PROINPA professionals would like to perceive it, nor is it simply ‘political’ as critical views on participation hold. Instead it is malleable in the sense that each actor is involved in finding a new balance between technical, economic and political considerations.  相似文献

Being competitive requires continuously performing product and process innovations nowadays. Because of this reason, the absorption of externally generated R&D is increasingly important for companies. It is well known that companies differ regarding their aptitude for knowledge absorption. This paper aims at the identification of different firm profiles by means of the identification and valuation of drivers that support the absorption of external R&D. For this, we have carried out an empirical work that is based on a random sample of companies located in the northern Spanish county of Biscay. We identify four company conglomerates according to their attitude to absorb externally generated R&D.  相似文献

This article examines an institutional approach to development in which indigenous institutions are viewed as a resource for achieving development. It concentrates on indigenous natural resource management (NRM) institutions which have been seen by some development agencies to be a means to address the needs of people and the environment in a way that is also participatory. Using material from Borana, Ethiopia, the article describes the indigenous NRM institutions and examines the outcome of one attempt to work with them. In the process, it shows that partnerships between development agencies and indigenous NRM institutions are often fragile, and tend to dissolve when they fail to meet the preconceptions of the developers. Through an examination of this approach to development, the article also examines the usefulness of recent broad approaches to institutions.  相似文献

Since 1972, Nigeria has been engaged in a major effort to increase the incomes of small-scale farmers and to raise agricultural production. Its strategy is based on the induced diffusion of improved agricultural technology, supported by creation of a supporting infrastructure and executed through large-scale agricultural development projects organized outside the normal civil service structure. This paper reviews the Nigerian experience to suggest a five-stage model of the induced diffusion process. The nature of environmental and infrastructural (physical and otherwise) constraints on diffusion is also discussed .

The Convention on Biological Diversity incorporates an exchange that has been described as a 'grand bargain' which balances the needs of both technologically and biologically endowed countries. The role of genetic resources in R&D and sales varies by industry sector, however, so it is difficult to generalize on company demand for genetic resources and fair and equitable benefit-sharing. It is important, therefore, to examine the particular features of industry R&D programmes, providers of genetic resources, and trends in benefit-sharing partnerships in specific industry sectors. This article examines markets for genetic resources, costs and duration of R&D, types of genetic resources accessed, providers of genetic resources and benefit-sharing partnerships in the pharmaceutical, biotechnology, crop protection, seed, botanical medicine, horticulture, and personal care and cosmetic industries. The article concludes that experience and 'best practice' in benefit-sharing have progressed quite significantly on a number of fronts in the past decade, including the development of corporate policies in response to the CBD. The most effective form of benefit-sharing, and realization of the ' grand bargain' envisaged by the CBD, is found through partnerships between private-sector and source-country institutions that link commercial use with sustainable development and biodiversity conservation.  相似文献

Andalucia is a southern European LFR (less‐favoured region) with a high degree of self‐government that has allowed it to design its own R&D policies that complement those implemented throughout Spain and the European Union (EU). Recently the Regional Government passed the Third Andalucian Research Plan 2000–2003, an R&D planning instrument that, as has become customary in previous Plans, attributes considerable budgetary weight to the scientific aspects of the science–technology–industry system (Andalucia allocates more of its own resources to promoting research than any other region in Spain). This paper provides deeper insight into the role played by science in driving the technological development of Andalucia, one of the LFRs of the EU. The aim was to answer five fundamental questions: How is basic science utilized by industry in Andalucia? Which sectors are the most dynamic in the employment of scientific know‐how? Which scientific fields are most in demand by industry? Which types of institution utilize scientific knowledge most profusely? What delay is there in incorporating science into technology? The methodology that has been applied for investigating the links between science and technology is based on scientific citations in patent documents (NPC). The results in this article provide relevant information about the interconnection of scientific and technological systems and thus constitute a good point of reference for the development of future R&D plans.  相似文献

Technology is of key importance to the growth of regional firms and economies. Research has shown the association between low technology development or take-up and regional disparities. Hence technology policy is moving closer to the heart of regional policies. European innovation programmes are intended to involve firms, large and small, in international technology research and development networks. The paper focuses on the involvement of Spanish firms in such programmes. Participation tends to be low if business R&D, presence of large firms, and the development of regional innovation systems are also low. Creation of R&D infrastructure through the Structural Funds has now to be prioritized at EU level and also define a new scheme of sectoral priorities in order to support R&D innovation activities in fields diverse from high-tech, if regions are to escape the 'low R&D trap'.  相似文献

This article presents a case study of the rise of Pfizer as a leading pharmaceutical company, with a focus on changing relationships between manufacturing technology and R&D between the mid 1940s and the mid 1960s. Pfizer first moved into pharmaceuticals through participation in the US government's penicillin effort during World War II. The company had expertise in deep tank, biological fermentation for the production of chemicals that it adapted to the manufacture of penicillin. Having greatly expanded its biological manufacturing capacity to meet state needs, Pfizer adopted an R&D program to find new microbial antibiotics suited to its manufacturing technology after the war ended. Pfizer's successes in this antibiotic era established the firm as a major pharmaceutical company. In looking to larger commercial markets for drugs, Pfizer, like its competitors, pursued medicines for chronic diseases rather than acute infections. For this pursuit, in the 1950s and 1960s, Pfizer transformed itself into a chemistry‐orientated pharmaceutical firm by reorienting its R&D toward chemistry. This led to a growing divergence between R&D and manufacturing and the eventual replacement of biological manufacturing with chemical manufacturing. The article explores the changing trajectories of R&D and manufacturing at Pfizer, their shifting positions within the firm, and the consequences of these changes and shifts for the firm's strategy and organization.  相似文献

In the varieties of capitalism, welfare capitalism, and systems of innovation literatures, the university is a critical actor as public employer, trainer and provider of several public goods. However, there is relatively weak enquiry into the spatial and institutional characteristics of university-led economic development and a relative neglect of the political economy and organizational features of embedded R&D projects in urban and regional planning. We argue that technical projects, far from being stand-alone entities, have taken on the broad characteristics of the university and city-regional development mandate in where they reside. The article is based on an exploratory study of university–industry R&D projects in six city regions of Finland. We show that: (a) the shifting role of universities reflects a changed context for the welfare state in which the “public” debate occurs; (b) These create distinct issues of legitimacy and coalition-building in local economic planning which give rise to diverse regional interpretations of single technology programmes; (c) We categorise three general types of models of R&D projects in universities and propose tentative categories of contributions to “public knowledge”. This diversity of interpretations and outcomes leaves us optimistic regarding the ability of city-regions to adapt and plan for the future against a changing welfare state that shapes the university's role, yet more cautious about any clear-cut “public knowledge” emerging from such technical projects.  相似文献

In response to (and in sympathy with) many of the critical points that have been lodged against participatory approaches to development and governance within international development, this article seeks to relocate participation within a radical politics of development. We argue that participation needs to be theoretically and strategically informed by a radical notion of ‘citizenship’, and be located within the ‘critical modernist’ approach to development. Using empirical evidence drawn from a range of contemporary approaches to participation, the article shows that participatory approaches are most likely to succeed: (i) where they are pursued as part of a wider radical political project; (ii) where they are aimed specifically at securing citizenship rights and participation for marginal and subordinate groups; and (iii) when they seek to engage with development as an underlying process of social change rather than in the form of discrete technocratic interventions — although we do not use these findings to argue against using participatory methods where these conditions are not met. Finally, we consider the implications of this relocation for participation in both theoretical and strategic terms.  相似文献

This article examines the proliferation of development discourses about participation and partnership, focusing on natural resources management policy in Ethiopia. It argues that relationships between the state and donors and between donors themselves are contested and negotiated. The generation of policy is a value–laden process. However, because these institutions are not monolithic, the agency and positioning of those individuals charged with implementing participatory policy influence both practice and interpretation. This may go some way towards explaining the frequent gaps between policy and practice.  相似文献

Classical diffusion research, both in geography and sociology, received considerable criticism in the 1970s and 1980s, but after that the diffusion debate has faded away. At the same time, one of the earliest contributors to diffusion research, Gabriel Tarde, is now attracting the attention of both geographers and sociologists. Drawing on earlier experiences with agricultural extension and the Green Revolution, this Tarde‐inspired article aims to revitalize the diffusion debate through an ethnographic case study of extension practices in Hambantota District, Sri Lanka. The study is based on field material collected between 2009 and 2011, which includes semi‐structured interviews with representatives from various spread agencies – government agricultural instructors, NGOs, social enterprises, and the inorganic industry – as well as with farmers and other key informants. Following the recent work of Nigel Thrift, it is argued that such an approach to the study of innovation diffusion can be a way of uncovering “the political economy of propensity”. The article suggests that a return to Tarde should not lead researchers back into naïve diffusionism, or towards a position that blames traditionalist farmers for non‐diffusion. Non‐human actors can also exhibit resistance and sociality: innovations travel through a landscape which is both human and non‐human, and the spread of organic farming practices is configured by both bonds of trust among farmers and bonds of chemicals in the soil. Furthermore, it contends that future research may interrogate the ways in which the very medium of diffusion is being reconfigured, following actors' institutionalization of innovation diffusion methods.  相似文献

Government support and commitment are of particular importance for renewable energy technology innovation activities, which are highly contingent on policy and market uncertainty. The research focus of this article is to examine the relationship between policy stability in public resource allocation and policy outcomes in renewable energy technologies. With time‐series cross‐sectional analyses, we test effects of both the stability and magnitude of federal R&D expenditures on patent applications in five renewable energy sectors (i.e., solar, wind, hydropower, geothermal, and bioenergy) from 1974 to 2009. The findings show that technology innovation is affected by both the magnitude and stability of government financial commitment. Nevertheless, when industries perceive government support over longer time frames, the magnitude effect loses explanatory power to the stability effect. In addition to federal R&D expenditures, policies pertaining to technology commercialization and marketization are a critical determinant of innovation activities. This study demonstrates that incremental, predictable, and credible expenditures facilitate renewable energy technology development. Conversely, a boom‐bust cycle of resource support fails to translate policy goals into intended results.  相似文献

In the heritage field, institutions tend to see social participation as a synonym for good governance practice. This extends to other areas such as the environment, humanitarian aid, and sustainable development. In this article, the authors analyze the use of participatory models in the management of heritage through the study of three heritage sites in Spain: the prehistoric paintings in Altamira, the Mosque‐Cathedral in Córdoba, and the Cabo de Gata‐Nijar Natural Park. Their study suggests that, despite the promises of more democratic heritage governance, participatory methods are commonly bounded by social fractures that are concomitant to certain ‘heritage regimes’. They conclude that the critical study of participation in heritage should go beyond the dichotomy between ‘good and bad’ participation. Rather, it should focus on understanding what participation does to the entire heritagization process.  相似文献

Abstract

Agriculture in Alaska is beginning to expand. The approach used to facilitate this expansion may serve as an example for other regions where the pressure for development stems from public interest groups. Alaskan agricultural development is tied to the disposal of government-owned land. If agriculture is to develop according to the United States farm production model, then large quantities of agricultural land must be sold to private citizens. Past federal policy in Alaska has not led to this outcome and thus the present-day development efforts spring from state government leadership. This has led to the recent undertaking of three state agricultural projects which have in common low cost land, low cost financing, and planning by people trained in agricultural disciplines. The pivotal aspect of agricultural development efforts in the state of Alaska is the successful transfer of research and technology to private sector farmers. If this can be accomplished, then Alaskan agriculture is likely to flourish.  相似文献

This paper explores the effectiveness of policies ‘in’ attracting the foreign research and development (R&D) of multinational enterprises (MNEs) to specific countries in Europe. We develop a macroeconomic investigation covering 29 European countries during the period between 1990 and 2012 in order to address: (a) whether the provision of direct financial support for business R&D is effective for the attraction of foreign R&D; (b) whether direct support is more effective than indirect support for this purpose and (c) whether the link between direct financial support for business R&D and the foreign R&D of MNEs is conditioned by the context within which the support is provided. The results of the analysis show that, first, the provision of direct financial support is generally effective for the attraction of foreign R&D by MNEs. Second, direct support for business R&D is more effective for this purpose than indirect support. Third, the provision of direct financial support for business R&D yields greater returns in contexts that are more socio-economically suitable for knowledge-intensive, innovative activity.  相似文献

Genome editing — a plant-breeding technology that facilitates the manipulation of genetic traits within living organisms — has captured the imagination of scholars and professionals working on agricultural development in Africa. Echoing the arrival of genetically modified (GM) crops decades ago, genome editing is being heralded as a technology with the potential to revolutionize breeding based on enhanced precision, reduced cost and increased speed. This article makes two interventions. First, it identifies the discursive continuity linking genome editing and the earlier technology of genetic modification. Second, it offers a suite of recommendations regarding how lessons learned from GM crops might be integrated into future breeding programmes focused on genome editing. Ultimately, the authors argue that donors, policy makers and scientists should move beyond the genome towards systems-level thinking by prioritizing the co-development of technologies with farmers; using plant material that is unencumbered by intellectual property restrictions and therefore accessible to resource-poor farmers; and acknowledging that seeds are components of complex and dynamic agroecological production systems. If these lessons are not heeded, genome-editing projects are in danger of repeating mistakes of the past.  相似文献

In the two decades since Alexander Lockhart's seminal article on the insider–outsider dialectic in native socioeconomic development, a great deal of change has occurred in the Canadian North and new challenges have emerged for community‐based participatory research and development. This is particularly the case in the Northwest Territories, where Aboriginal communities are facing for the first time the triple challenges of Aboriginal land claims implementation, Aboriginal self‐government, and a boom in mining and petroleum development. Increasingly, participatory methods in research and community development are being co‐opted to serve state or corporate interests, far from their radical origins in movements for social change. A historical analysis is called for that accounts for the contradictory and contested social contexts in which participatory activities are imbedded. This article suggests that a return to the roots of the participatory method requires the creation of a new autonomous space of resistance. The academic outsider is uniquely positioned to facilitate critical interventions in both community and university contexts. The resulting convergence of critical outsider and insider has great potential in the forging of new knowledge that can contribute to self‐determination beyond the bounds of the state.  相似文献

Although environmental assessment (EA) has been applied to large resource and infrastructure projects in developing countries, recent innovations in EA concepts, processes and tools have facilitated its application to small projects focused on basic human and livelihood needs. This paper describes innovations in the application of EA to community projects implemented by Canadian nongovernment organizations and their partners in sub‐Saharan Africa. Innovations include: (1) the dovetailing of environmental constructs in neopopulism with a conceptual shift in EA toward participatory, transactive planning; (2) assessment methodologies adapted from participatory rural appraisal; (3) development of grassroots EA capacity; and (4) linkage of community EA with project planning. Community EA is demonstrated for five cases involving agriculture and charcoal retail in Uganda, water supply and flood control in Niger and integrated rural development in Zambia. Future prospects and challenges include cultural adaptation, community empowerment through realignment of power relationships, mutual development of local and national EA capacity and increased training and resources for enhancing grassroots EA capacity .  相似文献
