中国早期丧葬文书大致经历了遣策、告地书再到买地券的发展历程。告地书的内容是死者从居住地向地下世界迁移所需要的相关证明资料,其行文格式完全仿照官府文书。告地书的内容及行文格式证明秦汉人心目中的地下世界具有着与地上世界同样严格的户籍登报制度,迁徙时也需要完备的通关文书,墓主人的去世也不过只是在阴阳两界的迁徙。丧葬文书形式的变化与社会的发展有着极大的关系,告地书在这一发展历程中起着承上启下的作用,是极为关键的中间阶段。  相似文献

The role of the state is greatly misunderstood in post-Soviet affairs. In particular, neither urban bias nor corporatist models help to understand the impact of reforms in rural Russia. The article argues that the best way to understand the impact of marketization on the rural sector is through the concept of state withdrawal. State withdrawals is distinct from state weakness, the former reflecting policy choices and the latter concerning state capacities. This article focuses on several central economic aspects from which the state has withdrawn: state control over wholesale food trade and purchase prices, state regulation of the terms of trade, and state direction over rural capital investment policy. State withdrawal reflects political choices. Policy choices flow from ideological principles that emerge from neoliberal philosophical conceptions of the role of the state in the economy. As a result of neoliberal philosophies of the state, the rural sector has experiences sever economic and social consequences.  相似文献

The importance of culture in defining new models of local development has been increasingly emphasized. However, less attention has been paid to the influence of local development models on local cultural policy. This article will focus on analysing two cities that have used culture as a central element in their economic and urban development. In both cases, they have followed different strategies but the two have finally finished generating two “white elephants”: the Universal Forum of Cultures in the case of Barcelona and the City of Arts and Sciences in the case of Valencia. From a comparison of the two cases, the paper analyses the causes of this urban phenomenon, which combines cultural legitimation, wasteful investments, financial and social unsustainability and, last but not least, corruption. These four characteristics of cultural white elephants express the depletion of a neoliberal city model based on real estate speculation and tourism, which de facto relegates culture – in spite of discourses about social cohesion and sustainability – as an instrument of urban branding and elite socio-economic domination.  相似文献

This article attempts to explain changes and continuity in the developmental welfare states in Korea and Taiwan within the East Asian context. It first elaborates two strands of welfare developmentalism (selective vs. inclusive), and establishes that the welfare state in both countries fell into the selective category of developmental welfare states before the Asian economic crisis of 1997. The key principles of the selective strand of welfare developmentalism are productivism, selective social investment and authoritarianism; inclusive welfare development is based on productivism, universal social investment and democratic governance. The article then argues that the policy reform toward an inclusive welfare state in Korea and Taiwan was triggered by the need for structural reform in the economy. The need for economic reform, together with democratization, created institutional space in policy‐making for advocacy coalitions, which made successful advances towards greater social rights. Finally, the article argues that the experiences of Korea and Taiwan counter the neo‐liberal assertion that the role of social policy in economic development is minor, and emphasizes that the idea of an inclusive developmental welfare state should be explored in the wider context of economic and social development.  相似文献

自改革开放以来,持续了近40年的飞速发展和规模扩张,我国的城市发展步入了“后城市化”时代。“快速扩张下”的城市收缩现象越来越引起理论和实务层面的关注,其中空间层面的资源不匹配和不协调是带来城市收缩的重要原因。基于“空间—行为”互动理论,尝试从“制度—政策—行为”层面的空间不匹配,解释城市收缩的逻辑归因。其中,制度空间通过“经济体制转型”和“社会结构变迁”,带来收缩城市在空间和社会上的两极分化;政策空间基于政治体制、社会政策带来城市发展的不平衡;行为空间嵌入个体、群体、家庭行为中,通过职住分离、就业环境等带来个体“空间—行为”的不匹配。最后,提出深化经济制度改革,促进收缩型城市再“更新”、关照区域政策平衡,扩大收缩型城市的公共服务供给、坚持“以人为本”,让城市成为“人”的“家”等治理导向与政策尝试。  相似文献

Culture and creativity as drivers of development are established features of the urban policy agenda. This article examines the interplay of culture, creativity and city planning using the example of Copenhagen, Denmark. Denmark presents an interesting example because whilst it has a tradition for linking culture with urban economic boosterism, recent research has suggested a social emphasis in its more contemporary urban cultural policies. The paper argues that the arrival of creativity upon the urban agenda has abruptly altered this policy context. Both culture and creativity have become central to attempts to stimulate the cultural and creative industries and to promote the city at an international level, attracting investment and the “Creative Class”. In tracing this development, the article discusses potential changes to the planning system designed to facilitate Copenhagen's transformation to a creative city and points to the potential impacts of these.  相似文献

Savitch and Kantor explain divergent trajectories of urban development with the help of four variables, namely, market conditions, inter-governmental support, local culture and popular control in their theory. In this article, we apply Savitch and Kantor's theory to the urban tourism development of Antalya, Amsterdam and Liverpool. The case study is partly based on written documents and partly on face-to-face interviews with representatives from public, semi-private and private organizations of the tourism sector. We found that Savitch and Kantor's theory of urban development is only partly helpful in explaining divergent urban tourism development trajectories. A centralized unitary state does not necessarily lead to a social-centred urban development trajectory but can be just as good a pre-condition to a neo-liberal urban development strategy as seen in Antalya and Liverpool. And although market conditions are favourable, an integrated inter-governmental support, a well-developed popular control, and a post-materialist culture have enabled Amsterdam to follow a social-centred urban policy, it has unintentionally and paradoxically resulted in gentrification and a commodification of heritage and culture. A strong social-centred urban policy in a first stage has created an urban milieu that has become exploited by gentrifiers and the tourism industry in a later stage.  相似文献

The development of education policies is in many aspects driven by nationalist aims, especially when demonstrating postcolonial autonomy. In the case of Lebanon, Arab and Lebanese forms of nationalism have framed education policy development when transitioning out of the French mandate to an independent republic and during pan‐Arab movements against colonialism. Following 15 years of armed conflict (1975–1990), the reformed national curriculum for citizenship drew on a negotiated compromise between advocates of Lebanese and Arab nationalism to foster a unifying national identity. The practices and outcomes of citizenship education, however, reveal degrees of social exclusion, barriers to learning active citizenship, infringement on intellectual freedoms and denial of thinking historically. Evidence is drawn from empirical studies, the state of affairs of history education and student registration figures in Lebanese and non‐Lebanese systems. The findings raise debates on the role of language in citizenship education and suggest a need to reconceptualise the implementation of nationalist aims in education policies, especially by incorporating elements of cosmopolitanism.  相似文献

This paper uses several events in New York in the late 1990s to launch two central arguments about the changing relationship between neoliberal urbanism and so–called globalization. First, much as the neoliberal state becomes a consummate agent of—rather than a regulator of—the market, the new revanchist urbanism that replaces liberal urban policy in cities of the advanced capitalist world increasingly expresses the impulses of capitalist production rather than social reproduction. As globalization bespeaks a rescaling of the global, the scale of the urban is recast. The true global cities may be the rapidly growing metropolitan economies of Asia, Latin America, and (to a lesser extent) Africa, as much as the command centers of Europe, North America and Japan. Second, the process of gentrification, which initially emerged as a sporadic, quaint, and local anomaly in the housing markets of some command–center cities, is now thoroughly generalized as an urban strategy that takes over from liberal urban policy. No longer isolated or restricted to Europe, North America, or Oceania, the impulse behind gentrification is now generalized; its incidence is global, and it is densely connected into the circuits of global capital and cultural circulation. What connects these two arguments is the shift from an urban scale defined according to the conditions of social reproduction to one in which the investment of productive capital holds definitive precedence.  相似文献

Historic architectural heritage is important to sustainable urban planning policy, particularly in cities that have heritage sites and/or themselves have ancient archaeological value. Delhi is one of the oldest living cities in the world. However, the vision of its planning policy is limited to valuing heritage for itself and for its economic value instead of also exploring the ways in the city’s heritage might contribute to the social organisation and utilisation of the urban public space. Particularly, like most national policy documents on heritage, it ignores the heritage/gender nexus, which has implications for the identity and status of women in Delhi, community development and ecological preservation. But twenty women practioners and scholars of development in Delhi referred to heritage as a challenge as well as opportunity for gender and urban sustainability when asked for their perspectives on the most important sustainability issues in the city. I argue that Delhi’s urban planning strategies must acknowledge the gender/heritage nexus to enable holistic and gender-inclusive urban development for the present and future generations of its citizens, which is an important thrust of the sustainability agenda.  相似文献

将城镇化分解成人口城镇化、经济城镇化、土地城镇化和社会城镇化4部分,且认为这4部分应处在协调耦合状态,用TOPSIS法对江苏省城镇化发展协调度进行评价,之后对评价结果的地区差异进行分析,以对城镇发展政策制定提供依据。研究表明:常州和扬州在优质协调区;南京、镇江、苏州和无锡在良好协调区,且土地城镇化相对滞后,说明城镇土地高效集约利用;徐州、淮安和南通在基本协调区,徐州与淮安土地城镇化过快,社会城镇化滞后,表明城镇土地粗放低效利用,同时忽视公共服务产品供给,南通土地城镇化滞后,表明城镇扩张缓慢,城镇化的土地代价水平较低;泰州和盐城在轻度失调区,盐城经济城镇化滞后,泰州土地城镇化滞后,土地集约利用强度大,城镇发展选择的是一种精明增长路径;连云港和宿迁在中度失调区,土地城镇化明显快于其它城镇化,城镇发展土地代价水平高,具有相当过渡性损失。  相似文献

General propositions about the policy resources of a state higher education coordinating board, some determinants of state–level coordination of institutions of higher education, the function of conflict in coordination, the role of a coordinating board in policy making., and conditions under which coordination of institutions and policy implementation may be successful are presented. The conclusion is that a coordinating board, plays an important system–maintenance function and that it is an active rather than passive policy actor, that there are several conditions under which coordination and policy implementation may occur, and that a coordinating board's ability to implement policy in especially dependent upon the political support that it receives and its ability to mobilize resources outside the higher education system.  相似文献

An integrated approach to environmental policy and urban spatial planning has not yet been adopted by many local administrations in Europe. However, such integration is likely to provide a more streamlined planning process that incorporates environmental measures in the physical development of urban areas. In this paper, we argue that among many local governments there is already a growing wish to apply environmental policy integration (EPI) principles in spatial planning in an effort to achieve better quality of life in the cities and to preserve natural resources. Within Europe, most attempts to develop EPI approaches can be found in western countries, while efforts to find integrated approaches to the urban environment and spatial planning in Eastern Europe are in their infancy. The main reason for this is that most of the post-communist countries are still addressing the challenge of reconstructing their political, social, and economic systems. In this research, we analyse and compare policy practices for EPI in urban planning in the Netherlands and Bulgaria. We first discuss the Dutch area-oriented policy approach, which has gained popularity during the last decade as a means of integrating environmental qualities in urban land use plans. We then go on to analyse the effectiveness of specific area-oriented methods developed and applied in Rotterdam, and define their applicability in the planning practice of the local authorities of the city of Burgas in Bulgaria. The main conclusion of the study is that the degree of effectiveness of an area-oriented policy is dependent on the impact of specific success factors. Despite the differences between Rotterdam and Burgas in terms of the presence of these success factors, we assert that the area-oriented policy approach applied in Rotterdam can be transferable, and can be adapted to the specific local circumstances in Burgas and used as an instrument for integrating EPI into urban land use planning.  相似文献

ABSTRACT This paper provides an analytical framework of urban enterprise zones in a context of regional development. The direct and indirect impacts of urban enterprise zones on regional economies such as job creation, urban unemployment, agricultural wage and changes in the regional economic structure are analyzed by incorporating the intermediate goods sector. The study suggests that the establishment of urban enterprise zones is a beneficial and effective policy instrument which can be used in promoting urban renewal and regional economic growth.  相似文献

The title of this article draws on a Yorùbá aphorism that roughly translates into ‘don't sell me a dummy’. The dark side of social policy, the theme of this Debate, has a distinct character in the African context. The transformation of the African public policy landscape, shaped by the ‘counter-revolution’ in development thinking, has taken a new form with the donor ‘policy merchandising’ of cash transfer schemes. The stratified and segregated social policy on offer contrasts with the historical experience of ‘donor’ countries themselves. The policy instrument advanced is cast as ‘a silent revolution in development’, embodying the idea of development shifting from structural transformation to poverty alleviation. What is promoted is an impoverished version of development. Within the discourse of ‘working with the grain of African politics’, the politics of social assistance policy merchandising starts with a notion of politics as clientelist. It then deploys the instrumentality of clientelism — within an imperial deployment of power — in the manufacture of civil society and policy coalition, to ensure the local adoption of a policy instrument that the extra-territorial donor actors offer. This modality of public policy formulation contrasts sharply with the historical experience of public policy making in the ‘donor’ countries themselves. The result is the subversion of the consolidation of democracy in the African client states.  相似文献

This article aims to highlight and, whenever possible, demonstrate that the urban general plan is still the instrument of the utmost importance to trigger and steer urban transformations. Within the current Italian context, the article examines the characteristics, contradictions, weaknesses and opportunities of urban planning set of rules and practices and tries to propose concrete answers to questions and issues strictly connected that affect the municipality's urban planning: how to manage and govern a contemporary metropolis or city agglomeration, the concerns associated with overlapping jurisdictions and different rules for various hierarchical administrative levels, the costs of social and common services, the need to include in the urban plan the possible use of European Union Structural Funds, the real estate market affecting new development and urban regeneration programmes and investments. All these aspects should be included in a unifying and strong planning instrument, the urban plan, which could address and steer effectively the urban planning policies and their governance.  相似文献

The policy of economic liberalization pursued by the Indian government since the 1990s in response to an economic slowdown has led to the creative destruction of institutional space and the built environment. India launched the Smart Cities Mission and the Delhi-Mumbai Industrial Corridor to enhance infrastructure delivery and employment opportunities. Focusing on these cases and using direct observation and in-depth personal interviews, this paper explores the role of emergent neoliberal projects in the country's institutional and spatial restructuring at different scales. The aim is to make a twofold contribution to urban research: first, to contribute to the discourse on neoliberalism by identifying institutional and spatial restructuring in India based on the concept of creative destruction; and second, by validating the significance of strong state and political willingness in distributing neoliberal benefits such as affordable housing and services to the poor. The paper argues for a stronger role of the state in creating equity in the urban development process and infrastructure delivery.  相似文献

This article explores the governance of Houston, the archetype laissez-faire city in the USA. The research examines the complexity of Houston's minimal government intervention rhetoric, which in practice involves extensive federal, state and local government involvement in economic development in combination with a disinterest in social service and income maintenance programmes. This governance strategy is outlined through an examination both of regional public policy and local public finances. The analysis illustrates that Houston's local governance has historically been based on a management approach that attempts actively to minimize costs for potential investors to locate in the City, through public intervention, while at the same time generating an unattractive urban environment for the socially marginalized — hence the disinterest in social services. Thus, despite the local laissez-faire rhetoric, government intervention in Houston's growth has been vital and has produced the extraordinary impacts usually expected from public involvement in local economic development. The foundations of this local governance strategy are both predicted and advocated by the public choice approach, a theoretical framework whose emphasis on inter-municipal competition advances management tactics based on maintaining low taxes and low expenditures on public welfare. The research also shows, however, that Houston is unique, when compared to other economically successful US cities, in following such an extreme approach of this management strategy.  相似文献
