By representing the voice of communities, community-based organizations (CBOs) are increasingly joining development partnerships. This article explores the inherently contradictory relationship between ‘voice raising’ and the politics of listening. While academia has mostly focused on the inclusion of CBOs, few studies have approached this subject from the perspective of the listening practices of ‘fundermediaries’ (a portmanteau term combining ‘funder’ and ‘intermediary’). This ethnographic research on a CBO led by male sex workers in Nairobi, Kenya, illustrates that the listening ability of fundermediaries hinges on their position in the aid chain, and specifically on the dynamics of their own accountability. The analysis distinguishes between two partnership types. The first uses a pragmatic approach, which ultimately limits the channels for CBOs to be included and heard, resulting in them having to ‘make noise’ to ensure they are heard. The second creates more possibilities to listen, engages in constructive dialogues with partner CBOs, and includes the ideas and expertise of CBOs in development strategies; hence, CBOs feel heard and are positive about these partnerships. Improved listening practices facilitate opportunities to reconfigure the position of the different actors in development partnerships and can benefit both the positions of CBOs in the aid chain and the programmatic outcomes of fundermediaries.  相似文献

ABSTRACT

Student–staff partnerships in learning and teaching are not a new idea but have seen a growing interest and momentum in recent years. In this article, I provide an overview of the background and context of increased student–staff partnerships, a definition of partnership and some of the benefits. I highlight several examples of practice from different countries, universities and disciplines, and involving different numbers of students, which help to illustrate some of the variety of what is possible in student–staff partnerships in learning and teaching but also some of the challenges. I will focus on key ideas currently being debated in student–staff partnership work in the form of theoretical framing; contested definitions; mixed motivations and concerns about partnership being co-opted by neoliberalism; the imperative of inclusion; and the role of student–staff relationships. I conclude by considering what ways geographers might contribute to future research and practice, by offering some practical strategies for establishing and maintaining good quality partnerships in learning and teaching and with suggestions for enhancing the community and culture within which we operate.  相似文献

Despite its centrality in the national cyber security strategies of the US and the UK, the public–private partnership is a nebulous arrangement, which is especially problematic in the context of critical infrastructure protection. Privately owned and operated critical infrastructure that is regarded as a potential national security vulnerability raises questions about the allocation of responsibility and accountability in terms of cyber security. As with many aspects of cyber security, this issue is often discussed with little reference to previous scholarship that could provide conceptual scaffolding. This article draws on the extensive literature on public–private partnerships in order to assess the tensions and challenges of this arrangement in national cyber‐security strategies. It finds that there is a serious disjuncture in expectations from both ‘partners’. The government regards privately owned and operated critical infrastructure as a key element of national security but is reluctant to claim a mandate to oversee network security. At the same time, the private sector is not inclined to accept responsibility or liability for national cyber security. This challenge for governments to manage national cyber security raises questions about how well equipped these states are to promote their own security in the information age. Acknowledging the flaws in the ‘partnership’ is an essential step towards addressing them.  相似文献

Drawing on various historical documents, the article uses process tracing methods and analytic narratives to establish a relationship between historical contractual practices and state formation in nineteenth-century East Africa. I trace the process through which local political leaders historically sought to secure monopolistic deals over trade with foreign entrepreneurs through incomplete contracts for tangible economic goods (arms and slave trades, manufactured goods) and intangible political goods or services (security, knowledge, independence). By showcasing agents’ bargaining strategies in contractual agreements, the article sheds light on notions of sovereignty and independence articulated through public contracting in Africa’s political development. Historical understandings of notions of independence and sovereignty by procurement practitioners in East Africa provide seeds for thought in controversial debates about government outsourcing today. Is outsourced sovereignty always threatening? Can we outsource sovereignty and remain independent? These are perhaps the most important conceptual queries that make East Africa’s historical contractual experience pertinent today as new public-private partnerships for development, including government outsourcing, increasingly call for the use of private means to solve public problems in the developing countries.  相似文献

Contemporary urban planning dynamics are based on negotiation and contractual relations, creating fragmented planning processes. On the one hand, they trigger technocratic forms of governance, which require the ‘legal instrumentalisation’ of planning in a piecemeal approach ensuring legal certainty. On the other hand, these processes require flexibility to enable easy, fast and efficient forms of implementation due to the increasing involvement of private sector actors in urban development. This article unravels the influence of these conflicting dynamics on the fundamentals of urban planning practices by focusing on changing public accountability mechanisms created through contractual relationships between public and private sector agencies. Dutch urban regeneration has demonstrated changing governance principles and dynamics in the last three decades. Representing instrumental and institutional measures, we connect accountability mechanisms to these changes and argue that they ‘co-exist’ in multiple forms across different contexts. This article embeds this evolution in wider theoretical discussions on the changing relationships between public and private sector actors in urban governance relative to the changing role of the state, and it addresses questions on who can be held accountable, and to what extent, when public sector actors are increasingly retreating from regulatory practices while private sector actors play increasingly prominent roles.  相似文献

Since the 1970s, ‘partnership’ has been an aspiration for relationships amongst non-governmental organizations involved in international development (NGDOs). Unfortunately, NGDOs have shown little ability to form equitable relations, or true partnership, amongst themselves. The first part of this article examines why. The new policy agenda for international aid emphasizes contract-based relationships which will make real partnerships even more difficult to achieve. The second part of the analysis argues that trust-based authentic partnerships remain vital for development, and outlines some steps that NGOs might take towards forming them. In the long term, however, NGDOs must radically rethink their roles, which calls for a transformation from intermediaries in a funding chain to facilitators of international co-operation between the diverse groups which comprise civil society. NGDOs unwilling to take this step could be classified as hypocrites if they continue to employ the term ‘partnership’ for what is essentially old wine in re-labelled civic bottles.  相似文献

Business improvement districts (BIDs) are increasingly being advanced in a range of national contexts as a new delivery mechanism for securing improvement, regeneration and enhanced service delivery in specifically delineated districts. This paper considers BIDs as an example of a modern institutional design that is reconfiguring existing economic and legal regimes within town centres. Drawing on the theories of new institutional economics and transaction costs, the paper discusses how the contractual turn in urban governance advances our conceptual understanding of the rationale, scope and significance of partnership working. The discussion brings together emerging literatures around new ways of understanding partnership working in government thinking. It contrasts the advocacy and use of BIDs with the (previously established) practices of town centre management. It asserts that BIDs represent a new form of formalized and contractualized partnership working in sub-municipal governance, which has particular spatio-temporal implications for state–market–civil relations.  相似文献

This article reviews the growing body of European literature exploring the nature of contemporary partnerships. Some common themes emerge, but there also appear to be differences in the way partnership is viewed in different national contexts. The paper then describes the relationships between organizations involved in the process of redevelopment of an area of Paris and an area of London. These relationships are examined using the conceptions of partnership identified in the literature. The paper concludes by identifying some features of partnership which may be common to different national contexts and some which may vary according to context.  相似文献

In Aotearoa New Zealand, as elsewhere, partnership programmes overtly targeted to the strengthening of local communities are developing in a range of institutional sites. This development, it is claimed by some, moves social governance well beyond the narrow, market‐oriented, contractualism of earlier forms of neoliberalism, and into a new era of joined up, inclusive governance. Here we highlight the emergent role of "strategic brokers" who do the grounded joining up of governance in this new partnering ethos. Drawing on the findings of a large project on local partnerships in Aotearoa New Zealand, we show how community activists have played a distinctive historical role in shaping the form that local partnerships take. We then turn our attention to the current context, examining the rise of mandatory partnership working and the implications of this for community activists. We highlight key aspects of new forms of gendered professionalism, including the need to have both knowledge of and knowledge about communities. In outlining the historical development and current scope of strategic broker roles, we ask what we can learn about the nature of would‐be "post‐neoliberal" social governance.  相似文献

This article attempts to give new explanations of the spatial patterns of collaborations focusing on the partners' connection process. Taking into account actors are embedded in an historical, interpersonal and institutional space, we first consider organizations can construct a new collaboration or renew an old one when they decide to build a research project with a partner. Then, going back to the moment when they initially connect with their partners through the analysis of the genesis of collaborations, we assume that they can turn to their interpersonal ties or to coordination resources. This process of connection may influence the spatial dimensions of collaborations regarding notably the literature linking the use of interpersonal ties and the spatial proximity effects observed in innovation activities. We test empirically these theoretical propositions through the collection of individual data about more than 200 histories of inter-company (IC) and science-industry (SI) partnerships. The qualitative and quantitative treatments of these data reveal the way partners connect each other and the spatial patterns of collaborations are significantly dependent on the nature of the partnerships. A strong regularity is nevertheless highlighted: for both partnerships (IC and SI ones), actors renewed prior collaborations in 57% of the total of studied partnerships.  相似文献

While the issue of the role of the private sector in development is very much on the agenda of donors and governments, mainstream Corporate Social Responsibility (CSR) debates continue to neglect questions with regard to the accountability of companies to the communities in which they invest. Liberal notions of CSR place great emphasis on voluntary, partnership and market based approaches to tackling social and environmental problems and managing conflict. While the rise of voluntary standards and codes of conduct in the North and the growing popularity of various forms of 'civil regulation' has improved the responsiveness of corporations to social and environmental issues, there are doubts about their transferability or relevance in many southern settings. This is particularly so when viewed from the perspective of communities pursuing corporate accountability in the absence of donor, NGO or government pressure for company reform. It is in these 'majority world' settings that we encounter the limits of the liberal CSR agenda.
This article therefore explores the different tools that poorer communities have developed in order to construct mechanisms of corporate accountability. Recent work in India is drawn upon to ground the analysis, but reference is made to many other cases in different regions of the world and across a variety of sectors. It is suggested that many state-based, community-based and company-based factors determine the likely success of such initiatives. Power disparities and how to contest them emerge as key, however, and their neglect within mainstream CSR approaches undermines their ability to address issues of corporate accountability in situations characterized by sharp inequities in power. The emphasis here is on the process of promoting corporate accountability, and the relations of power that underpin these, rather than the achievement of more narrowly defined indicators of corporate performance.  相似文献

Contrasting perspectives of international companies and civil society groups have divided recent debates about corporate responsibility in developing countries. The Corporate Social Responsibility discourse has been promoted by business lobbies, emphasizing the role of international companies in voluntarily contributing towards the solution of pressing social and environmental problems through partnerships with other stakeholders. The notion of corporate accountability has become the rallying point for sustainable development, demanding stricter regulation of corporate behaviour by national governments and the enactment of an international corporate accountability convention. This article assesses the promises and pitfalls of these two competing approaches to industries in South Africa. The article argues that a multi-level approach is necessary to the impact of CSR and corporate accountability initiatives. It concludes that CSR may improve environmental management systems and reduce corporate pollution levels whereas corporate accountability approaches may provide important incentives for companies to improve their environmental performance, assist in the development of national environmental governance frameworks guiding company-community interaction, and facilitate the enforcement of national legislation pertaining to corporate responsibility. However, both approaches fail to address the underlying, globallevel structural causes of conflicts between companies and stakeholders affected by their operations. These conflicts can only be reversed by fundamental changes in the global economy.  相似文献

This article argues that 2003–4 were decisive years in Russo‐Chinese relations. Uncertainties over Russia's commitment to supply China with much needed energy revived deep‐seated anxieties about the whole future of their relationship. However, by the autumn of 2004 they had launched plans for strengthening the partnership and widening mutual popular understanding. It also argues that this coincides with new efforts to view their foreign policies through the lens of constructivism, instead of realism. The article then looks at developments in bilateral economic relations and in the Shanghai Cooperation Organization, before adumbrating their wider advocacy of multilateralism, linking this to converging relations with India. Finally, it argues that relations with the US will continue to have a significant impact on the direction and closeness of this bilateral relationship. It is still a partnership rather than an alliance. Russia and China may sometimes put a higher priority on their relations with the West rather than on each other. Yet they are also looking at other potential emerging powers and how they can bend that process of emergence to their advantage.  相似文献

Abstract

For many years, the need to improve sustainability in the tourism industry has been widely recognized. Many destinations have attempted to move toward sustainability, but unfortunately, have been hindered in their attempts by a lack of collaboration among stakeholders that is necessary to support their sustainability agendas. Collaboration, specifically through multi-stakeholder partnerships, has been seen as an effective way to support initiatives in tourism development. Through the lens of Gray's collaboration theory and Selin and Chavez's tourism partnership model, the success of collaboration and partnerships in tourism development on the island of Gili Trawangan, Indonesia, will be examined. Through a multi-method approach consisting of an environmental audit and semi-structured interviews, this paper explores the implementation of a multi-stakeholder partnership. The partnership that has been developed, called the Gili Ecotrust, provides an example of successful collaboration, leading to the implementation of innovative sustainability initiatives on the island.  相似文献

The article contributes to the smart specialization literature by presenting a new approach, connectivity analysis, where Triple Helix (TH) relations (involving universities, companies and government) are at the centre of the entrepreneurial discovery process. Relations between helices may be seen, from the point of departure of proximity, as preconditions of connectivity, or interaction, measured through expectations and experiences. This offers potential solution to two limitations of proximity approach: its static nature and narrow focus on dyadic relationships. The connectivity analysis reveals the extent of mutual expectations, as well as tensions, or gaps. Based on this analysis, the article presents a policy model that is used to map structures of networks and gaps between TH actors. It may also identify strengths, weaknesses and problems. This analysis is used as input to structured dialogues between actors in leading positions in the TH and in smart specialization policy-making and implementation. This approach may lead to policy interventions supporting entrepreneurial discoveries. The model has been developed in partnership with researchers and the Regional Council of Ostrobothnia. The article also presents this case study and demonstrates the use of the connectivity model in practice.  相似文献

In Finnish, Swedish and Norwegian cities and urban regions, strategic approaches in urban planning have been developed by introducing different kinds of informal strategic plans. The means of improving the strategic quality of urban and regional planning have thus been searched from outside the statutory land use planning system, determined by the national planning laws. Similar development has also taken place elsewhere. When strategic plans are prepared outside the statutory planning system, these processes also lack the legal guarantee for openness, fairness and accountability. This is a serious legitimacy problem. In this article, the problem is examined theoretically and conceptually by combining democracy- and governance-theoretical perspectives. With this framework, four different approaches to legitimacy are derived: accountability, inclusiveness, liberty and fairness. The article concludes that strategic urban planning must find a balance between the four approaches to legitimacy. Concerning political processes, this requires agonistic acknowledgement of different democracy models, excluding neither deliberative nor liberalist arguments. Concerning administrative processes, it requires acknowledgement of the interdependence of statutory and informal planning instruments and the necessity of developing planning methods for their mutual complementarity—thus avoiding the detachment of informal strategic planning into a parallel planning “system”.  相似文献

Across Europe, a series of revisions and realignments are currently taking place in sub-national governance structures. In England, this involves the creation of a new scalar construct through the dismantling of the regional tier and the creation of new sub-regional institutions. Through focusing on the move towards subsidiarity, this article considers the extent to which libertarian paternalism—or “don't do anything unless you have to”—and the adoption of some of these key principles by the UK government—can help to illuminate and explain such contemporary processes of restructuring and rescaling of governance. In turn, the article considers (i) the form, process and outcomes of planning practices within this restructuring; and (ii) the implications arising in respect of the democratic accountability and strategic efficiency of the new arrangements, and the interests that are being privileged therein.  相似文献

This article is concerned with the impact these changes are having on political violence and liberal democracies. Research on the operation of territorial governance and rural development programmes is dominated by qualitative methodologies, paying little attention heretofore to the characteristics and structures of new horizontal and vertical relationship formations that are the explicit objective of the governance and rural development model. Seeking to address this deficit in the literature, this article adds to a small number of existing contributions that use social network analysis (SNA) to examine the role of inter‐organizational networks in shaping geographic functional regions in the context of governance. Rooted in the methodological perspective of SNA, the analysis focuses on relations between local actors participating in three area‐based rural partnerships in Poland, which are conceptualized as territorially embedded institutional network clusters. The structure of inter‐sectoral relations, understood as interactions (competition, conflict, coordination, cooperation, and control) and flows (information, financial, human, or tangible resources), between the institutional partners of these partnerships is examined. Analysing in detail attributes of network relations, the article identifies structural characteristics of the area‐based partnerships, such as manifestations of how diverse local resources are engaged and how dominance by traditional powerful stakeholders can be overcome by network structures. Structural dynamics and transformations that represent expressions and manifestations of how territorially embedded governance networks are expected to operate are important areas of inquiry in political geography. In this context, the particular empirical and theoretical capacity of SNA is illuminated in this article as part of a broader presentation of primary field data on how network governance and rural development is taking shape in Central and Eastern Europe.  相似文献
